Abstract

Digital technologies provide an opportunity for the rail sector to achieve social, economic and environmental sustainability, if implemented correctly. Unlocking the full potential of technology, however, will require significant changes beyond the technological. Physical assets will need to link with digital assets, making best use of data, simulation and modelling. Transformational leadership informed by systems engineering will be necessary to deliver the change process required to innovate across the whole railway life cycle. Each of these digital railway elements – technology, data, simulation, transformational leadership and systems engineering – presents challenges to be overcome. The authors believe that by instilling core values alongside technical expertise, by being open, resilient, responsive, customer-centric and valuing people, the digital railway has the power to transform the sector. It will enable improved railway processes; safer, faster and more reliable trains; better customer experience; cost-effectiveness; and reduced carbon emissions and more. The digital railway will not just realise the current vision but form the foundation for a sustainable railway to meet changing mobility needs well beyond 2050.

This book has reviewed the sustainability of rail engineering and operations with respect to both existing assets and new build in terms of the three pillars of economic, social and environmental sustainability. It is argued that the composition of a sustainable railway is well understood, but there are practical issues with delivery. These issues may be overcome with an emphasis on infrastructure provision, finance (and funding), top-down governance and bottom-up participation.

Abstract

Barriers to employment are a significant issue in the United States and abroad. As civil rights legislation continues to be enforced and as employers seek to diversify their workplaces, it is incumbent upon the management field to offer insights that address obstacles to work. Although barriers to employment have been addressed in various fields such as psychology and economics, management scholars have addressed this issue in a piecemeal fashion. As such, our review will offer a comprehensive, integrative model of barriers to employment that addresses both individual and organizational perspectives. We will also address societal-level concerns involving these barriers. An integrative perspective is necessary for research to progress in this area because many individuals with barriers to employment face multiple challenges that prevent them from obtaining and maintaining full employment. While the additive, or possibly multiplicative, effect of employment barriers have been acknowledged in related fields like rehabilitation counseling and vocational psychology, the Human Resource Management (HRM) literature has virtually ignored this issue. We discuss suggestions for the reduction or elimination of barriers to employment. We also provide an integrative model of employment barriers that addresses the mutable (amenable to change) nature of some barriers, while acknowledging the less mutable nature of others.

Abstract

When an institution diversifies its student body, its effort must extend past admissions to ensuring students an inclusive learning environment. We describe the changes made and proposed by the College of Arts & Sciences at Washington University in St. Louis (WUSTL) following the university’s commitment to becoming more racially and socioeconomically diverse, as a case study for institutions engaged in similar efforts. In developing proposals for change, we consider design challenges such as how to define our target populations specifically enough to allow for meaningful engagement while avoiding stigmatizing or further marginalizing the students we want to help. New initiatives include: faculty and staff training, curricular change, and development of a more robust academic early warning system. We continue building mentoring programs and enhancing existing cohort building programs. While the success of particular programs may be tied in part to institutional specifics, certain lessons can be generalized. Communication about new initiatives, during both development and implementation prove critical, as students interact with often siloed offices within the university. Small-scale pilots with specific student populations can be effective stop-gaps while the university makes larger institutional changes and as experiments with different approaches. Assessment of initiatives, though challenging, must be attempted to understand whether new activities impact outcomes, and if so, which components provide the most value. A straightforward formula for an inclusive college environment which fosters success equally for all students appears unlikely, but the development of evidence-based best practices provides a starting point for institutions interested in change.

Abstract

Purpose

This paper aims to provide a review of the reinstitution of the Journal of Management History (JMH) following its five-year merger with Management Decision. In this review, the final issue of the merger in 2005 is examined through the four volumes of JMH that were published after the separation. Across this time period, trends in topics and approaches, as well as identify particularly impactful work, were investigated.

Design/methodology/approach

With a taxonomy developed in a previous review of JMH (Hardy et al., 2015), articles were sorted by independent raters for the following dimensions: focus (i.e. person, topic or event), historical approach (i.e. an account or analysis) and readership (i.e. public policy or management). After full consensus was reached, these categories were examined to identify themes and shifts in trends over the target time period. Finally, the impact of articles published between 2005 and 2009 was evaluated by using citations provided by Google Scholar.

Findings

In the years following the separation of JMH from Management Decision, a few notable shifts were observed in the journal’s focus, approach and readership. This time period was first characterized by a heavy emphasis on topic-based articles. The emphasis subsequently shifted to strike a balance between focusing on people and topics. There was also fairly balanced use of historical analysis and historical account approaches. The final shift led to a majority of articles having a person-based focus. Interestingly, the largest impacts were made all by articles with a focus on particular management topic.

Originality/value

This quantitative review provides insight into the development of JMH following its reestablishment as independent publication outlet.

Abstract

Purpose

The purpose of this paper is to examine how test‐based accountability has influenced school and district practices and explore how states and districts might consider creating expanded systems of measures to address the shortcomings of traditional accountability. It provides research‐based guidance for entities that are developing or adopting new measures of school performance.

Design/methodology/approach

The study relies on literature review, consultation with expert advisers, review of state and district documentation, and semi‐structured interviews with staff at state and local education agencies and research institutions.

Findings

The research shows mixed effects of test‐based accountability on student achievement and demonstrates that teachers and administrators change their practices in ways that respond to the incentives provided by the system. The review of state and district measurement systems shows widespread use of additional measures of constructs, such as school climate and college readiness.

Research limitations/implications

There is a clear need for additional research on the short‐ and long‐term effects of expanded systems of measures. In particular, currently little is known about how the inclusion of input and process measures influences educators’ practices or student outcomes.

Practical implications

The research suggests several practical steps that can be taken to promote effective systems of measurement, including providing supports for high‐quality teaching to accompany new measures, offering flexibility to respond to local needs, and conducting validity studies that address the various purposes of the measures.

Originality/value

The paper provides new information about how states and districts are expanding their systems of measures for various purposes, and informs accountability policy by highlighting the benefits and limitations of current outcomes‐based approaches to accountability and by clarifying the trade‐offs and decisions that should be considered.

Abstract

This study examines the experiences of physical restraint procedures reported by in‐patients of a secure mental health service. Interview data were subjected to thematic content analysis in accordance with grounded theory methodology.Patients had differential experiences of similar physical procedures. Most reported some negative psychological experience of restraint. Anger and anxiety were two major themes. Some respondents held the perception that restraint was used to punish patients and several suggested that restraint incited further violence and aggression. Some female service users reported that restraint evoked flashbacks of previous sexual trauma.A subset of female respondents gave contrasting accounts of restraint, suggesting that they purposely brought about the restraint to gain a sense of containment or as a way to release feelings.Possible implications of these responses for clinical practice are discussed.

Abstract

Purpose

The purpose of this article is to provide a quantitative analysis of the extent to which folksonomies replicate the Library of Congress Subject Headings (LCSH) to see if folksonomies would successfully complement cataloger‐supplied subject headings in library catalogs.

Design/methodology/approach

The paper compares social tags and LC subject headings for ten books from various library‐related applications including next generation OPACs and LibraryThing by ranking tags and subject headings using scales modified from research by Golder and Huberman, Voorbij, and Kipp.

Findings

Social tagging does indeed augment LCSH by providing additional access to resources.

Research limitations/implications

Several of our applications lacked tags for the books we chose in our study. Tags are primarily taken from LibraryThing.

Practical implications

A hybrid catalog combining both LCSH and a folksonomy would result in richer metadata and be stronger than the sum of its parts, giving patrons the best of both worlds in terms of access to materials.

Originality/value

This paper supplies quantitative support for the use of folksonomies in a library's catalog. The data also supports many of the previous theories proposed in literature about folksonomies and social tagging.

Abstract

The study examines the experiences of physical restraint procedures reported by nursing staff in a secure mental health service. Interview data were subjected to thematic content analysis in accordance with grounded theory methodology.Nursing staff reported a range of emotional responses to the use of restraint procedures. They included anxiety, anger, boredom, distress and crying. In some cases these responses were confirmed by descriptions from patients.Staff coped with the emotional responses to restraint in a variety of ways. Some staff discussed the ‘stigma’ attached to showing feelings to other staff. They described how laughter was used to reduce stress following an incident and how distressing emotions had to be taken home. Some staff described how they had become ‘hardened’ to the experience of restraint. A substantial proportion of staff suggested that they had ‘no’ emotional reactions and many reported ‘automatic’ responding during a restraint event in which they did not feel any emotion.Possible implications of these responses and clinical practice are discussed.
