Abstract

The July 2, 2000, electoral victory of Vicente Fox of the opposition National Action Party (PAN) as president of Mexico marked an historic turning point in that country’s political development. The ouster from power of Mexico’s Institutional Revolutionary Party (PRI) after seventy-one years promised to rupture the long-time alliance between organized labor, the state, and the PRI. A transition to a democratic political regime would create new opportunities for the struggling independent labor movement in Mexico. More importantly, a political transition would make possible for the first time a shift away from an authoritarian-corporatist system of industrial relations toward a democratic model of labor governance.

Abstract

Recent research begins to explore how organizations of informal workers function, and succeed or fail. Using cases of domestic-worker movements in Mexico and the United States, we seek to extend this research by adding historical analysis of the movements’ evolution through a cross-national analysis of movement differences. We draw on concepts from the social movement and intersectionality literature. Historically, the two movements have been propelled by multiple streams of activism corresponding to shifting salient intersectional identities and frames, always including gender but incorporating other elements as well. Comparatively, the US domestic-worker movement recently has had greater success due to superior financial resources and more facilitative political opportunities – advantages due in part precisely to intersectional identities resonant with potential allies. However, this relative advantage was not always present and may not persist. Social movement concepts and intersectional analysis thus help understand both historical changes and cross-national contrasts in informal-worker organizing.

Spring 2001: negotiations between unions and the Dutch Railroad Company (in Dutch: Nederlandse Spoorwegen, NS) were becoming increasingly difficult. At stake were management proposals to change the order of divisions of routes for engine drivers and conductors: in order to enhance efficiency they should be allocated to distinct sections instead of working throughout the whole country. The workers opposed these proposals, referring to them as “rounds around the church,” by which they indicated the loss of variation in their work. Strikes were called and the public transport system was severely hindered for several days in a period of four months. The clients, as well as their employers, complained about the reliability of the system. The conflict encroached deeply on social life not only because of the failure of public transportation. It also illuminated severe weaknesses of the Dutch system of labor relations, especially the position of unions. Behind the content of the conflict some crucial labor relations came under pressure. This was not only the case for the relations between management and unions who were not able to reach an agreement with enough support of both parties. Also at stake were relations within the unions. Rank and file members no longer felt represented by the union officials. The centralized policymaking in the union blocked discussion, disconnecting union policy from the daily problems of the members. Collective groups organized both union and non-union members and made their own policy. The organization rate of the greatest union in the company for instance dropped dramatically from 24,000 in the seventies to 8,000 members in the late nineties to 3,000 in May 2001.1 In the end, the union dismissed itself from negotiations and admitted its failure in its own core business. The work council came to represent workers on this point. Internally, union officials stopped discussion with their radical members. Union members had to choose between their union membership and their participation in the collective groups. The combination of the two activities led to the exclusion of the union. Traditional union organization reached rock bottom.In our opinion, this case exemplifies the situation of traditional unionism in our country, a position we will explain in this contribution. That does not mean we reject the idea of the revitalization of labor movement. On the contrary, we think that the labor movement has new chances, but that these chances are not necessarily to be found within the existing unions. We see in our country an upheaval of organizational forms without the unions, as illustrated by the collective groups in the railroad company we mentioned above. These groups seem to shed light on a new development of the union movement in the Netherlands.

Revitalization or regeneration has become an increasingly urgent task for Australian unions. This is largely due to the longer-term chronic decline in membership of organised trade unions and the increasingly hostile political and legal climate faced by Australian trade unions. Pessimistic scenarios presented by neo-liberal politicians and commentators have trade unions dissolving into obscurity over time as their relevance in an advanced post-industrial society declines. More optimistic scenarios, in part based on the recent experience of labor movements in the U.K. and Canada, see the difficult current climate as an opportunity to re-evaluate union strategies, structures and policies.

Abstract

Purpose

The purpose of this paper is to find how the changing relationship between labour and political parties influenced the growth of reasonably independent labour unions in Taiwan.

Design/methodology/approach

The authors have drawn on data collected through in-depth interviews of union officials, labour activists and members of legislature from two major political parties in Taiwan.

Findings

The authors found that the breach between labour and political parties was affected by the eventualities contemplated in democratisation. Though the DPP (Minchin-tang/Democratic Progressive Party) provided the initial “shot in arm”, autonomous unions have not necessarily grown underneath DPP’s dominion. Political liberalisation of Taiwan’s industrial relations systems has gained more momentum when the DPP was in opposition than in power. Anti-incumbency pushed independent unions to sway the opposition’s backing when Kuomintang (KMT/the Chinese Nationalists) was in power and not to that extent when the KMT stepped down. The autonomous labour movement in Taiwan was initially influenced by the changing relationship between labour and ruling parties. However, the movement was subsequently shaped by the ethnic and political characteristics based on the historical divide between the mainlanders and Taiwanese and Taiwan’s changing economic landscape.

Research limitations/implications

Specific limitations include the subjectivity of the inference and lack of generalisability of the findings that are based on interviews with two out of three players of industrial relations system.

Practical implications

Because of globalisation and global financial crisis that brought together a new generation of workforce who hold individualistic values, have lesser faith in collectivism and perform new forms of work where unionisation is no more relevant, the autonomous labour movement in Taiwan was hugely impacted.

Originality/value

Growth of independent unions is not being shaped by democratisation alone. If we refocus the debate about democracy’s implied relationship with the rhetoric of national identity, one can see the crucial role played by the changing economic landscape and ethnic divisions ingrained in political origins.

Abstract

Industrialization in capitalist societies ushered in the growth of trade unions and the development of union activities of industrial workers. In the late eighteenth and the early nineteenth centuries in the West when unionism began, trade unions took diverse forms. These forms varied by society and were significantly influenced by the country’s specific historical background and socioeconomic and cultural conditions. Yet such diverse union structures began to merge into “industrial unionism” in the late nineteenth century, which embraced all types of workers within the boundaries of an industry. Industrial unionism has been considered the organizational form that most effectively ensures the collective power of trade unions and their sociopolitical sway over contending forces, notably, the state and employers’ associations, and thus has remained a prototypical union system. Accordingly, nonwestern societies and latecomers to unionism in the West have modeled their unions on the basis of the industrial union structure.

Abstract

Purpose

Is labour's decline permanent, or is it merely a temporary weakening, as Beverley Silver suggests in her recent book, as the labour movement is unmade and remade in different locations and at different times? The article aims to examine this question in South Africa, one of the newly industrialised countries of the 1960s and 1970s, now largely bypassed by new manufacturing investment destined for countries such as India and China.

Design/methodology/approach

The paper concentrates, through six case studies, on the growing non‐core and peripheral zones of work and examines the impact of the restructuring on labour.

Findings

The evidence presented is ambiguous. While there have been significant innovative union organising experiments, it may be that the structural weakening of labour has been too great and that the new sources of power are too limited, to permit effective reorientation.

Practical implications

It is concluded that significant progress will only be made if there is a concerted effort to commit resources and above all to develop new associational strategies that recognise the potential for symbolic power as an alternative to the erosion of structural power of workers and the unions that represent them. Unless such a shift is made the crisis of labour movements internationally may be better understood as a permanent crisis than the temporary one Silver suggests.

Originality/value

The paper identities the potential for new strategies to develop and sustain associational and symbolic power that might compensate for weakened structural power and facilitate a remaking of the labour movement under new conditions.

Abstract

At global fora which discuss the regulation of international migration the Philippine government is typically hailed a “good practice example” for its institutional as well as legal framework and proactive interest in the welfare of its citizens. The Philippine history of migration policy making is indeed shaped by a shift from “exporting workers” to an increasingly comprehensive rights-sensitive approach that addresses most aspects of migration: the regulation of recruitment agencies, pre-migration training, insurance systems, overseas voting rights, consular services, social rights of the left behind, and re-integration of returned migrants. This state of affairs, however, has not always been like that and is largely the result of activism by the vibrant migrant rights movement in the Philippines which reaches across the world. The case of the Philippine also shows mixed approaches to government-social movement relations, characterized by both pressure politics and critical engagement.

Considerable gaps and loopholes remain in this web of rights-based policy aspects. Structural weaknesses are major problems that need to be addressed if labor migration is to evolve into a truly choice-driven economic decision. Still, comparatively and historically speaking, the Philippines have come a long way. The combined effects of leadership from below and leadership from above had led to some concrete results – even if far from perfect – in the betterment of many migrants’ lives.

Abstract

Purpose

This paper aims to review the case for improved (supra‐national) regional social and labour policies in principle, assess the extent to which existing regional associations of governments and regional organizations are actually developing effective regional labour policies in different sub‐regions of Europe, Latin America, Africa and Asia, and finally explore the driving forces behind their development and suggest how they might be further enhanced.

Design/methodology/approach

The paper compares the emergence of regional policies concerning labour rights and migrant workers' rights across regions. A sample of more than 15 regional arrangements are then ranked on the basis of their commitment in these areas. Finally, correlations between these rankings and different indicators of (real) regional interdependence are looked at.

Findings

The paper shows that regional socio‐economic policies are gaining importance in different world regions, although speeds are varied and generally low. It is difficult, however, to find strong correlations with indicators of regional interdependence such as trade or migration.

Originality/value

The paper presents one of the first systematic accounts of the development of regional socio‐economic policies in different world regions. It shows at the same time that huge opportunities for new policy initiatives exist in this area.
