Abstract
Purpose
The productivity of a port is a measure that is important to different stakeholders: port administrators (port authority), third-party logistics providers, manufacturers and consumers, among others. This study analyses productivity in terms of vessel movement efficiencies (loading/unloading of cargo) and container release from port facilities. Both factors add to the overall productivity in any port.
Design/methodology/approach
A comparative analysis of the productivity of three ports is measured using a Quality Function Deployment (QFD) and benchmarking analysis to help establish strategies that will help improve productivity. Considering the information confidentially the authors will call the ports according to their geographic location. The ports under study are the USA Southeast Port (Port of America), Central Asian Port (Port of Asia) and Central Europe Port (Port of Europe).
Findings
This study has established an analysis strategy that allows seeing points of sale in the ports. This study will compare three different continents, only to demonstrate the applicability of QFD and benchmarking. Still, the strategy can be used in ports that compete due to their proximity and location. Identifying the variables to be analyzed made it possible to establish a strategy to increase productivity.
Originality/value
There are many studies that analyze port productivity, but none try to standardize the variables to be compared in different scenarios. This study has compared three ports from three different geographical areas, using the same variables in all three cases. The study critically analyses the performance of three ports and proposes a strategy based on QFD and benchmarking research.

Abstract
Purpose
This study examines the deployment of excellent retired principals (ERPs) as system leaders to facilitate systemic professional capital building in Taipei City, Taiwan. It explores the unique approach of the Taipei City government and contributions of ERPs in driving educational reforms.
Design/methodology/approach
This study combines the perspectives of system leadership and professional capital, and analyzes the roles and practices of ERPs in promoting professional capital in Taipei's local education system. It draws on qualitative data gathered through interviews and document analyses.
Findings
The findings reveal that the Taipei City government adopted a systemic approach by appointing designated retired principals as system leaders. The findings are categorized into three themes. ERPs serve as systemic capacity-builders, enhancing leadership across the local education system; ERPs act as collaborators and bridge-builders, fostering joint work and a collective sense of professional responsibility; and ERPs function as facilitators and advisors, cultivating decisional capital by providing informed decision-making support based on their experiences and wisdom. These roles challenge the notion of late-career decline, highlight the ongoing contributions of ERPs to the education system, and extend professional capital beyond teacher development, influencing system-wide collective capacity-building, collective responsibility, and policy enactments.
Originality/value
This study contributes to understanding how exceptional retired principals can drive systemic reform and build systemic professional capital. It expands previous research by highlighting the unique Chinese cultural context in Taipei City and continued contributions of retired principals to the education system.

Purpose
The purpose of this article is to outline how far the empirical evidence supports the centrality of leadership in the process of improving underperforming schools.
Design/methodology/approach
This article draws on evidence from a contemporary, selected, review of the literature.
Findings
The findings show that leadership is the critical factor in the improvement of underperforming schools. Seven new themes, derived from the selected evidence, are presented that illuminate how leaders secure improvement in the most challenging of school contexts.
Research limitations/implications
This review is not a systematic review of the evidence and does not claim to be. It provides a commentary based on selected contemporary evidence and therefore is not comprehensive account of all the relevant evidence pertaining to leading the improvement of underperforming schools. The evidence is derived from sources written in English; therefore, it is fully acknowledged that other sources, in other languages might exist but are not included or reflected.
Practical implications
The practical implications are clearly laid out in the form of seven key themes about leading the improvement of underperforming schools that are of direct practical use.
Originality/value
With so many schools in high poverty areas finding themselves in difficulty, this contemporary review provides new insights about the leadership approaches and practices that continue to make a considerable difference to underperforming schools.

Abstract
Purpose
Modern subway transportation systems need to satisfy increasing safety demands to rapidly evacuate passengers under hazardous emergency circumstances, such as fires, accidents or terrorist attacks, to reduce passenger injuries or life losses. The emergency evacuation capacity (EEC) of a subway station needs to be revised timely, in case passenger demand increases or the evacuation route changes in the future. However, traditional ways of estimating EEC, e.g. fire drills are time- and resource-consuming and are difficult to revise from time to time. The purpose of this study is to establish an intuitive modelling approach to increase the EEC of subway stations in a stepwised manner.
Design/methodology/approach
This study develops an approach to combine agent-based evacuation modelling and building information modelling (BIM) technology to estimate the total evacuation time of a subway station.
Findings
Evacuation time can be saved (33% in the studied case) from iterative improvements including stopping escalators running against the evacuation flow and modifying the geometry around escalator exits. Such iterative improvements rely on integrating agent-based modelling and BIM.
Originality/value
The agent-based model can provide a more realistic simulation of intelligent individual movements under emergency circumstances and provides precise feedback on locations of evacuation bottlenecks. This study also examined the effectiveness of two rounds of stepwise improvements in terms of operation or design to increase the EEC of the station.

Purpose
Using a large-scale school improvement program in Sweden as a case, this article aims to explore the state governance of a large-scale school improvement program in Sweden and how officials at the state agency level made sense of the reform ideas and operationalized them in policy actions.
Design/methodology/approach
Data were integrated from Swedish Government Official Reports and formal directives from the Ministry of Education. Officials of the Swedish National Agency for Education (SNAE) were also interviewed. Data were analyzed to identify how regulatory rules, professional norms and cultural–cognitive beliefs shaped SNAE's design of the program.
Findings
The article shows how different types of governance (i.e. regulatory rules, professional norms and cultural–cognitive beliefs) set the direction for managing large-scale school improvement. In particular, in the studied case, the lack of clear regulatory directives enabled sensemaking processes clearly influenced by normative ideas and cultural–cognitive beliefs.
Research limitations/implications
The findings are mostly presented from the perspective of managers, so further study is required to attain a broader understanding of the state agency level's role and function.
Practical implications
By illustrating the strengths of understanding various dimensions of educational governance, the findings are highly relevant to both policymakers and educational managers at different levels of school systems.
Originality/value
The article offers a valuable perspective on large-scale school improvement and educational governance by focusing on a level that has hitherto received little attention.

Abstract
Purpose
It has been ten years since the policy was implemented, but the effect of the policy needs to be tested empirically. This paper aims to explore the mechanism of policy influence on regional innovation ability by measuring the effectiveness of policy by innovation ability indicators. Further, it reflects the problems in the process of the transformation and development of resource-based cities in recent years and points out the direction for the development of the cities in the future. In addition, this paper discusses the differences between regions and cities in China and seeks the path to narrow the gap.
Design/methodology/approach
This paper mainly uses the difference-in-difference method for the research. This study divided China’s resource-based cities and non-resource-based cities into experimental groups and control groups, and explored the effect of the transformation and development of resource-based cities and the changes of their innovation ability under the influence of the National Sustainable Development Plan for Resource-based Cities (NSDPRC). More carefully, this paper uses the fixed effects regression model, propensity score matching method, bootstrap method and other methods to improve the empirical results.
Findings
This paper finds that NSDPRC significantly improves the innovation ability of resource-based cities, although there is some lag in this effect. Research on the influence mechanism of policies shows that NSDPRC improves the marketization degree of resource-based cities and reduces the proportion of the secondary industry in such cities. Finally, the results of the heterogeneity analysis confirm that policies are more popular in western China and that resource-based cities in growth, maturity and decline are more vulnerable to policy influence. The development of policy effectiveness also requires the size of a city, and maintaining a healthy and reasonable scale is necessary for urban development.
Originality/value
First, the existing research on the development of resource-based cities is mainly from the perspective of economy and environment, but rarely from the perspective of innovation ability, and the index to measure urban development is relatively single. This paper will compensate for this deficiency. Second, different from the European and American countries that have basically completed the industrial transformation, the research on Chinese cities will provide a reference for the transformation of developing countries. Finally, from the perspective of resource endowment theory and innovation theory, this paper discusses the influence of SDPNRBC mechanism on the innovation ability improvement of resource-based cities, and further improves and enriches the theory.

Abstract
Purpose
This study examines green absorptive capacity as an important intervening variable that elucidates the relationship between green supply chain management (GSCM) practices (specifically, green purchasing, customer cooperation and investment recovery) and firm performance.
Design/methodology/approach
Drawing from the theoretical underpinnings of the natural-resource-based view theory and information processing theory, a research model is developed and tested using data obtained from 368 manufacturing firms in Ghana. Data analysis was conducted using structural equation modeling.
Findings
The results indicate that green purchasing, customer cooperation and investment recovery have a direct positive and significant effect on firm performance. Additionally, green purchasing and customer cooperation have a positive and significant effect on green absorptive capacity but investment recovery does not. Further, the results show that the paths from green purchasing and customer cooperation to firm performance are positively mediated by green absorptive capacity.
Practical implications
The study reveals to supply chain managers that green absorptive capacity is an important conduit through which firms can achieve enhanced firm performance from GSCM initiatives.
Originality/value
This study makes a contribution by integrating the absorptive capacity literature and green management literature and establishes green absorptive capacity as a mechanism through which GSCM practices enhance firm performance.

Purpose
During the Communist Party of China's endeavors over the past century, China has created “two miracles,” namely, large-scale and rapid economic development and long-term social stability.
Design/methodology/approach
The causes for China's achieving the “two miracles” lie in the adherence to the Party's leadership as the political guarantee, the scientific theoretical guidance as the ideological guarantee, the socialist system as well as the national governance system as the institutional guarantee and giving full play of people's creativity under the Party's leadership as the driving force guarantee.
Findings
From a political economy point of view, the theoretical logic behind the creation of the “two miracles” is that the combination of the state capacity and the scaling up of markets under the Party's leadership contributes to the rapid economic development and further the long-term social stability based on the financial foundation laid by rapid economic development. The historical experience of the “Two Miracles” can be summed up as the cultivation of state capacity under the leadership of the Party, the synergy and complementarity between the central government and local governments, the combination of development planning and market mechanisms, and the coordination of selective, functional and inclusive industrial policies.
Originality/value
It is necessary to judge future development trends from a medium and long-term development perspective, further promote the co-evolution of the state and the market, reshape the growth regime for high-quality development, fully tap the potential of domestic demand and create a “people-centered” economic development model so as to continue the “two miracles” and achieve a miracle of high-quality development in the second century.
