Although the NHS Plan stopped short of forced mergers of local authority social services departments with NHS bodies, it may nevertheless lead to a form of amalgamation by stealth. Irrespective of the organisational dilemmas this raises, this paper emphasises the need to retain a central focus on the experience of users.
