Abstract

The system of government-run poor relief in England, dating from the sixteenth century, was not replicated in Europe until the mid- to late 1800s. In order to understand why, poor relief must be placed within the socio-economic framework of capitalism, a system of surplus appropriation which originated in the novel class relations of English agriculture. The English way of dealing with poverty was distinctive and this distinctiveness was rooted in the unparalleled expansion of capitalism in that country in the early modern era. Assistance to the poor in England emerged alongside a qualitative social change, wherein an economy rooted in custom was transformed into one based on the competitive social relations of capitalism. The main conclusion of this article is that the welfare state was not a product of industrialization but of the class structure of agrarian capitalism.

Abstract

The deadhead subculture – centered around the band Grateful Dead – has been active for 50+ years. Despite its longevity, academic work is sparse compared to other music subcultures. Given its durability and resilience, this subculture offers an opportunity to explore subcultural development and maintenance. I employ a contemporary, symbolic interactionist approach to trace the development of deadhead subculture and subcultural identity. Although identity is a basic concept in subculture research, it is not well defined: I suggest that the co-creation and maintenance of subcultural identity can be seen as a dialectic between collective identity and symbolic interactionist conceptions of individual role-identity.

Inequalities in English schools stem from numerous factors be they educational, social or economic. Thatcherite policies reshaped the education agenda in the 1980s and inequalities were ignored by successive governments until 1997 when New Labour included social objectives in its approach with measures, such as Education Action Zones and Excellence in Cities. The following Conservative-Liberal Democrat coalition and Conservative governments of David Cameron maintained such objectives through the Pupil Premium and the Universal Infant Free School Meals scheme. Theresa May’s government seems to have adopted a different policy since July 2016, focusing on meritocracy. Methodological obstacles are inherent to studies on the evolution of inequalities at school level and it may be argued that successive Cabinets since 1997 have not implemented structural reforms designed to tackle economic inequalities, thus limiting the effect of their educational reforms.
