Abstract
Purpose
Safety efficiency is the key to balance safety and production in construction industry; but the existing safety efficiency evaluation methods have the limitations of overestimating efficiency and ignoring undesirable outputs; therefore, according to the characteristics of safety production in construction industry, this paper innovatively develops a new cross-efficiency data envelopment analysis method to analyze safety efficiency, which can solve the limitations of traditional methods; and then the safety efficiency and its influencing factors of China's construction industry are analyzed, and some useful conclusions are obtained to improve its safety efficiency.
Design/methodology/approach
A new cross-efficiency data envelopment analysis method with undesirable outputs is proposed; and the two-stage efficiency analysis framework is designed.
Findings
First, the construction industries in different areas have different reasons for affecting their safety efficiency; second, the evaluation results of global safety priority tend to be more acceptable; third, frequent safety accidents and low resource utilization lead to a slow downward trend of the safety efficiency of China's construction industry in the long run; fourth, construction engineering supervision, construction industrial scale, and construction industrial structure have the significant impact on safety efficiency.
Originality/value
Theoretically, a new cross-efficiency data envelopment analysis method with undesirable outputs is proposed for evaluating safety efficiency; practically, the safety efficiency and its influencing factors of China's construction industry are analyzed.

Abstract
Purpose
The purpose of this paper is to provide scientific guidance for the integration of industrialization and information (TIOII). In recent years, TIOII has promoted the development of intelligent manufacturing in China. However, many enterprises blindly invest in TIOII, which affects their normal production and operation.
Design/methodology/approach
This study establishes an efficiency evaluation model for TIOII. In this paper, entropy analytic hierarchy process (AHP) constraint cone and cross-efficiency are added based on traditional data envelopment analysis (DEA) model, and entropy AHP–cross-efficiency DEA model is proposed. Then, statistical analysis is carried out on the integration efficiency of enterprises in Guangzhou using cross-sectional data, and the traditional DEA model and entropy AHP–cross-efficiency DEA model are used to analyze the integration efficiency of enterprises.
Findings
The data show that the efficiency of enterprise integration is at a medium level in Guangzhou. The efficiency of enterprise integration has no significant relationship with enterprise size and production type but has a low negative correlation with the development level of enterprise integration. In addition, the improved DEA model can better reflect the real integration efficiency of enterprises and obtain complete ranking results.
Originality/value
By adding the entropy AHP constraint cone and cross-efficiency, the traditional DEA model is improved. The improved DEA model can better reflect the real efficiency of TIOII and obtain complete ranking results.

Abstract
Purpose
This paper aims to evaluate commercial bank branches' performance in dynamic and competitive conditions where decision-making units (DMUs) seek a greater proportion of shared resources as it happens in the real world. By introducing the concepts of cross-shared and serial-shared resources, the authors have emphasized the role of evaluation results of past periods on branches' total efficiency.
Design/methodology/approach
In this study, a new mixed-integer data envelopment analysis (MI-DEA) model has been proposed to evaluate the performance of a dynamic network in the presence of cross-shared and serial-shared resources.
Findings
The proposed model helps bank managers to find the source of inefficiencies and establish a connection between the results of the periodic performance of the DMUs and the distribution of serial and cross-shared resources. The results show that the weighting coefficients of the periods do not significantly affect the overall efficiency of commercial bank branches, unlike desirable and undesirable intermediates.
Originality/value
This paper presents the following factors: (1) A new mixed-integer network data envelopment analysis model is developed under dynamic competitive conditions. (2) For the first time in DEA models, the concept of cross-shared resources is proposed to consider shared resources between DMUs. (3) All controllable, uncontrollable, desirable and undesirable outputs in the model are considered with the possibility to transfer to the next periods. (4) A case study is given for the performance evaluation of 38 branches of an Iranian commercial bank from 2016 to 2020.

Abstract
Purpose
This paper aims to promote the higher quality development of high-tech enterprises in China. While science and technology have greatly promoted human civilization, resources have been excessively consumed and the environment has been sharply polluted. Therefore, it is particularly important for current enterprises to make use of scientific and technological innovation to maximize the benefits of mankind, minimize the loss of nature, and promote the sustainable development of our country.
Design/methodology/approach
By using DEA-Banker-Charnes-Cooper (BCC) model and DEA-Malmquist model, this paper comprehensively examines the innovation efficiency of high-tech enterprises from both static and dynamic perspectives, and conducts a provincial comparative study with the panel data of ten representative provinces from 2011 to 2020.
Findings
The research findings are as follows: the rapid number increase of high-tech enterprises in most provinces (cities) is accompanied by an ineffective input–output efficiency; the quality of high-tech enterprises needs to comprehensively examine both input–output efficiency and total factor productivity; and there is not a positive correlation between element investment and innovation performance.
Research limitations/implications
Because the DEA model used in this paper assumes that the improvement direction of invalid units is to ensure that the input ratio of various production factors remains unchanged but sometimes the proportion of scientific and technological activities personnel and the total research and development investment is not constant. In the future, the nonradial DEA model can be considered for further research. Due to historical data statistics, more provinces, cities and longer panel data are difficult to obtain. The samples studied in this paper mainly refer to the provinces and cities that ranked first in the number of national high-tech enterprises in 2020. Limited by the number of samples, DEA analysis failed to select more input and output indicators. In the future, with the accumulation of statistical data, the existing efficiency analysis will be further optimized.
Originality/value
Aiming at the misunderstanding of emphasizing quantity and neglecting quality in the cultivation of high-tech enterprises, this paper comprehensively uses DEA-BCC model and DEA Malmquist index decomposition method to make a comprehensive comparative study on the development of high-tech enterprises in ten representative provinces (cities) from two aspects of static efficiency evaluation and dynamic efficiency evaluation.

Abstract
Purpose
This investigation is designed to quantify and appraise the efficiency of resource distribution in the provision of public digital cultural services in China. By acknowledging and incorporating the realities of China's social development, the authors offer recommendations for enhancement derived from the study’s data analysis results. The research zeroes in on the dissection and analysis of the integral elements that structure the provision of public digital cultural services, and it concentrates on the associated data computation. The conclusions drawn herein are expected to serve as a significant point of reference for ongoing academic investigations and practical explorations in affiliated domains.
Design/methodology/approach
In this research, the authors utilize a hybrid methodology to meticulously evaluate the efficiency of the components that underpin the provision of public digital cultural services (PDCS) in China. The authors embark on deconstructing the various constituents within the PDCS supply framework, conducting in-depth analyses and providing cogent interpretations of each integral element. Subsequently, the authors deploy the well-regarded SBM super-efficiency model to ascertain the operational efficiency of these components. Ultimately, through a comprehensive interpretation of the measured data and the integration of extant societal development conditions, the authors put forth relevant recommendations.
Findings
The provision of PDCS in China as of 2021 had been characterized by overall good efficiency, significant regional disparity and a disconnect between inputs and outputs with weak correlations to economic and demographic data.
Originality/value
In this study, the authors provide an exhaustive deconstruction and interpretation of the public digital cultural services supply system, thereby proposing a framework for evaluating the efficiency of supply element allocation. Additionally, the authors have determined a set of distinct measurable indicators that are readily accessible for open collection. Notably, this analytical and evaluative framework designed for element analysis and measurement may also find application in efficiency evaluation research of the supply systems of other related cultural endeavors.

Abstract
Purpose
This paper aims to establish a service efficiency-oriented framework for training design and evaluation as a pivotal service procedure in the workplace to fill the gap between training and organizational performance in a service context.
Design/methodology/approach
A semi-structured interview was first employed to confirm the primary indicator for training programs and criteria design as the pivotal factor for operational efficiency. An observation experiment was subsequently conducted to reveal that the training program can be redesigned according to the concrete operation effects and influencing factors for operational efficiency in the workplace.
Findings
The proposed service efficiency-oriented training model is suggested to underline and guide the activities for training requirements, training methods, training criteria and training evaluation for the service sector. Training auditing, analyzing and redesigning based on service efficiency could help to integrate service efficiency so that service organizations can readjust their specific training needs and concise the training program in the human resource management practice.
Research limitations/implications
This study only conducted an on-site observational experiment on one of the casinos in Macau. An observational method assessed the conceptual model in the context of table game operations. More quantitative approaches like AI-assisted systems may be employed in the future. The representativeness of the sample is somewhat limited. In addition, the service efficiency-oriented training concept model is an open system that any organization could extend by incorporating more elements in each part that can be developed to meet their human resource management needs. Finally, other service-oriented organizations like airlines and banks can learn from the theoretical model proposed in this article. It is suggested that non-profit organizations would be a better research area.
Practical implications
The finding can provide organizations and practitioners with insights and tools on how to provide and evaluate service efficiency and assess employee performance.
Social implications
The proposed service efficiency-oriented training model provides a theoretical foundation for training and organizational performance for service organizations.
Originality/value
This study is the first to develop a service efficiency-oriented training framework with training needs, methods, criteria and evaluation. A service industry sample was used to verify the framework in the context of casino game pace and dealer training for table games. Suggestions for a combination of management are provided for casino operators to redesign and evaluate the dealer training program for service improvement.

Abstract
Purpose
This study aims to analyze the effectiveness and efficiency of research-based community service programs in Indonesia that used government funds in 2017–2021.
Design/methodology/approach
The design of this research is a quantitative research method using a data envelopment analysis to evaluate 370 leading universities in Indonesia. Furthermore, six analytical models were considered to compare effectiveness and efficiency between universities. It involved two resource (budget and staff academic involved), three output (intellectual property, prototype and publication) and three outcome variables (economic impact, social impact and capacity building).
Findings
The findings showed that several universities are considered necessary, with great potential to increase output and outcome efficiency in community involvement. The study mapped and divided the position of 370 universities for additional information. The effectiveness aspect provides another perspective in assessing the performance of tertiary institutions in Indonesia and can be an option for evaluating research performance to improve the quality of output.
Originality/value
The authors use data from research and community service management information systems used, both the resources used and the results. Efficiency and effectiveness of 370 universities were compared in this study, including comparing their position on the previous assessment with the assessment of the results of this study. Approach to the concept of Mandl et al. (2008) regarding the relationship between input, output and outcome as the main component of the indicators, the authors apply to analyze efficiency and effectiveness.

Abstract
Purpose
The purpose of this paper is to determine the most efficient hotels in the Indian hotel industry, the competitive positioning of these hotels, and the factors that affect their efficiency change.
Design/methodology/approach
This study conducts a two-stage analysis and uses data envelopment analysis (DEA) and Global Malmquist productivity index (MPI) approach in the first stage to calculate the managerial performance of a panel of 63 Indian hotels in 2019–2020 and their efficiency change from 2009–2010 to 2019–2020. Bootstrapped generalized least square (GLS) approach is applied in the second stage to evaluate the impact of contextual variables on efficiency change.
Findings
Using the results of the first stage analysis, the authors categorized the 63 Indian hotels into 7 distinct clusters. These clusters represent different levels of competitiveness and pace of growth. The GLS regression reveals a U-shaped relationship between hotel size and efficiency change and a negative relationship between pro social investments and efficiency.
Originality/value
This is the first study in the hotel industry that has used global MPI as a measure of efficiency change in the first stage and GLS in the second stage. In the Indian context, to the best of authors’ knowledge, no such study exists.

Practical implications
The implication of this study is to evaluate the furniture services and the chipboard industries of wood lumber as a three-stage process.
Originality/value
In some cases, DMUs include two or multi-stage process (series or parallel) operating with a structure called a network DEA. Also, in the real world problems, the data are often presented imprecisely. Additionally, the intermediate measures under the real-world conditions include desirable and undesirable data. These mentioned indexes show the value of the proposed model.

Purpose
This study aims to investigate environmental efficiency based on energy change by using energy-related or nonenergy-related variables by reckoning with months and years as decision-making units (DMUs) for a hospital under radial and nonradial models.
Design/methodology/approach
The non-oriented slack-based measures (SBM)-data envelopment analysis (DEA) model considering desirable and undesirable outputs has been embraced in this study, where its obtained results were compared with the results of other DEA models are output-oriented SBM-DEA and Banker, Charnes, & Cooper-DEA. For this purpose, this research has used a data set covering the 2012–2018 period for a reference hospital, which includes energy-related and nonenergy-related variables.
Findings
The results demonstrate that environmental efficiency based on energy reached the highest level in the winter months, whereas the summer months have the lowest efficiency values arising from the increasing electricity consumption due to high cooling needs. According to results of the non-oriented SBM model, the month with the highest efficiency in all periods is January with a 0.936 average efficiency score, the lowest month is August with a 0.406 value.
Originality/value
This paper differs from other studies related to energy and environmental efficiencies in the literature with some aspects. First, to the best of the authors’ knowledge, this study is the first one that takes into account time periods (months and years) as (DMUs for a single organization. Second, this study investigates environmental nonefficiencies, which are derived from energy uses and factors affecting energy use.
