Abstract

Purpose

The purpose of this paper is to explore how a multitude of demands and challenges faced by public facilities management organizations’ (PFMOs) particularly in relation to a large building stock in need of measures’ are acted upon and negotiated in practice. Specifically this study asks: What are the institutional logics (IL) that constitute the organizational context of PFMOs? How does an institutional worker navigate to create change in PFMOs?

Design/methodology/approach

Data were collected through a case study of a public facility management organization and include interviews, a questionnaire, observations and organizational documents. The analytical focus is the work of a single actor, a project manager portrayed as “the navigator” and his institutional work (IW) of developing and implementing new organizational practices, to meet current challenges and develop a more “strategic” facility management.

Findings

The complex institutional landscape faced by officials in PFMOs enforce officials responsible for implementing and developing new practices to become navigators.

Originality/value

The findings offer a rich practice-based account of the day-to-day IW carried out by actors that try to navigate complex institutional landscapes, consisting of multiple and, at times, conflicting IL. Current challenges for PFMOs are to be portrayed as multi-dimensional and the actual work to transform organizational practices in this context is highly complex, unordered and messy. The findings point towards a need for new competences and roles to tackle current challenges; geared towards integrating different logics and perspectives.

Abstract

Purpose

Heritage building management serves as a potent catalyst for sustainability, yet it poses a distinctive set of challenges. Achieving a harmonious balance between conserving the building's historical and cultural value and ensuring modern functionality and safety remains a primary concern. The present work proposes a socio-technical approach to the development and use of a digital twin (DT) that will integrate social data related to the use of heritage buildings with building and environmental data.

Design/methodology/approach

The paper presents a logical and systematic joined-up management framework to the targeted heritage buildings, according to a “Whole Building” approach. Our approach is informed by the underpinning assumption that a heritage building and even more a heritage neighborhood is a socio-technical, complex and dynamic system, the change of which depends on the dynamic interconnections of materials, competences, resources, values, space/environment, senses and time.

Findings

A heritage dynamics approach is adopted to unfold the dynamic nature of heritage and to better inform decisions that can be made in the present and future, achieving people-centered and place-based heritage management. This proposition underlines the heritage transformation as a complex systemic process that consists of nonlinear interconnections of multiple heterogeneous factors (values, senses, attitudes, spaces and resources).

Originality/value

This paper presents a multi-level framework of DTs that interact hierarchically to comprehensively understand, assimilate and seamlessly integrate intricate contexts, even when faced with conflicting conditions from diverse cultural heritage entities. This paper outlines the importance of the iterative system dynamics (SD) approach, which enables adaptive management and ensures the resilience of cultural heritage over time.

Abstract

Purpose

Is the need for stability pre-empting the need for democratic values? How can the EU cope with two contradictory security requirements: the need to promote democratic norms and to secure geostrategic interests? This paper takes on the security-democracy dilemma in a complex way that transcends the realpolitik frame overshadowing the analysis of the EU’s policy orientation in the Southern Mediterranean while considering its normative role as a fig leaf for security interests.

Design/methodology/approach

This paper investigates the EU’s foreign policy orientation reflected in the ENP in terms of the two logics of action of consequentialism and appropriateness. Tracing changes at the policy level over time between 2011 and 2015, the paper zooms into the implementation of the “new” ENP in the aftermath of the Arab uprisings in Egypt, Libya and Tunisia to highlight additional variation across countries.

Findings

Building on a document analysis of the official declarations for the policy-making level and of ENP action plans for the implementation level, the paper argues that local political dynamics and the level of the EU’s threat perception shape the EU’s response to the partner countries.

Abstract

Purpose

Social innovation is a recent theme, and the practices related to this area are characterized by punctual actions and projects restricted by time and space that make it difficult to develop strategies that can be sustained in this field. Therefore, one point that deserves to be highlighted in studies on social innovation is a matter of scalability. This paper aims to deal with a bibliometry whose objective was to map the existing studies about scalability of social innovation carried out in the Capes and EBSCOHost portals.

Design/methodology/approach

This paper deals with a bibliometry. The topic researched in this bibliometry is scalability of social innovation. The databases chosen for this research were Portal Periódico Capes and EBSCOHost because they are the leading providers of search databases.

Findings

A total of 42 papers were considered, distributed between 2002 and 2017. The analysis criteria for the study were origin (composed by year, author, country of origin, periodical and impact factor), focus of the investigations, justification, method and main techniques of research, contributions and theoretical advances and challenges and paths.

Originality/value

Among the main results found, one of them is that scalability is a topic that began to be researched recently, so that the USA and Brazil lead the research. Most of the studies focused on the scalability process and justified the importance of studies on the subject as a way to explore the potential of expanding the social impacts of a social innovation. Several studies have emphasized the role of networks as being quite positive for the scalability process and have been concerned with identifying factors that contribute to the scalability process. The challenge that most stood out among the papers was the financial sustainability of a social innovation. At the end, a research agenda was proposed.

Abstract

Purpose

The purpose of this paper is to address the barriers that Dutch housing associations encounter in implementing new procurement strategies.

Design/methodology/approach

Several aspects of purchasing, portfolio management, project delivery and supply management are discussed in relation to the changing role of housing associations as semi-public commissioning bodies in the Dutch construction industry, based on data derived from workshops with six Dutch housing associations.

Findings

Housing associations are adapting their procurement strategy towards a more integrative and performance-based approach to supply management. Due to the complexity of implementing this process, housing associations struggle especially with moving beyond pilot projects, increasing the maturity levels throughout the organisation and aligning new policies with daily practices at a tactical and an operational level.

Practical implications

Increased knowledge of change processes and seeing the potential of maturity models will be valuable for practitioners who are dealing with changes on the work floor.

Social implications

Client organisations are considered one of the key drivers of change in the construction industry. Insights into these particular organisational change processes contribute to the potential of industry reform.

Originality/value

Most studies on collaboration and integration in the supply chain focus on the inter-organisational level or on the supply side, rather than the internal organisation of the client.

Abstract

Purpose

The objective of this research is to investigate the capabilities of the ChatGPT GPT-4 model, a form of artificial intelligence (AI), in comparison to human experts in the context of construction project risk management.

Design/methodology/approach

Employing a mixed-methods approach, the study draws a qualitative and quantitative comparison between 16 human risk management experts from Finnish construction companies and the ChatGPT AI model utilizing anonymous peer reviews. It focuses primarily on the areas of risk identification, analysis, and control.

Findings

ChatGPT has demonstrated a superior ability to generate comprehensive risk management plans, with its quantitative scores significantly surpassing the human average. Nonetheless, the AI model's strategies are found to lack practicality and specificity, areas where human expertise excels.

Originality/value

This study marks a significant advancement in construction project risk management research by conducting a pioneering blind-review study that assesses the capabilities of the advanced AI model, GPT-4, against those of human experts. Emphasizing the evolution from earlier GPT models, this research not only underscores the innovative application of ChatGPT-4 but also the critical role of anonymized peer evaluations in enhancing the objectivity of findings. It illuminates the synergistic potential of AI and human expertise, advocating for a collaborative model where AI serves as an augmentative tool, thereby optimizing human performance in identifying and managing risks.

Abstract

Purpose

The present article aims at rising stream of literature about intellectual capital in healthcare organizations, by exploring how knowledge-based activities are designed to promote innovation and create value. This process concerns not only buyers and sellers of industrial products/services but, more widely, larger networks of healthcare actors which include patients, payers and health institutions.

Design/methodology/approach

To answer the research question, we adopted a conceptual approach aimed at reaching overall comprehension of healthcare innovation mechanisms. We have tracked the pivotal extant studies for catching the roots and dynamics at the base of diffusion of healthcare innovation. This article demonstrates, based on previous literature and theoretical speculations, the contribution that innovative knowledge-based activities (e.g. market access approach) make to intellectual capital in healthcare organizations to promote innovation and create value.

Findings

The results show that three knowledge-based activities of the healthcare ecosystem shape the basis of the proposed conceptual framework. First, a value co-creation strategy to develop capabilities for each health stakeholder is intended as human capital. Second, the market access approach to promote innovation is reported to the relational capital. Third, a digital servitization strategy is referred to the structural capital.

Research limitations/implications

This paper provides implications for the stream of literature about intellectual capital in healthcare organizations. It aims at exploring three knowledge-based activities as value co-creation, market access and digital servitization that respond to different intellectual capital levels components (human, relational, structural).

Originality/value

This article provides a conceptual framework based on the linkage of two fundamental streams of management studies, which correspond to innovation diffusion and intellectual capital management. This offers a more solid conceptualization for managing intellectual capital in healthcare organizations with respect to previous studies and creates value in the ecosystem.

Purpose

Engineering knowledge continuity is crucial for the life cycle management of long-lived and complex assets, such as nuclear plants, locks and storm surge barriers. At the storm surge barriers in the Netherlands, engineering knowledge continuity is not yet fully assured, despite long-standing efforts. This study aims to explore the relationship between system characteristics, the organizational demarcation of maintenance and operation and the challenges in achieving engineering knowledge continuity and provides suggestions for improvement of theory and policy.

Design/methodology/approach

Ten semi-structured interviews were conducted with professionals from various backgrounds in construction, engineering and asset management of the Dutch storm surge barriers, augmented with visits to barriers and barrier teams. A thematic analysis was used to identify and describe the challenges to engineering continuity, their origins and potential solutions. We reviewed knowledge management policy documents and asset management consultancy reports to validate the findings. Additionally, we engaged in frequent interactions with professionals at the barriers. We achieved saturation and validation once no new issues were raised during these discussions.

Findings

The thematic analysis developed multiple themes describing the challenges to engineering continuity, their origins and potential solutions. The key findings are that expert engineers are critically important to deal with redesigns induced by obsolescence. Moreover, due to barrier uniqueness, long redesign cycles and reliability requirements, conventional knowledge continuity tools are insufficient to enable new engineers to reach expert level. Finally, the thematic analysis shows that, in some cases, outsourcing should be reduced to facilitate internal learning.

Originality/value

The study introduces the application of the knowledge-based view of the firm and the concept of requisite knowledge redundancy to the long-term management of complex assets. It calls for more attention to long gaps in the use of unique knowledge and the effect on knowledge continuity.

Abstract

Purpose

The purpose of this study is to investigate and analyse the potential of existing buildings in the UK to contribute to the net-zero emissions target. Specifically, it aims to address the significant emissions from building fabrics which pose a threat to achieving these targets if not properly addressed.

Design/methodology/approach

The study, based on a literature review and ten (10) case studies, explored five investigative approaches for evaluating building fabric: thermal imaging, in situ U-value testing, airtightness testing, energy assessment and condensation risk analysis. Cross-case analysis was used to evaluate both case studies using each approach. These methodologies were pivotal in assessing buildings’ existing condition and energy consumption and contributing to the UK’s net-zero ambitions.

Findings

Findings reveal that incorporating the earlier approaches into the building fabric showed great benefits. Significant temperature regulation issues were identified, energy consumption decreased by 15% after improvements, poor insulation and artistry quality affected the U-values of buildings. Implementing retrofits such as solar panels, air vents, insulation, heat recovery and air-sourced heat pumps significantly improved thermal performance while reducing energy consumption. Pulse technology proved effective in measuring airtightness, even in extremely airtight houses, and high airflow and moisture management were essential in preserving historic building fabric.

Originality/value

The research stresses the need to understand investigative approaches’ strengths, limitations and synergies for cost-effective energy performance strategies. It emphasizes the urgency of eliminating carbon dioxide (CO2) and greenhouse gas emissions to combat global warming and meet the 1.5° C threshold.

Purpose

This study aims to analyze what promotes the adoption of open innovation (OI) in the foodservice sector. Specifically, it seeks to shed light on the bottom-up mechanisms (the microfoundations) that allow a foodservice firm to organize for OI.

Design/methodology/approach

The research design is an in-depth exploratory case study with 18 semi-structured interviews. The findings have been triangulated with documentation available on the corporate website, the project reports and direct observation. Data were analyzed using an inductive approach, coding individual interview transcripts.

Findings

This study identifies three categories of capabilities that have to be spread to different organizational levels: the capability to sense organizational triggers to change, to develop external collaborations and knowledge exchanges with different parties and the management's ability to be aware of organizational imperatives and the need to proceed with process adjustment. Results highlight the importance of sensing organizational triggers, allowing a quick switch between new strategies in implementing an OI approach. It was crucial for the company to co-develop new products and services with a large audience of stakeholders, not only limited to customers. The case remarks on the required ability of the organization and management team to activate mechanisms aimed at reconfiguring the competencies within each business unit, keeping an alignment with the needs of the stakeholders.

Originality/value

The study emphasizes the multi-level characteristics of OI and provides a framework for microfoundations on how to organize for OI. Results contribute to the recent debate on the skills and routines an organization should design and promote within their employees.
