Abstract

Purpose

In Germany, principals’ working environments are data-rich for school improvement purposes in a rather low-stakes test-regime. An effective use of externally as well as internally generated data, also known as data wise leadership, is considered to be a key competence of successful principals. The purpose of this paper is to describe data use practices in German schools, especially focussing on schools facing challenging circumstances.

Design/methodology/approach

The paper draws on findings from two projects funded by the German Federal Ministry of Education and Research. A standardized questionnaire study was conducted to measure the usage of available data for school improvement quantitatively. The perceived usefulness, the reflection upon, and the use of information sources by principals were measured. Moreover, semi-structured interviews with school leaders from schools in deprived areas were conducted, transcribed and analyzed by means of qualitative content analysis.

Findings

The results showed that internal sources of information were used frequently while (international) student assessment, statewide comparative tests, and school inspections proved to be of relatively little use for the principals’ professional practice. Moreover, there was a discrepancy between the perceived usefulness of information sources and the actual use of the data.

Originality/value

In contrast to the USA, for example, research on educational leadership and principals’ data use – particularly at schools in challenging circumstances – is rather limited in Germany. This paper seeks to take up this desideratum.

Abstract

Purpose

The purpose of this paper is to investigate how principals and school supervisory authorities understand and use feedback from mandatory proficiency tests (VERA) in the low-stakes context of Germany. For the analysis, the authors refer to a theoretical model of schools that differentiates between Autonomous and Managed Professional Organisations (Thiel, 2008a).

Design/methodology/approach

The empirical basis of the qualitative research are contrastive case studies which are focusing on individual schools and on school supervisory authorities. The selection of cases was oriented on Theoretical Sampling according to Glaser and Strauss (2005). For the analysis, the authors used a sample of upper track secondary schools (Gymnasien), four from Berlin and five each from Thuringia, Brandenburg and Baden-Wuerttemberg. In total, the authors conducted 229 structured interviews over two periods in 19 schools with different protagonists on all levels of the educational system (principals, heads of subject departments, teachers and school supervisory officials). The interview data were descriptively analysed according to procedures of qualitative content analyses (Mayring, 2010).

Findings

The analyses show a clear tendency in the direction of the Autonomous Professional Organisation within the context of VERA. However, some principals reported activities according to a Managed Professional Organisation. The traditional decoupling remains and the supervisory authorities retain their picture of the individual school as an Autonomous Professional Organisation. Both levels have a major deficit in a competent use of VERA and lack profound experience with accountability and evaluation processes.

Research limitations/implications

The sampling has certain restraints: schools of a particular type, few schools within one state, four of 16 states.

Originality/value

Even though German test-based school reforms have been in progress for one decade, systematic analyses of the reform’s relevance for leadership and for school supervisory authorities’ actions in a low-stakes context have not been conducted yet. The analysis meets this lack of research with an explorative reconstruction of principal leadership within the context of test-based school reform as well as the corresponding school supervisory officials.

Abstract

The German evidence-based model of educational governance is bureaucratically regulated, but teachers and schools are autonomous in their way of implementing requirements in schools. Accountability is ensured by regularly monitoring educational outcomes with reference to national educational standards, e.g. in the form of mandatory comparative performance tests. In this context, it is worth determining the process stages of research engagement with which the available data or evidence is associated and which purposes they can serve in teacher education and practice. Building on that, an overview is provided of the state of (mainly German) research on teachers' and school leaders' research engagement and influencing factors. This research field has flourished in the wake of the Empirical Shift in German education. By now the understanding has emerged that ultimately the depth of inferential processes is vital for sustainable development and this in turn is influenced by data, context and user characteristics. On the individual level, in particular, positive affective-motivational dispositions and research literacy are deemed important, whereas the feeling of being controlled has detrimental effects. On the school level, school culture and leadership are of impact, whereas a certain continuity of measures on the governance level proves meaningful for the engagement with data and evidence in educational practice. With regard to the German experience, it is concluded that more (funded) dialogue opportunities between different actors and professional groups in education are needed and that initial and further training should strive even more to impart a meta-reflective stance or enquiry habit of mind.

Abstract

Purpose

The purpose of this paper is to contribute to the understanding of Swedish school leaders’ relational and management work orientation, in terms of both techno and socio structure dimensions. The background is the neoliberal policy regime, underpinned by OECD and PISA, and an increased focus on school leaders’ management work.

Design/methodology/approach

In total, 26 school leaders in a Swedish municipality were interviewed, and their responses were analysed to score their expressed orientations in terms of techno structure (object and formal) and socio structure (person and symbolic) dimensions.

Findings

The school leaders had predominantly formal work orientations, expressed in comments about organising teams, scheduling teacher meetings, shaping working routines in meetings, making plans and (in some cases) creating an infrastructure. Scores for object (goal and result) and symbolic dimensions of their management orientation were low.

Practical implications

The results suggest a need to increase Swedish school leaders’ attention to object aspects, and both person and symbolic aspects of the formal or organising dimension, of their work. They also indicate the importance of establishing and communicating core symbols in compulsory schooling, like democracy and equity, to avoid external accountability pressures instrumentally shaping schools’ management.

Originality/value

In contrast to previous research, the analysis indicates that Swedish school leaders have a predominantly formal and organising work orientation, frequently with little clear goal and results orientation, or attention to professional needs and motivations of the teachers (important aspects of person orientation).

Abstract

Purpose

The purpose of this study was to validate the psychometric properties of the Wise Leadership Questionnaire (WLQ).

Design/methodology/approach

Data were collected from three independent samples from Canada, China and Morocco (n = 616). Factor analysis, first- and second-order confirmatory factor analyses, structural equation modeling and Bayesian approach were used.

Findings

Study 1 confirmed that the WLQ higher-order factor structure is the most adequate theoretical model to capture the four-factor structure of the wise leadership scale, namely, intellectual shrewdness, spurring action, moral conduct and cultivating humility which are essential for a leader to qualify as wise. Study 2 assessed and supported the criterion-related validity by approving that the higher-order wise leadership construct constituted a predictor of work outcomes such as followers’ subordinates’ performance and job satisfaction. Confirmatory factor analysis results yielded a second-order factor of the wise leadership construct with four first-order factors, namely, the four wise leadership dimensions. The correlations between the four first-order factors (i.e. dimensions) and the second-order factor of the wise leadership are positive and statistically significant in both the China and Morocco samples. They are, respectively, as follows: intellectual shrewdness (β = 0.74; 0.62, p < 0.01), spurring action (β = 0.52; 0.76, p < 0.01), moral conduct (β = 0.76; 0.62, p < 0.01) and cultivating humility (β = 0.78; 0.69, p < 0.01).

Originality/value

Results suggest that the new wise leadership construct is positively associated with followers’ subordinates’ job performance and job satisfaction directly and indirectly through supervisory support, emphasizing the added value and relevance of the WLQ.

Abstract

Purpose

This paper examines how one group of frontline health workers (nurses) amid coronavirus disease 2019 (COVID-19) pandemic perceive the Government of Ghana (GOG)'s decision to ease the lockdown restrictions when cases were increasing. This paper contributes to the literature on Igor Grossman's concept of wise reasoning and its applicability to COVID-19 management decision-making by political leaders.

Design/methodology/approach

The paper employed an exploratory qualitative design. The decision to adopt qualitative method is linked to the paucity of research on wise reasoning, political leadership and COVID-19. The paper draws on qualitative online survey with 42 nurses located in Accra Metropolis, Ghana.

Findings

The paper demonstrates that a confluence of research participants perceived the government's act of easing the lockdown restrictions to be in bad faith on account of (1) nonrecognition of different perspectives and viewpoints from stakeholders and interest groups; (2) rising number of cases which naturally make the decision to lift the restriction unwise; (3) concerns about the prioritization of peripheral issues over citizens' health and (4) concerns about limited and robust health facilities and their implications.

Research limitations/implications

The key claims must be assessed against the limitations of the study. First, the study is an exploratory study and, therefore, not intended for a generalization purpose. Second, the research participants are highly educated, and the responses in this study are skewed toward them.

Originality/value

The paper is novel in seeking to explore wise reasoning and political leadership during a global pandemic such as COVID-19. This exploratory study demonstrates that COVID-19, though devastating and causing havoc, presents an opportunity to test Igor Grossmann's wise reasoning framework about decision-making by political leaders. This extends the literature on wise reasoning beyond the discipline of psychology (the fact that all the authors are geographers) and Global North to Global South since the data for this study are gathered in Ghana.

Abstract

Purpose

The purpose of this paper is to help leaders to reflect on how to make difficult decisions by developing practical wisdom based on Indian traditions. In complex scenarios, when leaders are is crisis, they often tend to rush into decisions without proper reflection, rely too heavily on data and analytics, and demonstrate an inability to decide based on subtle, intangible and often very important elements like emotion, intuition and spiritual discernment. In this paper, the author discusses what it means to make wise decisions based on the Hindu concept of discrimination (viveka) – that is, the ability to perceive and make fine distinctions and also to notice and value quality which is very important part of spiritual discernment.

Design/methodology/approach

This paper uses four decision-making scenarios from an Indian epic Mahabharata to cast light on dilemmas that seem to trip up so many twenty-first century leaders. The author draws lessons from the four stories and highlight key challenges in decision making – developing spiritual discernment to support logic based and emotion-laden decision making.

Findings

Allowing crisis to drive decisions, failing to recognize and account for the biases and attachments, and not developing good role clarity keep leaders from making the decisions they need to, from a place of ethical clarity. The subtle but essential spirit of ethical decision making is discernment and quality of discernment increases when leaders develop “viveka” or discrimination capability and use it regularly.

Research limitations/implications

It is important to remember that developing skills in using viveka in discernment suggested in this paper requires “unlearning” some of the beliefs and practices that served leaders in the past. This framework might be thought provoking and rich conceptually but only action and practice using this framework with awareness makes managers wise leaders.

Practical implications

This paper proposes a framework for making difficult decisions and has implications for developing managers and leaders who can make decisions with discernment. Especially in these days of complexity and turbulence, we need to develop people to resolve dilemmas wisely and effectively. The framework for developing discernment by using intuition, instinct and emotions along with data effectively can help leader using this framework make wise decisions. The stories of leadership success and failure in the Mahabharata serve to remind us that reactive or unreflective decision making are not the answer to rapid change and uncertainty. Yet, leaders need to be able to make sound decisions rapidly in a complex and changeable context by paying attention to both explicit and tacit factors. Stories open up other paths to cultivating this ability of paying attention to viveka that is at the root of spiritual discernment. With clear engagement with the role of leader; the will to detach from desired outcomes; and a stance of courage, humility and ethical clarity, we have the tools we need to manage accelerating complexity, whatever its source.

Originality/value

Decision-making process is examined holistically – by bringing in recent developments in brain research along with stories and lessons from an ancient epic from India to recognize that making decisions is complex and important element that distinguishes wise leaders from smart leaders. This paper could help smart leaders gain ethical clarity by developing discernment integrating fine qualities of discrimination.

Abstract

Purpose

In the digital age, companies require leaders to foster digital transformation entrepreneurship, i.e. the organisational attitude and orientation of the creation of a new business or the development of an existing business by having at the core or embracing digital transformation as the continuous development and application of digital knowledge for companies' value creation. This paper identifies six critical competencies distinguishing the transformative leadership profile supporting enterprises' digital transformation development.

Design/methodology/approach

The paper, through a critical literature review focussing on three research streams, i.e. wise, transformative and digital leadership, addresses the following research question: What competencies characterise a digital transformative leader promoting and encouraging digital transformation entrepreneurship? Methodologically, first, explorative analysis of the literature has been carried out exploring the role and relevance of leadership in driving companies' digital transformation. Second, focussing on the three leadership perspectives, wise, transformative and digital, the critical features distinguishing each view have been identified. A set of hypotheses has been formulated to develop a framework to profile a digital transformative leader. In the third stage, the framework of the digital transformative leadership compass has been developed.

Findings

The paper profiles the digital transformative leader, a critical figure in companies competing in the digital age to nurture digital transformation entrepreneurship. Six specific competencies are synthesised and proposed throughout the transformative leadership compass. It is presented as an interpretative framework helpful to understand what affects the organisational culture and behaviours driving digital transformation. The proposed model defines theoretical foundations to operationalise an assessment framework and developing empirical research about leadership characteristics hampering and enabling successful companies' digital transformation.

Originality/value

The study proposes a novel framework based upon a critical analysis of the leadership literature. Combining insights gathered from the literature review on transformative, wise and digital leadership, the need for nurturing a transformative digital leadership allowing enterprises to stay competitive and able to change and adapt to the scenario's evolution emerged. Accordingly, the paper defines the digital transformative leader as a leadership profile sustaining organisational and digital transformation. The transformative leadership compass is proposed as a model to outline the critical competencies distinguishing a digital transformative leader capable of driving continuous company innovation and specifically digital transformation entrepreneurship.

Abstract

Purpose

This study draws upon the hybrid approach of the resource-based view and social capital theory, and aims to develop and empirically validate a model that examines the relationship amongst wise leadership, workplace friendships and open innovation (OI) in family firms (FFs).

Design/methodology/approach

An online survey was conducted to collect data from a sample of 381 firms from a developing country. Additionally, this study used AMOS software and structural equation model to empirically test the proposed hypotheses of the theoretical model.

Findings

Findings show that wise leadership has a significant, positive indirect effect on stimulating OI in FFs via its influence on building workplace friendships and overcoming knowledge–strategic and collaboration–organisational challenges.

Practical implications

To improve OI, top management teams of family businesses should encourage wise, intelligent, well-informed and strong leaders who drive change. Moreover, they should establish small group, “smart-world” networks for specialised innovation to facilitate friendship based on trust and competence, and develop the coordinating role of family leaders in these networks.

Originality/value

This study complements and advances previous research on OI in many ways. Firstly, the current study proposes a conceptual model that demonstrates the interrelationships amongst the main variables in Iraqi FFs. Secondly, this research explores the crucial mediating role of workplace friendship, which capitalises on the principles of friendship in the context of the acquisition, accumulation and exchange of knowledge, thereby overcoming the challenges associated with innovation.

Abstract

Purpose

The purpose of this paper is to understand what the principal and principal supervisor each bring and contribute to their collaborative work that is consequential for the principal’s learning and development as an instructional leader.

Design/methodology/approach

Multiple case study methodology is used to gather data from 12 principal supervisor/principal partnerships over a 16 month period in one Mid-Atlantic school district. Data sources included interviews, observational data and documents provided by participants in the study.

Findings

In productive principal supervisor/principal partnerships, findings demonstrated that the principal supervisor and the principal each brought specific antecedent characteristics to their partnership and each made contributions to the development of a productive partnership during their collaborative work. When these partnership qualities were present, principal supervisors and principals engaged in joint work, leading to robust changes in principals’ instructional leadership practice.

Research limitations/implications

This study examined the work of principals and principal supervisors in one large Mid-Atlantic school district.

Practical implications

Findings from this study have implications for districts’ assignments of principal supervisors, principal supervisor/principal selection and professional development of principal supervisors. Further, districts should create the conditions for principal supervisors and principals to establish learning-focused professional partnerships in three stages, culminating in the engagement of joint work for improvement to facilitate principals’ changes in instructional leadership practice.

Originality/value

Findings from this study illustrate the value of establishing a learning-focused partnership between principal supervisors and principals in three stages to facilitate robust stages in principals’ instructional leadership practice. A new conceptual framework displays the stages of partnership development that occur in productive principal/principal supervisor partnerships.
