Abstract

This paper reports an investigation into climate of an academic department of an English polytechnic. Background discussion is provided on “departmental” and climate concepts and the research approach and perspective employed for the investigation detailed. To collate and summarize “climate” data, a climate “cobweb” model is presented and then employed to examine and sum the data to form a multi‐faceted climate picture of the department.

Abstract

Purpose

To examine the role of perceived team climate in facilitating leadership and sociotechnical optimization to affect quality related outcomes in a municipal government.

Design/methodology/approach

A survey was administered to employees working in a municipal government, measuring leadership, perceived team climate, technical subsystem components, and team performance. Hypotheses were tested with multiple regression, and the fit of a path model implied by all hypotheses was tested with structural equation modeling.

Findings

Institution‐level communications and department‐level leadership had the greatest effects in shaping perceptions of team climate. Perceived team climate predicted process improvement, customer satisfaction, and employee satisfaction. Perceived team climate also substantially mediated relationships between leadership support for teamwork and technical components with these outcomes.

Research limitations/implications

Data were collected at one point in time from a single source, workers in a US municipal government. Some measures were new. A longitudinal design would strengthen causal inferences regarding the origins and effects of team climates.

Practical implications

Soft controls such as norms influence the effectiveness of teams in process improvement. Mid‐level managers have the greatest impact among leaders in creating a team climate. Open communication makes a difference to virtually every aspect of performance.

Originality/value

This paper demonstrates the importance of shaping perceptions of a team climate to facilitate process and quality improvement. It emphasizes the importance of open communications and clarifies changing roles of leadership in modern organizations. Finally, it provides rare documentation of quality management in government.

Abstract

The industrial relations climate of a steelworks was investigated through a programme of structured interviews with shop stewards and managers at all levels. Interviewees were asked how often they handled different types of industrial relations issues, how often they interacted with their opposite numbers at different levels to solve those problems, how satisfied they were with the way each of the problems were handled and, how satisfied they were with their opposite numbers' handling of industrial relations problems generally. Results shows that there was union‐management agreement about the nature of the local climate, but that the climate differed across departments in accordance with data from independent sources. The findings also indicated that in this plant the climate was more ‘issue‐centred’ than ‘person‐centred’. It was concluded that the technique could be similarly useful in other settings for the speedy appraisal of industrial relations at plant level, but that more comparative research on industrial relations climate was needed.

Abstract

Purpose

Although there are more primarily undergraduate institutions (PUIs) than research-oriented institutions (ROIs) in the United States and more professors work at PUIs than ROIs, most research on gender inequality among faculty has focused on ROIs. Do patterns of women’s numeric scarcity, gender-hostile work climates, and difficulties with work-life balance found at ROIs hold true for PUIs? This chapter examines one PUI to address this question.

Methods

We analyze data from four sources: an archival database of all professors at the institution, interviews with full and associate professors, and two surveys.

Findings

Similar to ROIs, our study found women were less likely to achieve higher ranks, and take longer than men to do so. However, we find greater numbers of women and few gender differences in perception of climate, so numeric scarcity and gender-hostile climate cannot explain persistent lags in women’s advancement. Instead, we find women struggle with work-life balance more than men, especially in science disciplines. Thus, gender parity in advancement has yet to fully emerge, despite more women in the faculty and a more equitable climate than at ROIs.

Research implications

Differences between faculty cohorts are intensified at the PUI because of changes to the institution’s mission, but our research demonstrates that not all gendered patterns found at ROIs apply to PUIs.

Practical and social implications

PUIs that increasingly emphasize scholarly output should enact family-friendly policies to support all professors, including on-campus or subsidized childcare, flexible scheduling, family leave, and dual-career hiring policies.

Originality/value

This chapter demonstrates that there are important differences between ROIs and PUIs that must be taken into account if we are to understand and remedy gender inequality in academia.

Abstract

Purpose

This chapter examines the UK and the Nigerian approach to reducing emission of greenhouse gases (GHGs) into the environment as a result of gas flaring utilising the market-based regulation. Determining how different jurisdictions fare in the quest to reduce GHG emissions associated with the oil and gas industry is essential because: policy makers have realised the advantages of market-based regulation over the command-and-control regulation; and in the light of various pledges different countries have made in different forum to reduce the emission of GHGs, particularly in the wake of the recently held Paris climate change conference.

Design/methodology/approach

Library-based approach is used, providing conceptual and theoretical understanding of climate change, GHG emissions and various market-based regulatory tools utilised in the United Kingdom and Nigeria in regulating emission associated with operations in the oil and gas industry.

Findings

The study reveals the significance of environmental regulations that encourage region integration and flexibility in the implementation of environmental policies. Moreover, it finds that the Paris Agreement re-affirms the utilisation of market-based regulations and indicates a future for investment in the oil and gas industry.

Practical implications

The study revealed that there are lacunas in regulations and strategies for the implementation of environmental regulations which need to be addressed in order to achieve zero or a significant decrease in gas flaring.

Originality/value

This study provided an ample opportunity to theoretically examine market-based regulatory tools utilised in the oil and gas industry in a developed country in relation to a developing country.

Purpose

During the past two decades a renewed interest about the role of intangible resources in determining performance of public services organisations has risen. This is particularly valid for healthcare (HC) services. HC services are knowledge intensive services basically founded, as the vast majority of their outputs, on intangible resources. Recently, some scholars have examined the relevance of organisational climate (OC) for gathering outstanding performance in HC services. Literature suggests that OC is a multifaceted concept deeply rooted in intangible resources of an organisation. Several intangible resources intervene to shape OC. Based on this consideration, the study seeks to show, through an action research (AR) project, how intellectual capital (IC) provides a useful and fresh frame for analysing intangible components of OC and planning initiatives for their effective management.

Design/methodology/approach

The study is based on the action research methodology.

Findings

The AR project highlights that analysing OC according to an IC based perspective supports the planning of management initiatives aimed to improve climate and its components and, in turn, the “value” embedded in services outcomes.

Practical implications

The examination of OC according to an IC based perspective is proposed both as a tool for identifying elements of OC which are hindering productivity, reducing effectiveness and quality of HC services and as a tool for supporting managers in designing management initiatives aimed to enhance organisational performances by leveraging OC.

Originality/value

This paper shows how the adoption of an IC lens to disentangle and examine OC can enhance the analysis of components of climate and the identification of initiatives for their effective management.

Abstract

Beyond the rhetoric of Nigeria's policymakers, there are multifaceted challenges threatening sustainable development (SD) in Nigeria under climate change (CC). To strengthen theory and practice, this chapter discusses SD under CC in Nigeria using SWOT analysis. The exploratory focus of this chapter made the qualitative research method, an interpretivist research paradigm, most appropriate. Data sourced from scholarly articles and other secondary resources were reviewed, integrated and synthesised using SWOT analysis. At the end of the SWOT analysis, four insights emerged. The strengths and opportunities of SD under CC include increased awareness and growing access to climate-friendly technologies, sustainable finance, climate-friendly agriculture, solar technologies and renewable energy solutions, among others. The weaknesses and threats include deforestation, unabated gas flaring, rising carbon emissions and exorbitant cost of climate-friendly technologies, among others. The chapter explicates the need for policymakers and regulatory agencies in Nigeria to consolidate the strengths, correct all weaknesses, harness opportunities and avert the looming threats of CC. The chapter contributes to the three themes of SD by affirming that CC comes with devastating consequences that evidently pose existential risks and threats to people, profits and the planet. Consequently, policymakers need to mobilise sufficient resources and capabilities for CC adaptation and mitigation to achieve SD in Nigeria.

Abstract

Purpose

Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states.

Design/methodology/approach

The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey.

Findings

The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states.

Originality/value

The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

Abstract

Purpose

The purpose of this paper is to investigate the development of climate change adaptation curricula. Instituting adaptation frameworks that can assist professionals to respond to climate change, yet be tailored to specific sectoral needs is crucial. Professionals working at the coalface of the climate change challenge need to build new skills and create innovative solutions in social and political contexts.

Design/methodology/approach

Using case studies, this paper reflects on the experience of developing climate change curricula at multiple levels and the obstacles to implementation of the links between curriculum and practice. This includes reflections on the necessity of interlinking political, social and economic aspects together in delivery of such a course.

Findings

The paper finds that a strictly content – based approach to curriculum development is inadequate. The context of an issue like climate change requires attention to the specific needs of the target audience, in addition to delivery of generic content, so as to achieve the industry uptake critical to ensuring social and political objectives are implemented on the ground.

Originality/value

The paper concludes by examining the utility of such educational initiatives to build community resilience, forge networks between multiple sectors and contribute to achieving social/institutional, political and economic outcomes for adaptation to climate change.

Abstract

The study investigates the effects of energy resource efficiency on the triple themes of sustainable development (economic, social and environmental dimensions). We adopt a quantitative research method, and the required macroeconomic data were extracted from World Development Indicators for a period of 30 years (1991–2020). The extracted data were analysed using correlation analysis and linear regression. Ultimately, the estimations from the three models produced mixed results. Energy resource efficiency (EFF) exerts a significant positive effect on economic sustainability (ECS), a significant negative effect on social sustainability (SOS) and a significant negative effect on environmental sustainability (EVS). However, claims on government (COG) exerted an insignificant negative effect on ECS, an insignificant negative effect on SOS and a significant positive effect on environmental sustainability (EVS). In practical terms, the findings are consistent with previous empirical studies, and they also validate X-efficiency theory (XET) and resource curse theory (RCT). The study concludes with implications, limitations and further research directions.
