Abstract

This chapter is intended to provide the reader with information and insights on the transition or transformation from socialism to a market economy in what are generally termed the transition economies. This includes countries in Central and Eastern Europe (CEE), the Commonwealth of Independent States (CIS), sometimes referred to as the Former Soviet Union (FSU), the South East European (SEE) countries, sometimes referred to as the Balkans and the major socialist economy of Asia, China. The chapter covers the critical years of reform for most of these countries, from 1990 to 2000. Some transition economies started reforming earlier, such as China which has continued state-owned enterprise (SOE) reforms to the present time. Other transition countries, primarily the SEE economies, lagged due to the conflict which raged throughout most of the region and the period of isolation which followed, particularly for Serbia. China and Serbia are sui generis for a number of reasons. They will be referenced as examples in this chapter, but they will not form part of the core statistical and data analysis.

Abstract

Purpose

This chapter reviews the economic turn in criminology to contextualise the prominence of market rationalities in penal privatisation and outsourcing in England and Wales. It illuminates how fiscal crisis and austerity have provided opportunities for transferring state penal assets and powers to private interests on an unprecedented scale. A series of scandals relating to fraud and mismanagement by private companies have revealed regulatory gaps and wilful oversight on the part of legislators. These factors virtually guarantee that state regulators will continue to be disadvantaged in asserting the public interest.

Design/methodology/approach

The chapter brings together the literatures on prison privatisation with theoretical critiques of neoliberal influences on state disaggregation. It applies those insights to recent trends and controversies surrounding the privatisation of prison and probation services in England and Wales.

Findings

The race to privatise more prisons and resettlement provisions in England and Wales is placing additional strains on an already inadequate regulatory system, which virtually guarantees that future scandals and crises relating to private sector custodianship will recur.

Originality/value

This chapter explores the under-appreciated criminogenic and governmental challenges to the regulatory environment which are brought about by outsourcing.

Abstract

This chapter draws on a study conducted in the mid 1990s to compare management differences between three different groups of South African hospitals, in order to understand how these differences might have affected hospital functioning. The groups were public hospitals; contractor hospitals publicly funded but privately managed; and private hospitals owned and run by private companies. Public sector structures made effective management difficult and were highly centralized, with hospital managers enjoying little autonomy. In contrast, contractor and private groups emphasised efficient management and cost containment. These differences appeared to be reflected in cost and quality differences between the groups. The findings suggest that in the context of a country such as South Africa, with a relatively well-developed private sector, there is potential for the government to profit from the management expertise in the private sector by identifying lessons for its own management structures, and by contracting-out service management.

Abstract

Studies of the city traditionally posit a division between a city’s economy and its culture, with culture subordinate in explanatory power to “work.” However, post-industrial and globalizing trends are dramatically elevating the importance of culture. Cultural activities are increasingly crucial to urban economic vitality. Models to explain the growth of cities from the era of industrial manufacturing are outmoded. Loss of heavy industry impacts the dynamics of urban growth, increasing the relative importance of the city both as a space of consumption and as a site for “production” which is distinctly symbolic/expressive. Some have seen globalization, the wired city, and electronic communication as destroying cities as proximity should decline in importance. This may be correct for some production concerns, but this in turn raises questions about consumption versus production decisions affecting urban growth and dynamics. Even in a former industrial power like Chicago, the number one industry has become entertainment, which city officials define to include tourism, conventions, restaurants, hotels, and related economic activities. Citizens in the postindustrial city increasingly make “quality of life” demands, treating their own urban location as if tourists, emphasizing aesthetic concerns. These practices impact considerations about the proper nature of amenities that post-industrial cities can sustain. The city increasingly becomes an Entertainment Machine, leveraging culture to enhance its economic well being. The entertainment components of cities are actively and strategically produced through political and economic processes. Entertainment becomes the work of many urban participants. We elaborate this theme in general and illustrate its force with case study materials from Chicago and a national study of U.S. mayors in cities over 25,000 in population.

Abstract

Purpose – The purpose of this chapter is to shed new light on the effects of labor market institutions and the economic conditions on self-employment composition that may help the development of a comprehensive strategy to promote job creation and sustained economic growth in the post-2009 era.

Methodology/approach – Using microdata from the European Community Household Panel for the EU-15, we analyze the effects of employment protection legislation, start-up incentives, and economic conditions on transitions from unemployment and paid employment to self-employment, as well as on self-employment survival, with a special focus on the differentiated effect of these variables on different types of self-employment.

Findings – The empirical results suggest that the coexistence of recession periods, start-up incentives, and strict employment protection may be distorting the occupational choice against true entrepreneurs and favor less entrepreneurial forms of self-employment – such as last resort or dependent. Therefore, the differentiated effect of the regulatory environment and the economic conditions over different forms of self-employment – that contribute to job creation, growth and innovation processes in a different manner – may help explaining the different incidence in terms of employment of the economic crisis across countries.

Social implications – During deep recessions, stringent labor regulations might prompt that public expenditure designed to move the unemployed back to employment favors atypical forms of employment outside the scope of labor laws, deteriorating employment rights, and the social protection of workers. As a consequence, the interaction of different LMI and the business cycle should be considered when defining the regulatory environment.

Launched in the early 1990s in the United Kingdom, Public-Private Partnerships (PPPs) induced radical changes in both the public-private boundaries and the production of state-provided services. Such ‘budgetary revolution’ impacted the biggest state spender in capital expenditures, that is, the Ministry of Defence. Today many MoDs are expected to leverage on the British experience and develop their own approach of PPPs to overcome both the ineffectiveness of their defence spending and today’s stalemate in public budgets. This chapter leverages on British experiences over the past two decades to analyse the benefits and limits of PPPs in the realm of defence. Does such contractual arrangement fit defence-related investment? This chapter explores the on-going redefinition of public and private realms in military matters and it puts into relief the key dimensions of PPPs in terms of contractual arrangement.

Abstract

The leadership of the Iraq and Afghanistan war has been criticized for reported cases of contractor corruption. This chapter examines the extent to which these wars have played out in the political agendas of candidates for President. The hypothesis is that while the two wars continue to be a key campaign issue in election cycles, the corruption narrative is a neglected part of the discourse. There are possible reasons for the disjuncture between United States (U.S.) positions against corruption by foreign governments and contractor behaviors within the defense industry, namely the impact of corruption on voters, candidates and other stakeholders. The chapter closes with lessons about the effects of corruption on agenda setting while also contributing to research on evaluation of private-public partnerships in public policy implementation and governance.
