Abstract
Attempts to theorize the relationship between the informal and the illegal sectors of the economy. States that there are significant behavioural similarities. Proposes an emergent paradigm based on dual labour market theory to explain the similarites and differences in order to guide future research in each area. Applies the theory to the production and marketing of crack cocaine and shows how the model helps us to understand issues of exploitation and risk makagement within the drug market.

Abstract
The relationship between routine work stress and psychological distress was investigated among 733 police officers in three US cities, during 1998â€1999. The Work Environment Inventory (WEI) was developed to assess exposure to routine work stressors, while excluding dutyâ€related traumatic stressors (critical incidents). The WEI and its general properties are presented. The relationship between routine work stress exposure and psychological distress is then explored. Exposure to routine work stressors predicted general psychological distress (r = 0.46), as well as postâ€traumatic stress symptoms following officers’ most traumatic career incident (rs = 0.26 to 0.39). Multivariate analyses found that these effects were independent of, and larger than, the effects of cumulative critical incident exposure. (Time since the most traumatic event, social support, and social desirability effects were also controlled statistically.) Routine occupational stress exposure appears to be a significant risk factor for psychological distress among police officers, and a surprisingly strong predictor of postâ€traumatic stress symptoms.

Abstract
Purpose
The purpose of this paper is to make evidence-based recommendations for improving the responses of criminal justice agencies to juvenile burglary offenders.
Design/methodology/approach
The paper first analyzes what is known about factors relevant to young offenders’ initiation into burglary and subsequent persistence in that offense. It then evaluates research regarding juvenile justice interventions that can mitigate those factors in order to prevent youth from becoming involved in burglary or to encourage desistance in juvenile burglars.
Findings
Effective early intervention with juvenile burglars is vital, as burglars often begin committing this crime in their early teens and quickly develop expertise in the offense. Evidence supports the importance of positive mentoring, substance abuse programs, some forms of restorative justice and multi-modal interventions with education and employment components, while waiving these youth to adult court appears to offer little benefit over less punitive approaches.
Originality/value
This work delivers an original contribution by providing an analysis of existing burglary and juvenile justice research that may be useful to policymakers, law enforcement and other justice practitioners.

Abstract
Economic crime is too varied an activity to be explained by a single theory. Valuable insights are gained from theories that focus on individual characteristics and on the socioâ€economic context of crime, but these theories are not sufficient explanations of economically motivated crime. They are usefully supplemented by legal responsiveness theory, which focuses on the capacity of the economic system to provide legal means to adapt to economic change. This theory acknowledges the insights of chaos and cellular automata theory into the inevitable and unpredictable nature of economic change. Variation in the system's capacity for legal responsiveness to unpredicted change is hypothesized to have an impact on crime. Economic crime can be an indication of dysfunction in the adaptation systems of the economy. The concepts of ecological and evolutionary economics such as stability, resilience, connectedness and adaptation offer an approach to analyzing the systemic property of legal responsiveness.

Abstract
Purpose
This paper aims to provide a holistic view of the current practice of chat reference evaluation and to suggest a framework that could help reference practitioners evaluate chat reference services in multiple contexts.
Design/methodology/approach
A thorough review of the literature on chat reference evaluation is conducted and the evaluation studies are grouped by their evaluative perspective and measures. Based on the literature review, a framework of perspectives and measures for chat reference evaluation is proposed.
Findings
Chat reference evaluation has incorporated a number of new elements that do not exist in desk reference evaluation. All the evaluation perspectives and measures reported in chat reference literature are incorporated into a final framework except for one variable – “costâ€effectiveness†– which lacks the support of empirical studies in the literature.
Practical implications
The analytical review of the literature provides a holistic view of how chat reference is being measured for its value to both libraries and users, thus furthering the professional understanding of chat reference performance in the library environs. The framework of evaluation perspectives and measures resulting from the literature review is applicable in multiple chat reference contexts and can be customized to serve different evaluation purposes. In turn, this framework gives chat reference evaluators a clear idea of what to look at and how.
Originality/value
This paper fills the need to provide reference practitioners with both a critical view of current chat reference practice, and a tool that could help them design and develop a chat reference evaluation project.

Abstract
Purpose
The purpose of this paper is to provide a contemporary review of the research on racial disparities in police decision making.
Design/methodology/approach
State of the art literature review.
Findings
The findings are mixed on racial disparities in the primary policing domains of stops, arrests, use of force, and neighborhood deployment. While minorities are often overrepresented among those subjected to police enforcement actions, these findings vary considerably. Almost all of the current studies that have reported racial disparities in the exercise of police authority lack the methodological rigor or statistical precision to draw cause and effect inferences.
Research limitations/implications
Efforts underway to document the impact of body-worn cameras on citizen complaints and force used by police could be extended to examine the impact of cameras on racial disparities in other enforcement-related outcomes such as arrests, stops and frisks, or searches. In addition, evaluating the effects of police training, such as anti-bias training or training on police legitimacy, on reducing racial disparities in police enforcement outcomes is another promising line of research inquiry.
Originality/value
This paper provides a concise review of the current state of the literature on a topic that is dominating the national conversation currently underway about the role of the police in American society.
