Abstract

Purpose

The paper examines “lessons learned” from the COVID-19 pandemic by capturing the organizational and operational experiences of police departments in the state of Washington across two waves of survey administration. This study is among the first to document experiences at a state level, affording an opportunity to compare national results and allowing for documenting shifts between each wave.

Design/methodology/approach

This study draws from a state-specific replication of the IACP instrument fielded by Lum et al. (2020a) on the experiences of police departments working under COVID-19 and integrates specific questions from stakeholders in Washington. The survey was administered through Qualtrics, which was distributed by the Washington Association of Sheriffs and Police Chiefs (WASPC) 6 months into the pandemic and 18-months later.

Findings

Respondents reported operational and organizational reconfigurations including shifting to telecommuting for support staff and command staff, implementing online reporting forms for use by the public to report crimes and planning exercises for predicted budget reductions. While CDC and Washington Department of Health guidelines informed most of the respondents' policy, integrating that policy into the operational procedures demonstrated how quickly issues in staffing can transition from a challenge to a severe issue. Quarantining and staffing problems remained an issue across both waves, which were exasperated by staff turnover.

Research limitations/implications

The response rate and response completeness, particularly a drop in response for Wave 2, limit the ability to supply more precise estimates documenting the experiences of WA police departments. Relatedly, an inability to match Wave 1 to Wave 2 results inhabits a direct comparison of changes 12-months later. Second, the responses reflect those of the chief law enforcement officer (Chief of Police, Sheriff) or the person designated by the chief, which may not represent the experiences of front-line officers.

Practical implications

Reflecting on the lessons learned across each Wave, agencies shared adaptations implemented to better protect the health of staff and their communities to effectively manage future health emergencies. Most directly, they learned how to conduct some business remotely and the necessity to innovate. The most important lesson learned, and implication for policy is improving the resourcing and logistics to secure adequate health protections. The data also highlight a concern for clarity, consistency, and credibility in supplying information to police departments in pandemic and emergency situations.

Originality/value

This paper fulfils an identified need to enhance “lessons learned” for police response in pandemic and emergency situations. These data supply insight into the anticipated and lived experiences of agencies adapting to the pandemic in Washington State. The endogenous and exogenous shock that is COVID-19 altered how police departments interacted externally and internally resulting in operational and organizational reconfigurations.

Abstract

Purpose

The paper introduces a multi-level model to reduce prejudice through supporting diversity, equity, and inclusion (DEI) at the institutional, organizational, and individual levels. The purpose of the model is to provide theoretically undergirded pathways to explain how societal events calling for systemic changes in DEI practices can engage and inculcate such systemic changes in organizations and institutions.

Design/methodology/approach

The model draws upon macro-level (i.e. institutional theory and institutional logics) theories from sociology and strategic management, meso-level theories from leadership and strategy, and micro-level organizational behavior and human resource management theories.

Findings

Resting on open systems theory (Katz and Kahn, 1966) as a backdrop, the authors address how institutional changes result in organizational level changes driving multi-level outcomes of increased DEI, reduced prejudice in work-related settings, and performance gains. The authors suggest the recursive nature of the model can trigger institutional level shifts in logics or result in isomorphic pressures that further change organizational fields and organizations.

Originality/value

The contribution rests in a multi-level examination to help understand how environmental pressures can motivate organizations to enact broader changes related to social justice, specifically increasing efforts in DEI inside the operational aspects of the organization. By enacting these changes, the authors suggest the resultant positive changes in organizations will enhance culture and performance, creating isomorphic pressure for industry wide changes that may begin to move the needle on addressing systemic problems that feed prejudicial behavior in the workplace.

THE Newcastle school, like most others, was established after the second world war to provide full‐time education in librarianship as an alternative to the part‐time system which until 1946 was the only one available to the majority of librarians. At first most of the students were returning servicemen whose library careers had been interrupted by the war and they were followed by students direct from libraries, universities and schools. From a handful of students and one full‐time member of staff in the first year the school has grown steadily until there were 53 students and five staff during the session 1962–3 which was the last course held for the Registration Examination.

Abstract

Purpose – To extend understanding of the rituals and practices of alcohol consumption through a focus on the consumption object (the Dirty Pint) as a central actant in the practices of extreme alcohol consumption.

Design/methodology/approach – Seventeen paired and group interviews were conducted with young consumers (aged 16–18). An Actor-Network Theory (ANT)-inspired approach to data analysis was used in conjunction with Bourdieu's key concepts of habitus, field and capital to present a detailed understanding of the practices and rituals of extreme alcohol consumption.

Findings – The same consumption object takes on a very different role and has different forms of agency, depending on the social space (field) in which it is embedded. The Dirty Pint acts differently within different social spaces or sub-fields of the field of adolescence, particularly when combined with individual subjects of differing habitus to produce an object+subject hybrid.

Social implications – Paying attention to all the relevant actants (both human and non-human) involved in the practice of alcohol consumption could lead to more novel and relevant alcohol-harm reduction strategies or campaigns that young people can both relate to and take more seriously.

Originality/value of paper – We stress the need to grant greater agency to objects in studying consumption practices and identity enactment and contribute to the literature on identity by extending Gergen's (2009) ‘relational being’, conceiving of the self as embedded in both inter-subjective and inter-objective interactions and relationships (Latour, 1996).

Abstract

Hypotheses regarding gender differences in circumstances surrounding the initiation/escalation of binge drinking are tested in a sample of young adults from a general population. The circumstances are measured by six scales. Multiple regression analyses suggest a congruence between observed gender differences in circumstances surrounding initiation and escalation of binge drinking and the literature on gender‐related sociodevelopmental processes: For males, initiation of binge drinking is associated with self‐importance, to be influenced by peers, and to experience confrontation with the authorities. For females, initiation of binge drinking is associated with greater feelings of distress and interpersonal problems. For escalation of binge drinking, no gender effect on peer influence is observed. However, all other gender‐related effects continue to be observed at even greater levels. The results also support the conclusion that the gender‐related effects are at least partially independent although certain of the effects are attenuated when other circumstances are included in the model.

Abstract

Purpose

The purpose of this paper is to examine the role of civil society in the recent history of drug policy reform. It focuses on the UN drug control system, which is designed to regulate certain “scheduled” or listed substances internationally. It provides new light on recent reformist discourses and strategic agendas and how they related to the reality of UN politics and international relations. It questions the idea that the UN General Assembly Special Session on Drugs (UNGASS) in 2016 was a failure in terms of outcomes. It concludes by suggesting that the true outcomes of the UNGASS process will initially be obscured by the complexity of national-international drug policy dialectics, but may eventually prove more tangible and enduring than proposed formal systemic reforms.

Design/methodology/approach

The paper examines the historical role of civil society in the UN drug control system. It highlights that although civil society played a key role in the early formation of the system, this role diminished over time as the system professionalised. Meanwhile, as a new reformist movement emerged in the 1990s challenging the status quo, the paper traces this movement through the early UNGASS process, the decline of the reformist era and the eventual UNGASS outcomes. It concludes with a critical evaluation of civil society strategies and the relationship between idealistic strategies and the realities of national and international politics.

Findings

Rather than a failure of outcomes, UNGASS represented a failure of assumptions, strategic vision and ultimately expectations on the part of reform optimists. These groups ultimately created and became captive to a goal of formal systemic reforms, or treaty revisions, underpinned by a dogmatic assumption of “the inescapable logic of reform necessity”. This logic argued that highlighting treaty “breaches” and contradictions would be a sufficient condition to drive a formal UN system-wide re-evaluation of drug control. These failures of strategic assumptions and vision ultimately resulted in the sense of “failure” of UNGASS 2016.

Research limitations/implications

This research highlights the need to critically evaluate civil society strategies and desired outcomes with an eye to history, international relations and the realities of managing a complex global issue. The application of mono-causal explanations for individual state actions or international cooperation is shown to be vastly insufficient to explain, plan for or predict the outcomes of a complex multilateral framework. Furthermore, this paper highlights a research agenda on the role of civil society in drug policy formation and how this relates to the current policy and advocacy groupings among member states and interest groups at national and international levels.

Practical implications

This paper highlights a more realistic appraisal of the determinants of and possibilities to change international drug policy. It thereby utilises an impressionistic historical narrative of the UNGASS process to enable an evaluation of the frontiers of policy reform at the UN level and provide some guidance on the failures of past strategies and potential future directions of international drug control and reformist strategies.

Social implications

As highlighted in this paper, drug policy is an area where major policy failures are recognised within the current international approach. Experimentation with new tactics and strategies are needed to break out of the traditional prohibition-centric approach to this issue. The benefits of more successful policies would be felt though a lower level of harm from drug use, drug markets and drug policy. As such, a pragmatic understanding of how the international system might evolve to support new evidence-based approaches is crucial to developing a socially beneficial approach to drugs and drug policy.

Originality/value

The originality of this research lies in its blending of a historical evaluation of the role of civil society in the UN drug control system and the strategies of contemporary civil society actors around the UNGASS process. Thereby it allows a more critical evaluation of the strategic goals, assumptions and outcomes of reformist strategies in the recent era and potential strategies moving forward.

Abstract

Purpose

This paper aims to report the findings of a study examining the relationship between different leadership styles and engagement through the mediating role of proactive personality.

Design/methodology/approach

Servant leadership, paradoxical leadership, authentic leadership, employee engagement and proactive personality were assessed in an empirical study based on a sample of 348 military personnel in Spain. The questionnaire data were analyzed through SEM using EQS and bootstrapping analysis using the PROCESS macro for SPSS.

Findings

The results reveal that servant leadership style in officers partially impacts their cadets' engagement through proactive personality but that authentic and paradoxical leadership styles do not mediate the relationship. The authors also verify a direct relationship between proactive personality and engagement.

Practical implications

The study implications advance the literature on leadership in emphasizing new leadership styles to increase proactive personality and engagement in the military context. This study verifies the importance of military leaders fostering servant leadership as an antecedent of proactive personality. Finally, the authors show that servant leadership partially impacts engagement through proactive personality.

Originality/value

This study explores the relationship among servant, paradoxical and authentic leadership styles, proactive personality, and engagement – relationships that have not been explored theoretically and tested empirically in the military context.

Abstract

Purpose

The purpose of this paper is to examine undergraduate elementary education teacher candidates’ abilities to successfully integrate social justice teaching into their interdisciplinary ELA and social studies thematic units. The projects were analyzed to determine the extent to which, if any, social justice education has been addressed.

Design/methodology/approach

This study used purposive sampling of two sections of an elementary writing methods course. Students were grouped into Professional Learning Communities (PLCs) to design an integrated thematic English Language Arts (ELA), Social Studies and Social Justice unit. At the conclusion of their project, components of their units were analyzed using the Social Justice Continuum of Teacher Development.

Findings

Overall, the results indicate that candidates were likely to plan for inclusive practices in their instructional units. There was significant attention across units to inclusive materials and content, but there was very little attention to critical or transformative practices in planning. This likely indicates candidates’ awareness about the need for diverse content but tells us little about their ability to critically analyze the power structures themselves that contribute to the need for inclusive practices.

Originality/value

Before classroom teachers can be expected to engage in critical conversations in their own classrooms, the experiences they have within their preparation programs need to be considered. These findings indicate more explicit work must be done to support candidates in their ability to critically analyze hegemonic power structures and to engage their students in learning experiences that move beyond using diverse resources into teaching advocacy strategies to students.
