Abstract

Purpose

Theoretically, the quality of representation is likely to be enhanced when more societal segments are included in formal political structures. An interesting question, however, is whether a similar correlation holds empirically outside established Western democracies. In the 2015 Egyptian parliament, women representation achieved an all-time high of 14.9% of total seats – nearly four times the historical Egyptian average. It is asked whether female legislators riding this unprecedent tide were different from their male colleagues in terms of their socio-economic backgrounds. But more importantly, the authors examine whether this increased representation led to any change in inclusion of more women’s issues in the legislative agenda, and how traditional topics are debated.

Design/methodology/approach

The authors conducted a content analysis of selected parliamentary scripts – generating on an original data set – to trace the topics and interventions raised by female MPs. The authors draw on the extensive literature on women’s representation, giving special attention to the structure versus agency dichotomy in this quest.

Findings

The authors conclude that female MPs were as active in parliamentary debates as to their male colleagues. Moreover, women did stress women issues more than men. The results indicate that the inclusion of traditionally under-represented groups does affect parliamentary agendas.

Originality/value

Abstract

Purpose

The purpose of this study to identify the role of women in political agenda at Azad Jammu Kashmir. The political parties are always considered main gatekeepers to women’s political representation. Existing scholarship highlights the significance of centralized political institutions (parties) with structured set up for the effective representation of women at different levels. However, the functioning of these institutions is greatly influenced by the social and cultural context of a country in which they operate.

Design methodology/approach

This paper mainly analyzes social and cultural practices and those informal ways that operate within the exited democratic government setup and creates serious obstacles for women’s effective political representation at the party level. For this purpose, a qualitative research methodology is used to get the full insight of the issue at hand. The authors conducted 25 in-depth interviews with women members of three different political parties.

Findings

The results revealed that both (social context and political structure) have a significant impact on women’s nature and level of participation in the political processes in Azad Jammu and Kashmir.

Originality value

Prevailing social and political context of Pakistan does not support a truly democratic and centralized political system. Parties are weak entities with the less democratic organizational structure, which ultimately have a negative impact on women’s political representation.

Abstract

Purpose

The purpose of this paper were to investigate whether gendered social media images reduce women’s leadership aspirations (via reduced leadership self-efficacy) and whether state mindfulness buffers the effect of stereotype threat on women’s leadership self-efficacy, and in turn, leadership aspirations.

Design/methodology/approach

Study 1 (n = 53) was a pilot study designed to test materials intended to induce stereotype threat via social media. Study 2 (n = 144) was an experimental study in which participants were randomly assigned to stereotype threat or control conditions. Stereotype threat was implicitly induced via a fictional Facebook timeline that incorporated gendered images.

Findings

Stereotype threat induced via social media predicted lower leadership aspirations for women, which was mediated by reduced leadership self-efficacy, as expected. State mindfulness moderated this mediated relationship in an unexpected way; stereotype threat effects on leadership self-efficacy and leadership aspirations were stronger for women higher in state mindfulness.

Originality/value

It is important to investigate stereotype threat induced via social media to understand the potential damage gendered images may have on women’s leadership aspirations in a modern advertising context. This research shows that indeed gendered images in social media advertising decrease women’s leadership self-efficacy and leadership aspirations. Interestingly, this study also found that mindfulness had a negative effect in relation to stereotype threat. Theoretical and practical implications are discussed.

Abstract

Purpose

Although politicians' use of performance information affects political decisions and, through them, the well-being of society, there is a lack of studies exploring what contextual factors are associated with annual active performance information use among politicians. Furthermore, past studies on this subject have been cross-sectional rather than longitudinal.

Design/methodology/approach

In this qualitative case study, triangulation of observations and 10 semi-structured interviews were used to ensure the robustness of findings. The study was conducted in a Finnish municipality known as Kangasala.

Findings

A dialogue culture, constructive political climate, trusted information sources and high-quality information attained via accessible information channels explained the high information use in primarily unfavorable conditions to such use. The authors’ findings contradict many prior interview and survey studies that did not recognize the simultaneous contributions of the information provider, channel and quality, along with organizational and environmental factors to high performance information use. The results contradict to some extent the findings from other countries as these studies have explained high levels of use with unique combinations of drivers, whereas we identify common attributes of these combinations and talk about their meaning in the success of Kangasala's public financial management. However, the findings of this case study cannot be generalized.

Originality/value

This study describes a case organization that created a supportive environment for politicians' frequent performance information use that contributed to improvements. Past studies provide little knowledge about establishing sustained high levels of information use among politicians, so the case offers ideas and inspiration for improving this use.

Abstract

Purpose

This study, from Western Sydney University, aims to assess the disposition of students towards climate warming (CW) – a key component of sustainability. CW is a global reality. Any human born after February 1985 has never lived in a world that was not constantly warming, yet little is known about how higher education students perceive their future in a warming world.

Design/methodology/approach

An online survey, split into three parts, was used to deliver benchmark data on (I) personal information, (II) factual knowledge and (III) sentiments related to CW.

Findings

Gender and age of students significantly influenced their perception of CW. While self-rated understanding of CW was generally high, factual knowledge about CW was low. Few students recognized that CW was already under way, and that it was mainly caused by human activity. The most prominent emotions were fear, sadness and anger, foretelling widespread disempowerment and fear for the future.

Research limitations/implications

The study was based on a single dataset and survey response was relatively low. However, respondents mirrored the composition of the student community very well.

Originality/value

This is the first study revealing large psychological distance to the effects of CW in university students from Australia. Combined with the impression of despondence, the present study suggests that higher education in Australia, and possibly elsewhere, is not providing the prerequisite tools tomorrow’s leaders require for meeting societal, environmental and economic challenges caused by CW. Practical ways to erase these blind spots in sustainability literacy are provided, drawing upon established and novel concepts in higher education.

Abstract

Purpose

The goal of the research was to check whether the sender communicating in an ambiguous manner can gain the benefits in three aspects: perception of his or her image, evoking agreement with issue stand and intention to support him or her in the election. Impact of ambiguous messages was compared with the impact of messages consistent or inconsistent with participants' opinions.

Design/methodology/approach

Two experiments were conducted. Participants were randomly divided into three groups and each of them was presented with (1) a message supporting or (2) opposing given proposition or (3) an ambiguous message not revealing the ultimate opinion of the sender. Participants' initial views on the issues were measured. In experiment 1 an expert message concerned the building of the nuclear power plant was presented. In experiment 2 it was a politician's message about introducing the guaranteed number of parliamentary seats for women.

Findings

The results suggest that a strategy of argumentative ambiguity applied by senders may be beneficial if the point is to avoid recipients' objections. However, the consequences of ambiguity for the evaluation of sender's credibility and voters' intentions can be seen to be negative.

Originality/value

This research was looking for the reconcile of the contradictory results of previous research, which may have their source in the various operationalization of ambiguity. It was focused at an argumentative ambiguity (i.e. presenting different points of view without declaring support for any of the options).

Abstract

Purpose

The purpose of this paper is to consider the challenges, advantages and limits of ethnographical approaches to the study of parliament. Challenges in the study of political institutions emerge because they can be fast-changing, difficult to gain access to, have starkly contrasting public and private faces and, in the case of national parliaments, are intimately connected to rest of the nation.

Design/methodology/approach

Ethnography usually tends to be difficult to plan in advance, but especially so when parliament is the focus.

Findings

Research in parliament requires clear questions but an emergent approach for answering them – working out your assumptions, deciding on the most appropriate methods depending on what wish to find out, and continually reviewing progress. Its great strengths are flexibility, ability to encompass wider historical and cultural practices into the study, getting under the surface and achieving philosophical rigour. Rigour is partly achieved through reflexivity.

Research limitations/implications

One implication of this is that not only will each study of parliament be different, because each is embedded in different histories, cultures, and politics, but the study of the same parliament will contain variations if a team is involved.

Originality/value

Ethnographical research is a social and political process of relating; interpreting texts, events and conversations; and representing the “other” as seen by observers.

Abstract

Purpose

The purpose is to analyse the relationship between democratic accountability and how sustainable governance is achieved by horizontally integrating care services for older people through collaboration in a coordination body of key leaders from across the health and social care system.

Design/methodology/approach

The data and measures come from two surveys with coordination body members in Sweden (politicians, administrators, professionals) from a sample of 73 bodies in 2015 (n = 549) and the same/corresponding 59 bodies in 2019 (n = 389).

Findings

The governance of integrating care scale and the accountability scales repeatedly show consistency among individual members. Systematic progress is found among large coordination bodies: the greater the average perception of governance of horizontally integrating care in 2015, the greater it was in 2019 – and regardless of the period, the stronger the internal administrative or political monitoring and reviewing of the coordination body, the greater its governance (while the relationship to the external monitoring and reviewing is weak). However, the growing importance of external accountability is indirect, shown by stronger correlations between the internal political and external monitoring and reviewing, regardless of size.

Research limitations/implications

The scales are based on self-reported perceptions that cannot be objectively verified, but they can be linked to changes in outcomes and user experiences in the later stages of the research.

Originality/value

Repeatedly verified scales of internal and external accountability for analysing and evaluating governance of integrating care services horizontally, which is useful for improving strategic coordination of integrated care.

Abstract

Purpose

This paper investigates the causes of the gender gap in the labour market that cannot be explained by classical human capital theory.

Design/methodology/approach

To this end, the authors integrate the Gender Gap in the Labour Market Index (GGLMI), a composite index developed in previous research, with further information on some social aspects that could affect the female work commitment, directly or indirectly. In particular, the authors want to verify if family care and home duties, still strongly unbalanced against women, and the welfare system play a significant role in the gender gap.

Findings

Results highlight a very complex scenario, characterized by the persistence of gender inequalities everywhere, even if at different degrees, with very strong imbalances in the time spent at work in response to the family commitments.

Research limitations/implications

The actual determinants of gender disparities in the labour market are very difficult to identify because of the lack of adequate data and the difficulties in measuring some factors determining female behaviour. The additional information used in this research can only partially accomplish this task.

Originality/value

However, for the first time, this paper uses information on different aspects and causes of the gender gap, including proxies of mainly unobservable aspects, in order to achieve at least partial measurement of this phenomenon.

Abstract

Purpose

This paper aims to describe and explain women's labor participation in the public sector, particularly at the local level. The paper analyses the representation of women employees in the public sector through a case study of a city council in a mid-sized Spanish city. The authors delve into the extent of gender labor discrimination in public administration, exploring a diversity of situations, experiences, and perceptions of women workers in female, neutral, and male-dominated areas in the local administration.

Design/methodology/approach

The authors have applied a combined methodology of quantitative analysis based on an exhaustive analysis of the list of job posts, and qualitative analysis from the narratives of women workers in biographical interviews, in women-dominated, neutral and male-dominated areas.

Findings

The authors conclude by providing a clear description of women's representation in local administration. Despite the institutional efforts in applying gender equality norms and public policies in administration, employment and labor market, this article shows the persistent inequality in employment within the administration. The paper demonstrates that public administrations can be seen as gender regimes that tend to reproduce inequality by formal and informal dynamics. This inequality gender reproduction in a supposedly gender-neutral administration reflects discrimination in a labor market. The paper details phenomena relating to horizontal occupational segregation, glass ceilings, sticky floors, and the undervaluing of women's work, among other phenomena.

Practical implications

The administration should consider two essential factors that endanger gender equality: (1) the demonstrated regression of gender mainstreaming and the effects on women's employment as a consequence of the crisis, and (2) neoliberal governments and extreme right-wing parties (or neoliberal governments and extreme right-wing parties' support, as is the case with the current Andalusian regional government), whose agenda includes the fight against what neoliberal governments and extreme right-wing parties call “gender ideology”.

Social implications

The gap between the effectiveness of gender legislation and actual working practices within the administration has been highlighted. This fact should be a wake-up call for the administrations to strictly comply with gender legislation, given that local administrations are the closest to the citizens. Future research should focus on changes to detect any regression and to prevent losing the improvements already achieved, which can still be very much strengthened.

Originality/value

This article helps to fill the gap in the literature on gender discrimination in the labor market, which often omits the public sector, especially in local administration, which is the closest administrative structure to citizenship respecting public policies. The article contributes to highlighting the need for an egalitarian labor market in order to achieve optimal performance, commitment and efficiency in egalitarian labor relations in local administration.
