Purpose

Key workers are deemed “essential” for keeping the country going while the rest of us have been resigned to the safety of our homes. Throughout the COVID-19 pandemic, key workers have become the exalted symbol of the pandemic; although, during pre-pandemic many of these roles were considered “low skilled” and were (and still are) low paid.

Design/methodology/approach

The analysis uses newspapers as data sources to discuss occupational prestige and situate it within previous theory.

Findings

This social commentary discusses how occupational prestige evolves and devolves during times of social change, and how elevated status, dependent on one's service to the country in the spirit of a “war-time” narrative, is just temporary and fleeting. Prestige is wrapped up in notions of class, income and education, and during the pandemic, “key workers” have become their own sub-group with an almost mythologised status and value, which the authors argue might take the focus away from genuine efforts to improve working conditions (e.g. access to PPE and pay rises etcetera).

Originality/value

The article considers the current value of key workers and how elevated levels of prestige are transitory. The enduring nature of this new status is yet to be seen. More qualitative nuanced research is required around how occupational prestige changes, evolves and devolves and more quantitative research on why and how widespread some of the critical issues might be.

Examines the role of “key workers” in industry, who combine both technical and training mastery in the workplace. Such workers are significant because, as well as providing training to meet existing needs, they also prepare workers to cope with the demands of longer‐term change. The role of British key workers is compared with those of their counterparts in Germany and Japan. Factors which affect the development of key workers in the UK are discussed, focusing particularly on the introduction of National Vocational Qualifications and their functions as “enablers” or “containers”. Suggests that the key worker should not be viewed as one person. The term can be applied to many people at different levels within a company according to the nature of the training and development required.

Abstract

Purpose

Temporary labour mobility programmes (TLMPs) are initiated by high-income nations to fill their labour demands by offering temporary work opportunities to migrants from low-income nations. TLMPs also seek to contribute to economic development in workers' home countries. This paper aims to assess the accountability of New Zealand's Recognised Seasonal Employer (RSE) Scheme and Australia's Seasonal Worker Programme (SWP) in reaching their economic development objectives in one sending nation, Samoa.

Design/methodology/approach

A qualitative study with RSE and SWP workers and key informants (collectively stakeholders) in Samoa was undertaken to assess the contributions of these schemes to economic development. An interdisciplinary research approach was taken using the Pacific methodology of talanoa. Talanoa was used to “operationalise engagement” and empower local stakeholder accounts.

Findings

Talanoa supported the elicitation of accounts that contributed nuanced insights into the accountability of TLMPs. Specifically, stakeholder accounts revealed limitations in the ability of the RSE Scheme and SWP to meet their economic development objectives for Samoan communities and workers. Adjustments are necessary to meet Pacific nations' economic development objectives.

Practical implications

This study responds to calls for on-the-ground accounts of stakeholders involved in TLMPs. It provides insights that may contribute to the development of more effective TLMPs, particularly regarding economic development in workers' home countries.

Originality/value

Drawing on dialogic accounting literature, which calls for engagement with the marginalised, a talanoa approach has been engaged to assess TLMPs via on-the-ground participant accounts in a specific context. This paper introduces talanoa to the critical and social accounting literature, to move beyond a typical accounting qualitative interview process and encourage greater engagement and collaboration with Pacific scholars and partners.

Purpose

The purpose of this paper is to study the following two issues regarding blockchain crowdsourcing. First, to design smart contracts with lower consumption to meet the needs of blockchain crowdsourcing services and also need to design better interaction modes to further reduce the cost of blockchain crowdsourcing services. Second, to design an effective privacy protection mechanism to protect user privacy while still providing high-quality crowdsourcing services for location-sensitive multiskilled mobile space crowdsourcing scenarios and blockchain exposure issues.

Design/methodology/approach

This paper proposes a blockchain-based privacy-preserving crowdsourcing model for multiskill mobile spaces. The model in this paper uses the zero-knowledge proof method to make the requester believe that the user is within a certain location without the user providing specific location information, thereby protecting the user’s location information and other privacy. In addition, through off-chain calculation and on-chain verification methods, gas consumption is also optimized.

Findings

This study deployed the model on Ethereum for testing. This study found that the privacy protection is feasible and the gas optimization is obvious.

Originality/value

This study designed a mobile space crowdsourcing based on a zero-knowledge proof privacy protection mechanism and optimized gas consumption.

The purpose of this chapter is to further flesh out the small business strategy insight presented in the previous chapter through focus on the finer micro detail of what is actually done and by who in small business strategic management practice. The authors build forward their previous chapter response to deficiencies of understanding within the strategy and small business literatures, through provision of rich, thick description of best small business strategic management process and practice. And shine a brighter light into what has to date been a ‘black box’ of haze with regard to the fine detail and minutia of managerial, organisational and work activities that make up strategy process and content.

As in the previous chapter, the research approach is underpinned and informed by personal construct theory which gives emphasis to the highly complex nature of the task of small business strategic control and highlights the need for a creative and innovative research methodology to facilitate close and detailed investigation of the phenomenon.

This chapter is of significant practical relevance: offering guiding lenses and informing frameworks with regard to best small business strategic management process – and making explicit the micro-level actions, activities and behaviours which make up that process. These guiding frames are already being used to support growth-seeking owner managers in the UK and Africa. The knowledge base embraces original, valuing-adding work which addresses a major void in the current strategic management and small business literatures and is currently being utilised to help address unemployment and facilitate poverty reduction in Africa and underpin entrepreneurship development worldwide.

Abstract

The implementation of the Care Programme Approach (CPA) in English mental health services has been slow to proceed despite general support, both in England and in other countries, of its principles of good practice. This study set out to evaluate the implementation of the CPA directly from patients’ experience using the “Your Treatment and Care” assessment tool. The results of a survey of 503 patients across five NHS Trusts in England showed that many patients did not have a copy of their care plan and had not been involved in the care planning procedure. Many reported shortcomings in their experience of their key worker and their psychiatrist. However, there was substantial variation in experience across services. “Your Treatment and Care” showed good internal reliability, was acceptable to users, and appeared to be able to access actual experiences better than a traditional “satisfaction” item. It appears to be very useful as a benchmarking tool and is now being used in services across the UK, the USA and Australia.

Abstract

Purpose

The authors' work aims to identify the employer-specific drivers of the college (or university) wage gap, which has been identified as one of the major determinants of the dynamics of overall wage and income inequality in the past decades. The authors focus on three employer-level features that can be associated with asymmetries in the employment relation orientation adopted for college and non-college-educated employees: (1) size, (2) the share of standard employment and (3) the pervasiveness of incentive pay schemes.

Design/methodology/approach

The authors' establishment-level analysis (data from the Basic Survey on Wage Structure (BSWS), 2005–2018) focusses on Japan, an economy characterised by many unique economic and institutional features relevant to the aims of the authors' analysis. The authors use an adjusted measure of firm-specific college wage premium, which is not biased by confounding individual and establishment-level factors and reflects unobservable characteristics of employees that determine the payment of a premium. The authors' empirical methods account for the complexity of the relationships they investigate, and the authors test their baseline outcomes with econometric approaches (propensity score methods) able to address crucial identification issues related to endogeneity and reverse causality.

Findings

The authors' findings indicate that larger establishment size, a larger share of regular workers and more pervasive implementation of IPSs for college workers tend to increase the college wage gap once all observable workers, job and establishment characteristics are controlled for. This evidence corroborates the authors' hypotheses that a larger establishment size, a higher share of regular workers and a more developed set-up of performance pay schemes for college workers are associated with a better capacity of employers to attract and keep highly educated employees with unobservable characteristics that justify a wage premium above average market levels. The authors provide empirical evidence on how three relevant establishment-level characteristics shape the heterogeneity of the (adjusted) college wage observed across organisations.

Originality/value

The authors' contribution to the existing knowledge is threefold. First, the authors combine the economics and management/organisation literature to develop new insights that underpin the authors' testable empirical hypotheses. This enables the authors to shed light on employer-level drivers of wage differentials (size, workforce composition, implementation of performance-pay schemes) related to many structural, institutional and strategic dimensions. The second contribution lies in the authors' measure of the “adjusted” college wage gap, which is calculated on the component of individual wages that differs between observationally identical workers in the same establishment. As such, the metric captures unobservable workers' characteristics that can generate a wage premium/penalty. Third, the authors provide empirical evidence on how three relevant establishment-level characteristics shape the heterogeneity of the (adjusted) college wage observed across organisations.

Abstract

Purpose

The purpose of this study is to deepen our understanding of the well-being of transient organizations/groups and to use this to develop a novel conceptual framework of gig worker well-being during times of crisis.

Design/methodology/approach

A qualitative approach was adopted combining in-depth semi-structured interviews and daily diaries. Twenty-two workers working in the sharing economy were recruited. Thematic analysis was conducted for the diary and interview data.

Findings

The findings illustrate a complex picture of sharing economy workers’ four dimensions of well-being, including physical, subjective, psychological and social well-being. A number of the COVID-19 pandemic contexts, such as more time, restriction, economic recession and uncertainty, were seen to influence these workers’ well-being in different ways including both positive and negative impacts. The precarious nature of gig work within the sharing economy was also found influential, which includes flexibility, uncertainty, temporality and diversity. Furthermore, the specific contexts of the hospitality, tourism and event industry (such as labor-intensive, low esteem, self-value and purpose in life) had also impacted gig workers physical and psychological well-being in various ways.

Research limitations/implications

This study complements the gig workers’ view of the sharing economy by investigating their well-being during the COVID-19 pandemic. In addition, this study reveals the complex and various influences hospitality, tourism and events industry contexts made, amplified by the pandemic. Methodologically, the daily diary approach applied in this research has captured gig workers’ instant feelings and thoughts, which enriches the current understanding of gig workers’ well-being.

Practical implications

From the findings and the newly developed conceptual framework, practical implications are proposed focusing on how the tourism, hospitality and event industries should look after their gig workers’ well-being in the COVID-ized environment. From the physical well-being perspective, businesses should consider partnering with gym operators to provide corporate packages or discounted membership to their gig workers. From psychological well-being perspective, a recognition system integrating gig workers would be useful to strengthen gig workers’ perception of value in their jobs. In addition, technology can be used to introduce more resources to their gig workers, particularly when distancing.

Originality/value

A conceptual framework is developed, which captures the influence of both “internal” and “external” determinants of gig worker well-being during times of crisis. This research contributes to theory by developing a framework of well-being in the context of the sharing economy, as well as explicitly addressing how the uncertainty and precariousness of sharing economy work and the hospitality, tourism and event industry contexts relate to well-being. This model is likely to have applicability beyond COVID-19 as the pandemic made clear many existing challenges – rather than just simply creating new ones.

Abstract

Purpose

The purpose of this paper is to examine how the principles of talent management (TM) can be leveraged to enhance an organization's knowledge management (KM) initiatives.

Design/methodology/approach

This paper critically reviews the literature pertaining to the emerging concept of TM and specifically that which focuses on “smart talent management” i.e. the fusion of TM and KM concepts. The authors offer insights as to how TM can benefit KM and then discuss these insights with a focus group of KM practitioners.

Findings

The fusion of the two concepts has so far only been considered by human resource scholars who have tended to examine how learnings from the field of KM can be leveraged to advance TM. The authors confront the issue in reverse and identify five KM concerns – identifying key knowledge workers, knowledge creation, knowledge sharing, developing knowledge competencies, and knowledge retention – which they argue can be advanced through the application of TM principles. Their focus group confirms that these KM concerns can benefit from the integration of TM principles, but some more than others.

Originality/value

The fusion of TM and KM has so far only been considered from a HR perspective. This paper examines the fusion of the two concepts from a KM perspective. Five specific KM concerns which can benefit from the integration of a TM approach are detailed and then validated by a focus group of KM practitioners.
