The reality of emergency preparedness for older adults has not been quite satisfactory in many regions. This paper aimed to study how to improve emergency preparedness for older adults in the viewpoint of emergency culture.

A systematic literature review was used to contrast internationally voiced emergency preparedness (i.e. the principles of emergency preparedness) with culturally adapted emergency preparedness (e.g. values, games, arts, outdoor activities, etc.) via international organizations in both developing and developed countries. For data flow, the preferred reporting items for systematic reviews and meta-analyses was also used in a supplementary way.

An encompassing tenet states that all stakeholders need to divert the internationally voiced emergency preparedness into culturally adapted emergency preparedness while addressing the effects of culture, self-preparedness, integration, diversity, tailored intervention, etc.

This paper has probed into the frame of emergency preparedness for older adults more comprehensively than the previous literature. In doing so, the aspect of emergency culture has been much supported.

Culture does matter in the field of emergency response. The purpose of this paper is to examine how to change the negative emergency response culture in Korea by relying on people’s awareness and the president’s leadership.

Qualitative content analysis is used as the methodology. The irresponsibility culture, including public officials’ ranking, factionalism, lack of emergency response principles, and social corruption, is contrasted with the responsibility culture, including ability of public officials, egalitarianism, use of emergency response principles, and cleanup of corruption.

The major tenet is that Korea must not miss the opportunity to change its current irresponsibility culture into a responsibility culture under its own environment.

Many researchers have raised the necessity of cultural change in the emergency response in Korea during these days. In this regard, this paper studies the Korean emergency response culture more rigorously than did previous studies.

The purpose of this paper is to improve the role of emergent Korean non-governmental organizations (NGOs) in disaster management by comparing general-goal NGOs and specific-goal NGOs, and ultimately goal provide lessons for international NGOs.

This study used quantitative research to analyze the issue through an international perspective. The hypothesis drafted was that if general-goal NGOs do not perform as well as specific-goal NGOs under actual conditions, their performance will have international implications. The two types of NGOs were systematically contrasted with reference to their social and political practices or culture through three variables: stakeholders, finance and strategies.

The main finding or recommendation is that general-goal NGOs have to be transformed into specific-goal NGOs for effective disaster management, not only in Korea but also in the international community.

When reflecting that almost no research has dared to look into the topic on the role or the type of disaster management NGOs in Korea, this paper has potential value as a pioneer study.

This paper aims to document the present situation of emergency planning in Korea, and subsequently to provide related alternatives by comparing the reality of “mere awareness approach” and the appropriate strategies to “sincere accommodation approach.”

With the inferences of other countries, mere awareness approach and sincere accommodation approach have been systematically analyzed via the same four components: government employees, traditional minority; foreign‐born population; and animals.

The major tenet of this paper is that Korea has to change its mere awareness approach to sincere accommodation approach to sincerely facilitate ideal emergency planning.

It is certain that no distinctive research, such as the issue of diverse professionals in emergency planning process, has ever been conducted on the ideal emergency planning in Korea. Thus, conducting a research on how Korea will substantially improve the level of emergency planning in the field of emergency management seems appropriate. Further, the research may let international scholars in the field of emergency management know what has happened or what will be needed in the area of Korean emergency planning.
