Abstract

Purpose

The article considers the challenges involved in measuring the performance of local public service networks through an empirical analysis of Comprehensive Area Assessments (CAAs), a short-lived but pioneering attempt to gauge the effectiveness of local governments, health trusts, police and fire services in England.

Design/methodology/approach

Primary data about the implementation and impact of CAAs were gathered using a mixed method approach, including surveys of local public services, inspectorates and residents together with focus groups and semi-structured interviews in 12 case study areas.

Findings

CAAs encouraged agencies to strive to achieve better partnership working but did not provide sufficiently robust comparative data to enable managers to benchmark their performance against other areas or identify good practice elsewhere. Policy makers hoped that citizens would use CAAs to hold services to account but the process failed to attract media or public interest.

Implications

The logic of a more ‘joined-up’ approach to performance assessment of local partnerships is compelling. But in practice it is difficult to achieve because institutional arrangements at a national level mean that different sectors work within very different budget systems, professional networks and performance frameworks. Assessing the outcomes achieved by local partnerships also presents new challenges for inspection agencies and requires them to use new kinds of evidence.

Originality/value

This is the only attempt to date to evaluate CAAs and adds to an understanding of the challenges of assessing the performance of local public service partnerships. It highlights new questions for researchers and policy makers about the types of evidence needed to measure partnership performance and the extent to which the public may use the results.

The UK has been a pioneer and international leader in the development of fire and rescue services and this has been based on a long attachment and strong adherence to empirical evidence at both the local and national levels. Policy makers, in close collaboration with practitioners, have also developed standards and practices and any changes have traditionally needed robust justification. Yet the evidence base and the tools and techniques for investigating and interrogating the evidence base have been significantly deteriorating over the last 10 years. This chapter sets out what is inadequate, what is missing and suggests what needs to be done about it.

Abstract

This chapter reviews the new inspectorate, Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services, and the new Inspection Framework for Fire and Rescue Services in England. It will look at the antecedents of the inspectorate and the history of inspections in both the police and in the fire and rescue services. Prior to the Policing and Crime Act 2017, Fire and Rescue Services in England were without a dedicated independent inspectorate for almost 10 years and the government promised a new independent and a rigorous inspection regime. This chapter critically evaluates the government's response and the early development of the new regime.

Abstract

The global challenges and growing diversity in schools require an educational system that is responsive and agile, putting evidence-informed practice (EIP) at the center of the policy and research agenda. The rationale behind this is obvious: using data and research evidence should lead to better-informed policy, higher quality decisions, more effective practices, and, in turn, improved and fairer outcomes. Because EIP in schools is likely to be influenced by the educational system in which they are embedded, in this chapter I discuss the (non) use of EIP in the educational system of Flanders. The Flemish educational system can be defined as “the individualist way,” characterized by individual approaches within loosely coupled, competing systems that protect their own norms and beliefs. This chapter discusses how this can influence policymaking and the implementation of EIP. Drawing on institutional theory, I also investigate the impact of drivers and obstacles at the school and individual level. At the school level, evidence seems to be used mainly ad hoc rather than strategically and policy is largely driven by short-term solution-focused actions based on experience and quickly available data. At the individual level teachers strongly rely on their expertise and feel less competent and motivated in using data or research. Key lessons for policy and practice are discussed at the end of this chapter.

Abstract

The Czech case sheds light on the processes of curriculum making inthe post-socialist context. To explain the relationship between the macro and micro levels of curriculum development, Graeber's concept of interpretive labour is used. In the Czech Republic, from the very first days of the Velvet Revolution (November 1989), groups of citizens and teachers demanded profound change in school education but the new conservative-liberal government preferred piecemeal steps.An alternative route to radical school reform was proposed at the meso level by an alliance of health psychologists and progressive teachers, using the know-how of the World Health Organization. Schools that voluntarily joined the Healthy Schoolnetwork were expected to restructuretheir core processes by an approach similar to school-based curriculum development. This change model was adopted at the macro level,when the Social Democrats formed a government in 1998. The new Education Act mandated that each school had to develop its own curriculum using the new national framework. The analysis of policy documents paving the way for this reform, however, showsa sequence of unfulfilled plans and promises. Almost all independent evaluations have found that the essential goals of the reform have remained unfulfilled, as schools mostly created their curriculaby, for example, formally recycling the old national syllabi.As curriculum making occurs across different levels, the failed curricular reform resulted in a blame game among thelevels(the ministry, curricular agency, inspectorate, school leaders, teachers and others),with no actor accepting theirshare of the responsibilityand probably considering any lessons for future curriculum revisions.
