Abstract

The City of New York was suddenly and deliberately attacked on September 11, 2001, killing thousands of people and leaving unbelievable destruction. Thirty-eight buildings and structures were destroyed or damaged, including seven buildings in the World Trade Center site completely leveled. Almost five years later, two very large contaminated buildings, Deutsche Bank at 130 Liberty Street and Fiterman Hall of Borough of Manhattan Community College, have yet to be cleaned up and demolished. Some 30 million square feet of commercial space was lost. Transportation was disrupted, including the loss of the World Trade Center PATH station, the 1/9 subway line and portions of Route 9A and Church Street. Cars were not allowed south of Canal Street for a week. For Americans this was a terrorist attack and a crime. It was a time for mourning losses and responding to disaster. There was the shock that something like this could happen. And there was more. The destruction of the WTC also posed competing environmental, economic and social threats.

Abstract

Among natural disasters, drought affected the most people worldwide during the past few decades (Obasi, 1994). Since the late 1970s, there has been a shift in El Niño-Southern Oscillation toward more warm events, closely related to a worldwide trend for intensified drought (Dai, Trenberth, & Karl, 1998). In particular, this trend was manifested as widespread droughts during 1999–2002 in the northern hemisphere (Lotsch, Friedl, Anderson, & Tucker, 2005), including Asia, and notably in Mongolia (Nandintsetseg, Shinoda, Kimura, & Ibaraki, 2010; Shinoda, Ito, Nachinshonhor, & Erdenetsetseg, 2007). The decade of 2000s has experienced increased vegetation degradation and wind erosion that resulted from decreased summer precipitation in wide areas of East Asia (Kurosaki, Shinoda, & Mikami, 2011a; Kurosaki, Shinoda, Mikami, & Nandintsetseg, 2011b). Furthermore, in general, projections of climate models have suggested that the frequency and intensity of extreme weathers will likely increase in the future (IPCC WG I, 2007). Given this background, it is vital to make an assessment of socioeconomic impacts of the extreme weathers and to develop proactive approaches to mitigating such impacts.

Abstract

The hydrologic losses due to net evaporation in the Aral Sea have interesting analogs in the interior-drainage basins of the American West. Each of the three places discussed here – the Salton Sea, Owens Lake, and Mono Lake – has its own unique historical and geographic circumstances, but the story of each place has certain parallels to the Aral Sea disaster. Each place experienced dramatic water losses during much of the 20th century, but the emergence of environmental science and law in recent decades has caused significant policy changes. The Salton Sea is still declining, and modest efforts by state and federal agencies to halt the decline are inadequate. A proposal to build dikes to save part of the water body and convert the rest to salt evaporation ponds cited the Aral Sea as a model for the Salton Sea's future. The dry Owens Lake bed yields windblown dust that exceeds the Clean Air standard for fine particulate matter (PM 10), so Los Angeles is now required to release additional water back into the basin to create more shallow wetlands. In Mono Lake, a negotiated settlement has reversed the water loss while protecting vital interests of all parties, and a substantial ecological restoration plan is being implemented. The history of the American analogs to the Aral Sea, especially the success story of Mono Lake, may indicate potential pathways to progress in reducing problems caused by large-scale water diversion.

Abstract

The observed increase in the atmospheric concentration of greenhouse gases since the industrial period, due to human activities, is very likely causing the warming of the climate system. Anthropogenic warming and rising sea levels will continue for centuries due to the time scales associated with climate processes and feedbacks. Even if greenhouse gas concentrations were to be stabilized, different types of adaptation measures are needed to cope with the inevitable change. At the same time mitigation measures aiming at decreasing greenhouse gas emissions and enhancing carbon sinks must be taken in order to reduce the potential extent of global warming. This chapter covers the main aspects of the current understanding of the physical basis of climate change, including the directly measured observations and estimated projections for the 21st century. Causes and effects of climate change are also addressed. Finally, the main uncertainties of climate projections and a few general considerations on the different ways to respond to the climate change issue are discussed.

According to a report by Food and Agriculture Organization, total forest area in the world as of 2005 is estimated at 3,952 million hectares (9,766 acres) or 30 percent of total land area (FAO, 2005a). The area of forest is unevenly distributed (FAO, 2005b). At the regional level, South America is the region with the highest percentage of forest cover, followed by Europe and North and Central America. Asia is the region with the lowest percentage of forest cover (FAO, 2005c). The forest environments are changing globally. Climate change is one of the reasons, and it affects world forest management. More attention has been devoted to timber as the major commercial aspect of forests rather than to other noncommercial resource values (Barnard et al., 1985). The purpose of forest management was once as simple as taking timbers, but it is now more complicated. When the forest environments change, the key trends of world forest management must also change. Now, generally speaking, the extent of forest resources refers to an overall maintaining of adequate forest cover and stocking of various forest types and characteristics, and the ultimate aim of monitoring the extent and characteristics of forest resources is to reduce unplanned deforestation, restore and rehabilitate degraded forest landscapes, manage forests sustainably, and evaluate the important function of carbon sequestration by forests, other wooded land, and trees outside forests, thereby contributing to moderating the global climate (FAO, 2005d).

How are our cities confronting the challenges posed by a warming climate, the loss of biodiversity, and the increasing urban heat island effect? ― This chapter discusses the opportunities and benefits of applying the concepts of renaturalization and rewilding of cities. It introduces nature-based solutions (NBS) in urban planning that are integrated with the aim to enhance urban resilience and to slow down the biodiversity decline, which can be applied in two areas: through the conception of new green neighborhoods and through the regeneration and regreening of existing but neglected parts of the city, such as postindustrial brownfields or economically weak districts.

Contact to nature is essential for human existence, urban well-being, and a good quality of life. Green spaces in cities – big or small – all contribute to health and well-being. However, many cities do not offer residents easy access to green space within the city. Improving better access and extending gardens and parks will deliver a large number of benefits, such as ecosystem services, better water management for enhanced urban flood control, and slowing down the biodiversity loss, with the potential to restore damaged ecosystems. Furthermore, additional green space and NBS help to keep cities cool during heat waves and improve the urban microclimate.

In this context, NBS and regreening can generate significant benefits for citizens, improve urban health and well-being, and offer an opportunity to effectively deploy nature to resolve major societal challenges ― such as social inclusion, food security, and disaster risk reduction. However, it is essential that the design of NBS is fully integrated with other complementary planning interventions and seeks synergies across all sectors.

Agricultural and fishery disasters are rather obscure emergency management research topics. However, the Food and Agriculture Sector is one of only 16 critical infrastructure sectors included in the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and the sector is a vital component of the United States economy. As climate change continues to increase the frequency and severity of agricultural and fishery disasters, the Food and Agricultural Sector must adapt to and cope with unprecedented levels of risk. This chapter provides an overview of federal agricultural and fishery disaster policy and explores whether such policies are consistent with Jerroleman’s (2019)principles of just recovery.
