Abstract
Purpose
The purpose of this paper is to investigate the publicity around the implementation of the Zora robot in elderly-care services in Lahti, Finland. The aim is to discover opinions concerning the use of robots in elderly care as well as the arguments and justifications behind those opinions. Zora is a humanoid robot intended to promote mobility and rehabilitation. The Lahti pilot was the first Zora pilot in Finland in public elderly-care services. It received much publicity, both regionally and nationally.
Design/methodology/approach
This study is based on an empirical case study on the implementation of the Zora robot in elderly-care services. The data consist of interviews with personnel who operated Zora and comments from the general public about the “Zora” robot. Two data sources were used: 107 comments were collected from online and print media, and the personnel (n=39) who worked with Zora were interviewed. The data were analysed by means of interpretative content analysis.
Findings
The results show that public opinion is mainly negative, but that the commentators apparently have little information about the robot and its tasks. The personnel had more positive views; they saw it as a recreational tool, not as a replacement for their own roles.
Originality/value
There is clearly a need for more information, for a better informed discussion on how robots can be used in elderly care and how to involve the general public in this discussion in a constructive way.

Abstract
Purpose
Research was conducted to investigate whether, and how, political accountability might stabilise when agents are faced with profound changes in external structures such as competition laws and austerity policies.
Design/methodology/approach
We performed a field study from 2007 to 2015 in a regional hub in Finland and worked with data from document analysis, interviews and meeting observations. We have used embedded research design, where we apply methodological bracketing as well as composite sequence analysis for field research.
Findings
Accountability declined when irresistible external structures were the dominant influence on the unreflective actions of agents-in-focus. With time, however, the agents started acting critically by drawing on structures that could facilitate strategic actions to stabilise political accountability.
Research limitations/implications
The field research and interpretation of the data were limited to the organisation analysed; however, the theoretical arguments allow for analytical generalisations.
Practical implications
The research demonstrates how public officials and political decision-makers can eventually adopt a strategic approach when faced with irresistible change in external structures.

The research demonstrates how public officials and political decision-makers can eventually adopt a strategic approach when faced with irresistible changes in external structures.
Originality/value
The study locates political accountability in the context of strong structuration theory and discusses how it is redefined by external structures.

Abstract
Purpose
As marketization has gained ground in elderly care, satisfaction with care has come to play a crucial role in designing for high-quality care. Inspired by the service-profit chain (SPC) model, the authors aimed to gain a deeper understanding of the intricate interplay between supportive leadership practices, organizational climate, job satisfaction and service quality in predicting satisfaction with care.
Design/methodology/approach
A Swedish sample of frontline elderly care staff (n = 1,342) participated in a cross-sectional questionnaire study. Mediation analyses were conducted to test the proposed model.
Findings
As predicted, engaging in supportive leadership practices was directly and positively associated with satisfaction with care. In addition, as predicted, this relationship was partially mediated by organizational climate and job satisfaction. Moreover, job satisfaction predicted satisfaction with care with service quality explaining a statistically significant part of this relationship.
Practical implications
Managers in elderly care services may improve satisfaction with care in multiple ways but primarily by showing that they care about the staff and ensuring that they are satisfied with their working conditions. Employee job satisfaction seems to be particularly crucial for satisfaction with care, beyond what can be accounted for by care service quality.
Originality/value
The authors proposed a novel service-outcome model. Adding to the original SPC model, the model in this study suggested previously unexplored relationships including a direct path between leadership practices and satisfaction with service and a multiple-mediator model explaining this relationship. Also, new measures of organizational climate and supportive leadership were developed for which satisfactory reliability estimates were obtained.

Abstract
Purpose
Shanghai is currently faced with a rapid increase in the ageing population and demand for elderly homes. Continuing care retirement community (CCRC) has been emerging as a high-end alternative to offer specialised accommodation to the elderly in major cities. Since the first development in 2008, the industry is now still at the infancy stage. This study aims to examine the investment barriers hindering the supply and demand of CCRCs with an aim to recommend practical and senior housing policy measures to facilitate CCRC developments.
Design/methodology/approach
Multiple-case study method was used to confirm whether the literature findings on investment barriers apply to the context of Shanghai. Four representative CCRC development cases in Shanghai were examined, in which qualitative data were collected from interviews with experienced CCRC development managers and quantitative data from a questionnaire survey of the CCRC residents.
Findings
Operation management experience, financial risks and government support policy were found to be the main supply barriers. Chinese traditional family-oriented culture and affordability were not the main demand barriers of CCRCs in Shanghai. Poor quality of services and living environment were identified as the main barriers suppressing the demand for CCRC.
Research limitations/implications
Although common trends and views can be drawn from the representative cases in Shanghai to provide valid results, further research should be conducted on other major cities in China so that the results can be widely applied.
Practical implications
Successful CCRC investment strategy should focus on partnering with experienced professional eldercare management companies, provisions of high-quality medical professionals and trained care personnel and delivery of flexible care service, along with intensive capital flows for land, construction and operating costs.
Social implications
Additional senior housing policy support should be established to promote the CCRC supply to address the ageing needs, particularly granting lands for CCRC developments at Tiers 1 and 2 major cities where the land cost is high.
Originality/value
This research’s practical and policy measures can be applied to enable and promote CCRC developments in Shanghai, thus benefitting both housing investors and the government. The findings also form a baseline for CCRC developments in other major cities.

Abstract
Purpose
Elder mistreatment is a neglected issue in the Macao elder policy. The purpose of this paper is to review the current elder policy as well as legislation on the prevention and management of elder mistreatment in Macao and providing practical suggestions to improve the situation.
Design/methodology/approach
This paper reviews government documents and statistics on elder services and policy of Macao Special Administrative Region (MSAR) government. The authors interviewed frontline social workers for the phenomenon of elder mistreatment in Macao as well as the issues and problems in handling abuse cases.
Findings
This paper argues that the MSAR government has paid attention to financial aid to its senior citizens. In terms of elder care services, the government outsources various elder care services to nonprofit organizations and other private bodies. However, this public-private partnership approach cannot adequately coordinate service providers to prevent and manage elder mistreatment. Furthermore, Macao-mainland integration has encouraged more and more elders to stay in mainland China. Stronger government initiatives are needed to collaborate with Macao society, as well as mainland authorities, regarding the mistreatment of Macao elders.
Research limitations/implications
It is only a review on elder mistreatment in Macao. Further research is needed to survey the extent of mistreatment of elder people in Macao (quantitatively and qualitatively). Besides, more effort has to be paid on the problem and difficulty of frontline social workers handling elder mistreatment.
Practical implications
This paper suggests practical methods and measures to Macao government to manage and prevent elder mistreatment which is a neglect issue in the society.
Social implications
There are very few studies on elder mistreatment in Macao. This paper aims to draw the attention of Macao government and public as well as academic to the issue.
Originality/value
Many scholars and academics studying Macao elders have been directing to the government focus and keep their eye on the pension system and social security for the elderly. Very limited studies have examined the elder care and mistreatment. This paper is a breakthrough of Macao elder studies that serving as a pilot study of elder mistreatment and hence shifting public attention to the intangible need of Macao elder.

Abstract
Purpose
The purpose of this paper is to investigate the potential roles for service robots (i.e. socially assistive robots) in value networks of elderly care. Taking an elderly person’s perspective, it defines robot roles according to their value co-creating/destroying potential for the elderly user (i.e. focal actor), while acknowledging consequences for a network of users around the elderly (i.e. network actors).
Design/methodology/approach
This qualitative, interpretative study employs in-depth phenomenographic interviews, supported by generative cards activities (i.e. Contextual Value Network Mapping), to elicit an elderly person’s tacit knowledge and anticipate the effects of introducing an automated actor on institutionalized value co-creation practices.
Findings
The proposed typology identifies six roles of socially assistive robots in an elderly person’s value network (enabler, intruder, ally, replacement, extended self, and deactivator) and links them to three health-supporting functions by robots: safeguarding, social contact, and cognitive support.
Research limitations/implications
Elderly people have notable expectations about the inclusion of a socially assistive robot as a new actor in their value networks. The identified robot roles inform service scholars and managers about both the value co-destruction potential that needs to be avoided through careful designs and the value co-creation potential that should be leveraged.
Originality/value
Using network-conscious phenomenographic interviews before the introduction of a novel value proposition sheds new light on the shifting value co-creation interplay among value network actors (i.e. elderly people, formal and informal caregivers). The value co-creation/destruction potential of socially assistive robots and their corresponding roles in care-based value networks offer insights for the design of meaningful robotic technology and its introduction into the existing service networks.

Abstract
This study compares and contrasts the clients of two domiciliary care services delivered to elderly people in Darlington, Durham, UK, in terms of their living circumstances, dependency levels and the service inputs they receive. The two services are the Home Help Service managed by the local authority social services department and a Home Care Service managed by the Darlington Health Authority which offers an alternative to long‐stay hospital care for elderly people. The study examined only a sample of the most dependent home help clients and all of the home care clients. The instruments used to measure dependency were found to be limited in their ability to detect crucial differences in the two client groups and suggestions are made about how these might be improved. The main distinguishing characteristics of the Home Care Service clients were that they were, on average, younger and frailer than the home help clients and were far more likely to need help with toiletting, dressing, getting in/out of bed, walkng and making hot drinks. In contrast the main predictor of Home Help Service membership was living alone. It was concluded that although some home help clients were as incapacitated as home care ones, the latter scheme was far more consistently targetted on very frail, and often ill, people.

Abstract
This chapter discusses the major steps and issues related to the inclusion of public services in inequality research. Empirically, it investigates how the income distribution in countries changes when the value of publicly provided services to households is included. The authors consider five major categories of public services: education, health care, social housing, childcare and elderly care. On average across OECD countries, spending on these ‘in-kind’ benefits accounts for about 13% of GDP, slightly more than the spending on cash transfers – but with considerable cross-country variation. Broadening the income concept to account for in-kind benefits considerably increases households’ economic resources. But public services also contribute to reducing income inequality, by between one-fifth and one-third depending on the inequality measure. This chapter suggests that publicly provided services fulfil an important direct redistributive role in OECD countries.

Abstract
Purpose
The purpose of this paper is to investigate public opinions towards elderly care. The authors analysed respondents’ opinions towards financial support, practical help and care for elderly people.
Design/methodology/approach
The authors used nationally representative data collected in Finland in 2012. Respondents represent an older generation (born between 1945 and 1950, n=1,959) and their adult children (born between 1962 and 1993, n=1,652).
Findings
First, the authors compared the opinions of older and younger Finns but did not find that older adults were more likely than younger adults support the state responsibility, or vice versa. It was also when only actual parent-child dyads (n=779) from same families were included. Next, the authors found that several socioeconomic and family-related variables were associated with public opinions of elderly care in both generations. For instance, in both generations lower-income individuals supported the state’s responsibility more compared to their better-off counterparts.
Originality/value
The study provides important knowledge on attitudes towards elderly care using unique two-generational data of younger and older adults.
