Abstract
Purpose
This study aims to investigate the role of relational asymmetries in influencing the coping strategies adopted by frontline workers to deal with the policy–client role conflict.
Design/methodology/approach
A comparative analysis of three different services highlights the role of the service relationships characteristics in explaining similarities and differences in the strategies adopted by street-level bureaucrats (SLBs). The research is based on the secondary analysis of three case studies conducted in Italy: the reception system for homeless people, the job brokerage service in the public employment service and the dispute settlement procedure in the labour inspectorate.
Findings
The results underline the interaction between the characteristics of the service relationship and the different coping strategies adopted to deal with the policy–client conflict.
Originality/value
The contribution of this study is threefold. Firstly, the authors focus on the influence of the characteristics of the service relationship in terms of agency resources over SLBs’ strategies to face with users’ expectations. Secondly, the authors intend to discuss these issues analysing SLBs not only as agents with individual preferences. Thirdly, the research design allows the authors to return to the street-level bureaucracy theory its comparative essence, proposing a comparative strategy with an explorative intent.

Abstract
Purpose
Considering the case study presented, the purpose of this paper is to analyse the impact of the pandemic in local services for homeless people. Drawing from the concept of ontological security, it will be discussed how different services’ levels of “housing adequacy” shaped remarkably different experiences of the pandemic for homeless people and social workers in terms of health protection and agency.
Design/methodology/approach
This paper focuses on a case study concerning homeless services for people during the COVID-19 pandemic in the metropolitan and suburban area of Turin, in Northern Italy. In-depth interviews with social workers and participant observation during online meetings of workers from the shelters constitute the empirical data that have been collected during the first wave of the pandemic in Italy.
Findings
According to the findings, the pandemic showed shelters as unsafe places that reduce homeless people’s decision power and separate them from the rest of the citizenship. Instead, Housing First projects emerged as imore inclusive and safermore inclusive and safer spaces, able to enhance people’s power over their own lives. The pandemic did not create emerging issues in the homeless services system or discontinuities: rather, it amplified pre-existing problematic aspects.
Originality/value
The case study presented provides empirical insights to recognise at the political and organisational level the importance of housing as a measure of individual and collective security, calling for an intervention to tackle homelessness in terms of housing policies rather than exclusively social and emergency treatment.

Abstract
Purpose
This paper aims to purpose the new design and fabrication scheme of Touch Mode Capacitive Pressure Sensor (TMCPS), which can be used in a wireless integrated resistor, inductor and capacitor circuit for monitoring pressure in biomedical applications.
Design/methodology/approach
This study focuses on the design, simulation and fabrication of dynamic capacitors, based on surface micromachining using polysilicon or aluminum films as the top electrode, both structural materials are capped with a 1.5 μm-thick polyimide film.
Findings
The design of microstructures using a composite model fits perfectly the preset mechanical behavior. After the full fabrication, the dynamic capacitors show complete mechanical flexibility and stability.
Originality/value
The novelty of the method presented in this study includes two important aspects: first, the capacitors are designed as a planar cavity within a rigid frame, where two walls contain channels which allow for the etching of the sacrificial material. Second, the electromechanical structures are designed using a composite model that includes a polyimide film capping for a precise pressure sensing, which also protects the internal cavity and, at the same time, provides full biocompatibility.

Abstract
We present a critical literature review debating Brazilian research on social and environmental accounting (SEA). The aim of this study is to understand the role of politics in the construction of hegemonies in SEA research in Brazil. In particular, we examine the role of hegemony in relation to the co-option of SEA literature and sustainability in the Brazilian context by the logic of development for economic growth in emerging economies. The methodological approach adopts a post-structural perspective that reflects Laclau and Mouffe’s discourse theory. The study employs a hermeneutical, rhetorical approach to understand and classify 352 Brazilian research articles on SEA. We employ Brown and Fraser’s (2006) categorizations of SEA literature to help in our analysis: the business case, the stakeholder–accountability approach, and the critical case. We argue that the business case is prominent in Brazilian studies. Second-stage analysis suggests that the major themes under discussion include measurement, consulting, and descriptive approach. We argue that these themes illustrate the degree of influence of the hegemonic politics relevant to emerging economics, as these themes predominantly concern economic growth and a capitalist context. This paper discusses trends and practices in the Brazilian literature on SEA and argues that the focus means that SEA avoids critical debates of the role of capitalist logics in an emerging economy concerning sustainability. We urge the Brazilian academy to understand the implications of its reifying agenda and engage, counter-hegemonically, in a social and political agenda beyond the hegemonic support of a particular set of capitalist interests.

Abstract
Purpose
The purpose of this paper is to build a working definition of public administration's management capacity (PA‐MANCAP) aiming at empirically testing the existence and size of an implementation gap in public management reforms in Italy.
Design/methodology/approach
A confirmatory factor analysis is developed to assess the validity of the proposed operational measure. Data are taken from a survey administered on 204 local governments in Italy.
Findings
The validity of the measure is assessed for all the attributes that conceptualize PA‐MANCAP except for the information and communication technology dimension. Findings from a survey of 102 major Italian municipalities indicate a situation with areas of light and shadow with regard to the implementation of public management reforms in Italy.
Originality/value
The paper presents a valuable insight for both academics and practitioners in order to benchmark the managerial capacity of various local governments and to develop additional quantitative research into the determinants of the implementation gap of public management reforms in Italy and abroad.

Abstract
Purpose
Freight network planning and the application of distribution innovations are popular fields of research on sustainable urban logistics. However, considerable research on freight network design lacks a comprehensive consideration of the application of distribution innovations. This observation implies that sustainable urban freight research appears highly fragmented in topics of network design and distribution innovations. From the perspective of long-term planning, this situation possibly serves as a barrier to further promotion of sustainability. The objective of this paper is to analyze existing research gaps of literature to further promote the sustainability of urban logistics systems from a future perspective.
Design/methodology/approach
This paper employs a systematic literature review (SLR) method, which covers 164 papers and research works published in 2013–2018. The article corpus involved the innovative schemes of freight network design and the emerging delivery concepts in cities. Based on an analysis of articles' relevance, the most significant research contributions on both city logistics network design and exploitation of distribution innovations are detected.
Findings
This paper has found four research gaps in aspects of network design and distribution innovations. To respond to these gaps, we propose the research framework of sustainable and flexible future urban freight planning (SFFUFP) based on trends of city development, while discussing further research direction on urban freight planning.
Originality/value
The authors have found four research gaps in aspects of both urban freight network design and distribution innovations in which scholars could be encouraged to contribute. The research framework of SFFUFP can further promote sustainable urban logistics from a view of future management.
