Abstract
Purpose
The improper management of conventional systems for recording, diagnosing and analysing information appears to be a major problem in the maintenance of heritage buildings. This is because of a lack of detection of patent or latent defects, ineffective repair methods and inappropriate planning decisions, which increase the risks of failure throughout the lifetime of heritage buildings. The paper aims to discuss this issue.
Design/methodology/approach
The concept of maintenance management practices, as well as techniques and tools from information and communication technology, was reviewed to identify suitable processes and construct an information database of maintenance and management techniques. A maintenance index framework was then formulated by analysing these concepts.
Findings
The initial findings identify the need for decision-making support in the diagnosis of heritage building maintenance based on robust data collection. This should include the selection of a durable replacement design and material or an appropriate rehabilitation method for managing quality and reducing associated defects.
Originality/value
Further research into the maintenance of heritage buildings should consider various aspects in terms of sustainability. The paper concludes that implementing a maintenance index framework can help improve the decision-making performance with regard to the design, construction and maintenance operations of heritage concrete buildings.

Abstract
Purpose
Only recently have historic concrete buildings received attention and the need for their protection has been understood. Their listing as architectural heritage in most countries is ruled by legislations. The research carried out within the framework of the CONSECH20 JPI project on the conservation of historic concrete buildings in the Czech Republic, Cyprus, Italy and the Netherlands has allowed to study the legislations in the four aforementioned countries and how these are brought to practice. This paper aims at the evaluation of these legislations and of their function in practice.
Design/methodology/approach
The legislations have been examined focussing on the protection of historic buildings and the guidelines to achieve a correct technical conservation. These were assessed in practical situations. The situations of the four countries were studied and the parameters used allowed comparisons.
Findings
Concrete buildings are at risk and the guidelines should be further developed to meet actual conservation needs, including historical and aesthetical compatibility. The re-use of listed concrete buildings often means transforming and adapting these to a variety of modern needs and norms: the complexity of this assignment asks for a multidisciplinary teamwork. The bottom-up Dutch programme for quality in conservation, striving to bring ethical and technological principles to practice, could be a sound basis for developing respectful conservation strategies of heritage concrete buildings.
Research limitations/implications
The research concerns the four countries involved in the CONSECH30 project and could be extended to include more countries.
Practical implications
More stakeholders have to be involved in the process of conservation and transformation of heritage concrete buildings. This should be directed by the legislation.
Social implications
No direct social implications are foreseen from the outcome of the research. However, the suggestion is made that social involvement is essential in planning concrete building transformations.
Originality/value
The study focussed on the application of theory (the legislation) to practice (thus showing the limits of the legislation), which is an innovative way of contributing to the conservation of historic concrete buildings.

Purpose
This paper aims to set out the role of engineers in heritage conservation and investigates and evaluates the proposed available tools, technology and innovations that are currently available in the civil engineering sector that can be applied in heritage conservation.
Design/methodology/approach
As society has become more aware of the grandeur of heritage spaces and structures, there is increasing pressure to preserve historic buildings. But, it is the economic cost of maintaining this important heritage legacy that has become the prime consideration of every state in Australia. Dedicated intelligent monitoring systems supplementing the traditional building inspections will enable the involved and interested stakeholders to carry out not only timely reactive response, but also to plan the maintenance of such buildings in a more vigilant and systematic manner. This will, in future, help to prevent further degradation of heritage buildings, which is very costly, often difficult and sometimes impossible to address if neglected. Savings in time and resources can be achieved, but only if a building's pathological monitoring and inspection results are on hand for use to guide major decisions to be made on how to best prevent further decay, or to save an important historical structure or building fabric.
Findings
The emergence of technological tools will enable the realization of a maintenance-focused conservation model. However, aside from the cost, these tools are still experimental in nature. These technologies are yet to be applied within the conservation industry with hopes of creating an easier and economically effective systematic method of heritage conservation.
Originality/value
The paper discusses the emerging tools and technologies in easing the monitoring aspect of a maintenance-focused conservation model.

Abstract
Purpose
This paper presents a conceptual design process for developing a maintenance-focused heritage conservation model. Currently, there are several intervention approaches that can be applied in conservation from reconstruction, restoration and repairs to a “do-nothing” approach. This paper examines whether a maintenance solution is more than just an option or a necessity. The aim of the paper is to study the challenges and opportunities when putting more emphasis on the maintenance approach in conservation.
Design/methodology/approach
This research was conducted in an Australian context, where many major buildings were constructed from the 19th and 20th centuries and are now categorised as “modern heritage”. three case studies were undertaken to inform this paper and others. In addition, 17 global heritage conservation experts were interviewed, and their responses were analysed. Also, comparative field observations and archival records were examined and used to develop the initial framework model. Finally, using focus group discussions amongst 7 experts, the framework was reviewed and formally validated in order to ensure the development of a useful model for use in devising an effective maintenance management plan and monitoring conditions in heritage buildings.
Findings
This paper supports others in a series that have already been accepted by this journal, focussing the research on heritage building conservation being conducted in Australia, the homeland of the Burra Charter. The other papers are entitled (1) model for the maintenance-focused heritage building conservation and (2) engineering in heritage conservation.
Originality/value
The paper examines contemporary issues in heritage building maintenance and conservation in Australia and focusses specifically on the lack of focus on maintenance as a conservation intervention for heritage buildings.

Abstract
Purpose
The purpose of this paper is to present current challenges in concrete conservation and how the Getty Conservation Institute (GCI) is responding to these challenges. The Concrete Conservation Project initiated by the GCI is aimed at advancing the practice of conserving historic concrete structures through the creation and dissemination of information.
Design/methodology/approach
The scope of the project was defined through discussions in experts meetings, development of annotated bibliography and literature review. The project proposes to face the identified issues with the dissemination of information on case studies, development of guidance documents, training opportunities and scientific research.
Findings
Despite the existing well-established repair industry for concrete structures generally, current data on concrete repair do not meet the needs of conservation professionals, there is little information on the efficacy and durability of existing repair solutions, shortage of training opportunities, and there is a lack of technical guidelines focused on concrete conservation.
Originality/value
Conserving concrete is a nascent area of preservation practice facing multiple challenges. Reinforced concrete is the most commonly used building material of the twentieth century. As the heritage of the twentieth century is increasingly recognized as worthy of conservation, conserving concrete has become a priority. The history of this material reveals a story of innovation, radical advancement in material and structural engineering, and correspondingly daring responses by architects, together creating a huge array of reinforced concrete structures from the ordinary to the extraordinary.
