Abstract

Purpose

This study aims to develop and implement an initial framework for assessing progress in lean implementation within an higher education institution (HEI). It includes developing preliminary findings regarding the impacts of lean implementation in the HEI case organization and comparing outcomes from this assessment to outcomes from other published sources.

Design/methodology/approach

Existing literature on lean, particularly in an HEI context, was used to develop a preliminary lean assessment framework for HEIs. Quality and continuous improvement literature were also compared to the proposed assessment framework to further validate the approach. This assessment framework was then utilized to evaluate lean implementation at a large public university (LPU) in the U.S.

Findings

The paper presents the framework as well as the major findings from the Large Public University (LPU)’s assessment. The assessment findings are further compared to other HEI quality measures and lean assessments done in other industries. Overall, the findings suggest that the assessment framework provides valuable insight to HEI organizations implementing lean.

Originality/value

The research intends to support lean assessment standardization efforts by proposing a preliminary lean assessment framework for the HEI, grounded in research trends, research findings, identified gaps in the research, and case study outcomes. To the research team's knowledge, this is the first lean assessment framework proposed for HEIs and also contributes to research gaps related to service industry frameworks and those containing both practices and outcomes. The framework can be used by other researchers as a foundation for additional conceptual and empirical developments on the topic and by researchers and practitioners seeking to understand and assess lean implementation progress in the HEI.

Abstract

Purpose

A systematic literature review (SLR) was used to identify and analyze literature related to use of system dynamics (SD) applications in organizational performance measurement (PM) research. The purpose of this article is to present the results of a thematic analysis (TA) conducted to synthesize existing empirical evidence, investigate trends and evaluate developments in the research area.

Design/methodology/approach

A SLR was conducted resulting in a dataset of 97 articles in this research area. Using TA, major themes/subthemes were inductively synthesized to explore the current development and emerging trends and provide guidance for future research.

Findings

The TA resulted in seven themes in the research area – Enhancing knowledge, Approaches to operationalizing PM systems, Utilizing simulation models, Improving organizational outcomes, Achieving strategic alignment, Applying systems thinking and Identifying critical variables. The analysis suggests that although SD has the potential to improve PM systems, there are many limitations and challenges that must be addressed to improve implementation and practical applications. In addition, the results showed that much of the work is exploratory and many fail to fully validate their models suggesting that this research is still in an relatively early phase of development.

Research limitations/implications

The results of this study are limited to the 97 articles identified using the SLR protocol. Although the search was designed to be comprehensive, there may be other relevant literature that was excluded. Further, the TA was limited to addressing the research questions.

Practical implications

A key insight for managers is that these tools would support decision-makers in understanding performance behaviors and identifying performance drivers for improvement. This suggests that stakeholders can adopt the approach to improve understanding and effectiveness of PM, and to enhance strategic decision-making.

Originality/value

This study provides a distinct and thorough analysis of this research area by conducting an inductive synthesis of developments and challenges and guidance for future research and practice. The resulting thematic model, identified code definitions and proposed framework of strategies to overcome challenges, provide a general overview and resource to support future studies in the research area and facilitate practical use of SD capabilities to support PM.

Abstract

Purpose

Organizations spend considerable time and money educating individuals on Six Sigma; however, existing literature does not examine Six Sigma adoption at the individual level or the factors that impact individual Six Sigma adoption. The purpose of this paper is to increase the understanding of individual adoption of Six Sigma tools and methodology.

Design/methodology/approach

This paper used a single-site field study in a manufacturing organization to empirically test and refine a theory of the factors impacting Six Sigma adoption at the individual level.

Findings

Reaction to training, project management and project infrastructure were found to be significant input factors for individual Six Sigma adoption with an R2 of 0.482, which indicates that about 48 per cent of the variation in Six Sigma adoption is explained by the input factors. All of the identified input factors were found to have a positive relationship with individual Six Sigma adoption, as well as positive correlations with each other.

Research limitations/implications

This paper was not a controlled experiment or a longitudinal study, so it is not possible from the results of this research to prove causal relationships, although the literature supports a causal relationship between the input factors and outcome.

Practical implications

The findings of this paper will be useful to practicing organizations which seek to improve individual Six Sigma adoptions, as well as inform future Six Sigma adoption research.

Originality/value

Six Sigma adoption at the organizational level has been well documented in the existing literature. The successful adoption of Six Sigma in an organization is dependent, at least in part, to adoption Six Sigma at the individual level. A review of the existing literature indicates that there has been no research into individual adoption of Six Sigma tools and methodology.

Abstract

Purpose

This study investigates system dynamics (SD) applications in performance measurement (PM) research and practice. A bibliometric analysis was conducted to investigate the maturity of this research area and identify opportunities for development.

Design/methodology/approach

A systematic literature review (SLR) was conducted to provide a comprehensive and rigorous review of the existing literature. The search was conducted on 10 platforms identifying 97 publications, which were evaluated using bibliometric analysis.

Findings

The analysis revealed that applications of SD are most commonly used in the PM system design phase to model organisational performance. In addition, the bibliometric results showed a highly dispersed author set, with most studies using exploratory methods, suggesting that the research is in a relatively early stage of development. The results also showed that over 50 per cent of the causal models were not validated, emphasizing an important methodological gap in this research area.

Research limitations/implications

This SLR is limited to indexed publications on 10 platforms, the search strategy was relatively precise and only available papers in English language were used for the literature review.

Practical implications

PM systems supported by SD can help managers understand and improve organisational behaviours by addressing dynamic complexities and relationship between variables. This study evaluates the maturity of this research area including information about the current development of this area and opportunities to build on existing knowledge.

Originality/value

This study identifies how SD approaches are applied to PM and highlights areas that require further research consideration. This paper is the first of two publications to result from this study and focuses on evaluating the current state of this research area.

Abstract

Purpose

As program managers seek to improve the quality, speed and financial benefits of the programs they manage, many are turning to process improvement methodologies, such as Lean Six Sigma (LSS). However, although existing literature includes multiple studies that apply the methodology to non-manufacturing environments, there is no specific framework for applying LSS within program management (PM). Therefore, the purpose of this paper is to examine the relationships between LSS tools, project scope, program phase and functional area and project outputs, in PM organizations.

Design/methodology/approach

The study uses archival data from 511 LSS projects completed from 2006 to 2015 by a large government agency in the USA composed of 13 PM organizations. The study focuses on four types of input factors: LSS tools, project scope, program phase and functional area; and two output variables: LSS project average financial benefits and percentage of improvement. Multiple regressions are applied to determine what relationships exist between the input and output variables, as well as the nature of such relationships.

Findings

The results of this study show LSS is beneficial to PM and also indicate which tools and organizational contexts have positive and negative associations with project outcomes, serving as guide for future applications. In addition, this study can provide clarity and confidence to program managers who are currently skeptical of LSS, by showing that it can provide cost, schedule and performance improvements beneficial to their programs.

Research limitations/implications

Limitations of this research include the use of a single government agency in the USA, the non-experimental design of the study and limitations associated with the nature and data collection process of the archival data. Future studies should include additional PM organizations, input variables and research designs.

Originality/value

There is no specific framework formalizing the concept of LSS application within PM. The literature includes several studies that apply the methodology to non-manufacturing environments, but not to PM specifically. Furthermore, the existing literature on PM does not explicitly cite any continuous improvement methodology as a critical success factor or provide any detailed guidelines for the application of LSS in PM. This paper contributes by studying the relationships between LSS tools, project scope, program phase and functional area, and project outputs, in a PM environment.

Abstract

Purpose

This paper aims to present a literature review to examine the career development outcomes on practicing engineering novices who are being mentored at work, and factors of mentoring that contribute to those career development outcomes.

Design/methodology/approach

Through a meta-synthesis, the research premises and findings of 12 articles identified through a systematic search of nine databases were examined and synthesized, to identify the most common career development outcomes and the most influential factors contributing to these outcomes.

Findings

The most common contributing factors were found to be job characteristics, career development mentoring support, psychosocial mentoring support and mentoring methods. The most frequent career outcomes were career satisfaction and promotion.

Research limitations/implications

The sample consisted of only 12 articles; however, according to the guidelines of meta-synthesis and Critical Appraisal Skills Program (CASP), the sample size was ideal. Further, articles were all of high or very high quality, and, in all studies, multiple contributing factors were measured to investigate the relationships among those factors and career outcomes. The factors and outcomes can be considered by researchers as study variables in future studies.

Practical implications

Organizations and practitioners can use factors that influence mentoring outcomes and the mentoring outcomes found in this study to develop more effective mentoring programs.

Originality/value

To the authors’ knowledge, this is the first systematic review of prior research regarding mentoring for practicing engineers. This paper allows researchers and practitioners to identify key findings and trends in past works, recognize research gaps and propose future research directions.

Two potentially troublesome, but commonly accepted, trading practices that are addressed in comprehensive compliance programs are cross trading and order aggregation. Cross trading occurs when an adviser or its affiliated broker, acting as a principal, engages in a transaction with a client. An agency cross trade occurs when an adviser or its affiliated broker, acting as agent, arranges a transaction between two clients. In either a principal cross trade or an agency cross trade, a given client is at risk that another party (either the adviser or another client) is being, or will be, favored over that client. Order aggregation, also known as bunching, batching, or trade aggregation, refers to the practice of combining orders for execution. When an adviser must select a client’s and possibly advisory personnel’s orders that will be aggregated and allocate the execution prices among those orders, a given client is at risk that another party (either another client or advisory personnel) is being, or will be, favored over that client. The existing regulatory frameworks for cross trades and bunching address potential conflicts of interest, but they do not, and cannot, anticipate every situation that may present conflicts or influence execution decisions. As a result, compliance personnel must look beyond the regulatory framework and remain attentive to market and other factors that influence execution decisions within the firm.

Abstract

Purpose

This article provides a resource for traders and other market participants by providing an overview of certain automatic circuit breaker mechanisms and discretionary powers that the U.S. Securities and Exchange Commission (SEC), Financial Industry Regulatory Authority (FINRA) and the U.S. president, as applicable, can exercise to pause or stop the trading of individual securities or trading activities across exchanges during extreme market volatility, each of which can cause interruptions to trading activity.

Design/methodology/approach

This article surveys automatic and discretionary mechanisms to halt trading activity under extreme market conditions. In particular, the article examines automatic cross-market circuit breakers, limit up-limit down pauses, the alternative uptick rule, as well as discretionary authority to stop short selling of particular securities and to stop trading across exchanges.

Findings

The article concludes that market participants must be cognizant not only of automatic cross-market circuit breakers, but also several other forms of potential market disruptions that may occur due to increased market volatility during the COVID-19 pandemic and beyond.

Originality/value

By exploring various mechanisms that respond to market disruption, this article provides a valuable resource for traders and other market participants looking to identify and respond to potential interruptions to their trading activity.

Abstract

Purpose

This study aims to present Lean Six Sigma (LSS) deployment and sustainment strategies for the healthcare sector from a multi-level perspective. The objective is to present LSS implementation insights to enable policymakers, practitioners and academicians to test and develop an LSS framework for healthcare sectors.

Design/methodology/approach

The strategies identified are the result of a multi-method research design involving literature review, action research (AR) and Delphi study. Further, the AR portion of the study involved more than 10 years of projects focused on the deployment of LSS in the healthcare sector.

Findings

The strategies include a holistic view from the multi-level perspective, considering the Top Management Level, Middle Management Level and Operational Level. The authors ascertained 27 strategies across the three levels of organizational structure for the effective deployment of LSS. Further, the authors present a customized LSS “pocket guide” from the healthcare perspective for quick reference.

Research limitations/implications

The strategies delineated in this study are based on the Indian healthcare section only; thus, further research in additional geographic contexts is needed. Also, further research is necessary to provide additional empirical validation of the effects of the identified strategies on LSS program outcomes and to verify that the strategies operate at the proposed organizational levels. Future research should also focus on identifying the interrelationships between strategies within and across levels, developing a “road map” for LSS implementation in hospitals and designing the LSS curriculum for medical schools and other medical training programs.

Practical implications

Observations of this study can contribute to developing a holistic framework for successful LSS implementation in the healthcare sector for academicians, practitioners and policymakers. This, in turn, ensures an enhanced value proposition, improved quality of life and reduced healthcare operational costs. Thus, it ensures a win-win situation among all the stakeholders of the healthcare sector.

Originality/value

The strategies put forth will enable the LSS researchers, academicians and, more particularly, practitioners to delve deeper into specific enablers and safeguard the LSS deployment from backlash. The research has two significant benefits. Firstly, it enhances the understanding of LSS from the healthcare perspective. Secondly, it provides direction for future studies with specific components for hospitals’ LSS framework, which can be further tested, refined and improved.

Purpose

Incarceration provides an opportunity for screening and treatment of sexually transmitted and blood-borne infections (STBBIs) in high-risk groups. The purpose of this paper is to determine positivity rates of STBBI screening within correctional facilities using opt-in strategies and estimate the proportion of admissions tested.

Design/methodology/approach

A cross-sectional, retrospective review of testing data from January 2012 to August 2015 from three provincial correctional facilities located in Alberta, Canada was completed. Analysis variables included STBBI, gender, facility, collection year and age. STBBI-stratified analysis was performed to identify correlates for positivity using univariate and logistic regressions.

Findings

Overall prevalence of chlamydia was 11.2 percent and gonorrhea was 3.5 percent; correlates for both were younger age and facility type. The syphilis prevalence rate was 3.2 percent; correlates included being female, older age, adult facilities, with later years being protective. In total, 14 (0.3 percent) newly diagnosed HIV cases were found, prevalence increased with age. HBV prevalence was 1.7 percent with no significant correlations. Nearly one-tenth (n=422) of those screened for HCV antibody were positive; all variables were significantly correlated. Overall estimates of the proportion of admissions tested by STBBI were low and ranged from 4.8 to 16.1 percent.

Originality/value

This study found high rates of STBBI in correctional facilities and showed that only a small proportion of the population was tested using an opt-in strategy. Shifting to an “opt-out” strategy may be warranted.
