Abstract

Purpose

School infrastructure is one of critical factors that significantly contribute to the educational outcomes, and therefore, maintaining the high quality of school infrastructure becomes of critical importance. Due to the ageing of school assets over time in combination with budget constraint and rapid growth of student enrolment, many public schools are currently struggling to maintain the required standard for long term. However, to date, the goal of providing the best maintenance practices to public schools has not been achieved.

Design/methodology/approach

The present study focuses on studying the balance between the asset and maintenance management strategies and the funding model through conducting state-of-the-art literature review and qualitative analysis in the context of public schools in Australia and other developed countries around the world. Review of journal articles, different government reports and other available resources were used to collect and analyse the data in this study.

Findings

As part of this review, significant under investment in maintenance and asset renewals were identified as main challenges in asset management in public school facilities. Although different maintenance strategies were used in school infrastructure, adequate funding, adequate robust asset management plans (AMPs) and the involvement of private sectors have been identified as the key factors that govern the success in school infrastructure maintenance. It also shows that funding of approximately 2–3% of asset replacement value (ARV) on school infrastructure is required to maintain school facilities for long-term. Further, the procurement methods such as public private partnership including private finance initiatives (PFIs) have shown great improvements in maintenance process in school infrastructure.

Originality/value

The study provides a review of different AMPs and funding models in school infrastructure and their efficiencies and shortcoming in detail. Different states and countries use different maintenance models, and challenges associated with each model were also discussed. Further this study also provides some conclusive evidence for better maintenance performance for school buildings.

Abstract

Purpose

This study aims to develop a hierarchical reliability framework to evaluate the service delivery performance of education public–private partnerships (PPPs) effectively and efficiently during long-term operations.

Design/methodology/approach

The research design included development and test phases. In the development phase, three performance layers, i.e. indicator, component and system, in the education service delivery system were identified. Then, service component reliability was computed through first order reliability method (FORM). Finally, the reliability of the service system was obtained using dynamic component weightings. A PPP school example in Australia was set up in the test phase, where performance indicators were collected from relevant contract documents and performance data were simulated under three assumptive scenarios.

Findings

The example in the test phase yielded good results for the developed framework in evaluating uncertainties of service delivery performance for education PPPs. Potentially underperforming services from the component to the system level at dynamic timepoints were identified, and effective preventative maintenance strategies were developed.

Research limitations/implications

This research enriches reliability theory and performance evaluation research on education PPPs. First, a series of performance evaluation indicators are constructed for assessing the performance of the service delivery of the education PPP operations. Then, a reliability-based framework for service components and system is developed to predict service performance of the PPP school operations with consideration of a range of uncertainties during project delivery.

Practical implications

The developed framework was illustrated with a real-world case study. It demonstrates that the developed reliability-based framework could potentially provide the practitioners of the public sector with a basis for developing effective preventative maintenance strategies with the aim of prolonging the service life of the PPP schools.

Originality/value

Evaluating education PPPs is challenging as it involves long-term measurement of various service components under uncertainty. The developed reliability-based framework is a valuable tool to ensure that reliability is maintained throughout the service life of education PPPs in the presence of uncertainty.

Purpose

Unlike manufacturing and research and developments, major infrastructure projects rarely emphasize or drive their objectives on the basis of innovation. This is in part because of a risk-averse culture, yet conceivably great benefits and opportunities are being lost because of this behavior.

Design/methodology/approach

The case for focusing on innovation in infrastructure projects is that the reasons driving innovation are not fully understood, and this impedes the effective implementation of lessons learned for the numerous innovative projects into practice more generally. The purpose of this study was to discover how innovation is produced and captured in major infrastructure projects in Australia and to understand how innovation may be replicated for future projects through refinement of design, project management, finance and procurement.

Findings

Engineering and project managers may find this paper helpful to better understand how innovation might happen in infrastructure projects and what different forms it can take.

Originality/value

The findings of this study demonstrate that people and culture drive consistent successful infrastructure outcomes more than simply the development of new products or processes.

Abstract

Purpose

The purpose of this paper is to investigate the outcomes of Indonesian power projects as representative projects of Asian emerging economies that were procured via public-private partnerships (PPPs) and traditional public sector procurement. Power generation infrastructure delivery in emerging economies frequently seeks private participation via PPPs as one of the key mechanisms to attract private finance. Undertaking a comparative benchmark study of the outcomes of Indonesian power projects provides an opportunity to explore the historic evidence as to whether PPPs deliver better outcomes than traditional public procurement in emerging economies.

Design/methodology/approach

This paper reports on a study of the performance of 56 Indonesian power projects procured via either PPPs or traditional procurement. First, it focusses on project time and cost outcomes of power plant facility during construction and commissioning and then extends this comparison to consider the operating availability of power plants during their first two years of operation.

Findings

The results indicate that PPP projects had superior time and operating availability to those procured traditionally whereas no significant differences were identified in the cost performance between PPPs and traditionally procured projects. These findings highlight the importance of adopting policies that are supported by broader sources of international financiers and high quality power plant developers.

Research limitations/implications

The quality performance analyses of projects (based on equivalent available factor indices) were limited to the power plants in the Java-Bali region where the majority of projects are large scale power plants.

Practical implications

This study provides an empirical basis for governments of emerging economies to select the most beneficial procurement strategy for power plant projects. It highlights the importance of selecting experienced providers and to adopt policies that attract high quality international project financiers and power plant developers. This includes the need to ensure the commercial viability of projects and to seriously consider the use of cleaner power technologies.

Originality/value

This study is the first to compare the outcomes of power projects in Asian emerging economies delivered via PPPs against those delivered by traditional public procurement that includes consideration of the quality of the delivered product.

Abstract

Purpose

This paper aims to develop a practical tool to evaluate the outcomes of innovative practices in the building and construction industry.

Design/methodology/approach

A practical tool was proposed. It is an online tool programmed in a JavaScript environment. A previously developed and tested framework was the basis for this tool. Six case projects were used to test and validate the reliability of the tool. The outcomes of the building projects were categorized into six categories of economic, quality, social, environmental, satisfaction and soft and organizational impacts.

Findings

The most important finding of this research was that the evaluation of innovation in building and construction would be possible only if the subjective assessment is tolerated to include the non-monetary outcomes in the evaluation, as well as the monetary outcomes.

Research limitations/implications

The findings of this research are limited to the domestic and medium density building projects; thus, the outcomes might be generalized with appropriate care. The developed tool would assist practitioners in the field of building and construction to realize the impacts of innovation introduced into their projects. The project owners and developers could be the main audience of this tool.

Practical implications

The main contribution of the current study into the literature is the consideration of tangible and intangible outcomes of innovation together. In other words, this tool not only evaluates monetary outcomes but also takes into account non-monetary outcomes. It has been stated in the literature that 80 per cent of firms choose “non-numeric” project selection models (Meredith and Mantel, 2006). To provide a full representation of the reality, this model considers both numeric and non-numeric measures by applying both quantitative and qualitative evaluation methods. The project owners and developers could be the main audience of this tool. It is worth mentioning that this tool is the first attempt of its kind for building and construction projects, and it is applicable and fully practical.

Originality/value

This tool is the first attempt of its kind to evaluate practically the outcomes of innovation in the building and construction industry. The tool practicality and applicability in the real-world project is a privilege which gives more reliability and credibility to the proposed approach of innovation evaluation.

Abstract

Purpose

A study of the current practices for evaluating the ex-post performance of public-private partnership (PPP) school projects in Australia via literature review and qualitative case studies has found that no consistent approach exists for evaluating operational performance. A detailed critique of international PPP audits and practices has identified existing gaps in ex-post performance evaluation. Through a process of comparative analysis and industry confirmation, a performance analysis technique aligned with international practice has been developed that can be utilised by the educational departments across Australia to evaluate the ex-post performance of PPP projects (PPPs). The paper aims to discuss these issues.

Design/methodology/approach

This paper opted for qualitative archival analysis of case studies using pattern matching, explanation building, time series, and comparative analysis. The data used for document analysis included value reports, project summaries, and contract documents, as well as local and international audit guidelines.

Findings

This paper reviewed current practices, identified a range of processes, and reported the best practices. However, consideration of the approaches taken in the UK and Australia for evaluating operational performance indicates that current techniques lack consistency.

Research limitations/implications

The developed ex-post performance measurement framework is limited to Australian PPP school projects and, at this stage, cannot be generalised to other social PPP projects.

Practical implications

The paper includes implications for the development of better performance evaluation practices and audits.

Social implications

An enhanced framework for measuring operational performance will increase the accountability of taxpayers in the content of their utilisation by the government.

Originality/value

This paper presents an enhanced ex-post performance measurement framework for education departments across Australia.

Purpose

Although the construction industry is known for its low level of innovation and slow pace of change, some of its characteristics not only make this sector unique but also provide some opportunities to innovate. Innovation evaluation has become one of the priorities for building practitioners. This study aims to develop a practical methodology to evaluate the outcomes of innovation in small building and construction projects.

Design/methodology/approach

The research used three real case projects and information along with what was found in the literature. A framework was developed based on an extensive literature review of innovation outcomes evaluation.

Findings

The outcomes of the building projects were categorized into six categories of economic, quality, social, environmental, satisfaction and soft and organizational impacts. It was found that the outcomes of innovative practices in construction projects could be evaluated if subjective assessment is tolerated. The findings of this research are limited to the domestic and medium-density building projects, thus the outcomes might be generalized with appropriate care. Abstract

Purpose

The initiation phase of capital projects is critical as this is where the highest number of options exist for modifying the project with minimal expenditure. Government and large organisations frequently involved in major capital projects have extensive procedures for this phase, yet organisations having an operational focus (like major container terminal stevedores), that only occasionally undertake capital projects face the dilemma of the trade-off between project planning and the management of operations. This research reported in this paper investigated the impact of industry operational considerations on the initiation of capital projects.

Design/methodology/approach

In addition to an extensive literature review, a living research investigation of real projects initiated by a stevedoring company operating in Australia has been observed; the primary author of this paper spent six months as a participant/observer and witnessed the initiation of 12 capital projects. The collected data was qualitatively analysed using a four-step coding method.

Findings

The findings confirm that project initiation is a challenge for organisations who only spasmodically undertake capital projects and available project management frameworks do not necessarily consider the impact of such an organisation's culture. Issues identified that may have a negative impact on the initiation phase include lack of workplace trust, high individualism, ineffective interdepartmental communication, lack of resources and engineering and safety complexity.

Originality/value

The study investigated an underexplored industry within the context of project initiation, using the Australian stevedoring as a case study. This initial investigation suggests that a tailored project management framework is needed for the initiation phase of projects to reflect the unique nature of the stevedoring industry and by inference other industries that have a strong operational focus.

Abstract

This paper presents a detailed case study of how a European heating contractor analysed the commercial viability of privately financing a critical component of the construction of new apartment heating systems in return for ongoing maintenance contracts. The adaptation of some of the concepts of more complex concession or Build Own Operate and Transfer (BOOT) contract arrangements for use on a small scale project are discussed. Some details of this simple form of privately financed contact are presented. Specifics of the funding mix between construction and fitout costs, capital equipment costs and ongoing maintenance agreements are discussed and related to the market price for energy. The example demonstrates the potential for this type of delivery mechanism for small scale construction. The constructor maintained a reasonable margin and profit during a period of economic recession, new clientele was developed and business expanded to provide a whole of life service. The developer was able to renovate a facility for a lower capital cost than would otherwise have been possible, and the user gained a state of the art heating system without any increase in heating costs.

Abstract

Purpose

Many electricity projects in Asian emerging economies involve private finance using Public Private Partnerships (PPPs) yet problems remain in terms of project initiation, commercial structuring, and financial arrangements. The motivation to pursue previous PPP power projects has been unduly influenced by the ability to attract finance rather than an independent assessment of value for money (VfM) of the project. The purpose of this paper is to present the development of VfM framework for improving investment sustainability of PPP power projects in Asian emerging economies.

Design/methodology/approach

The drivers for achieving VfM in projects involving both public and private participants have been determined by a critical review of international practices and the development of sustainable energy systems using grounded theory. These drivers have been used to cross-analyse six Asian PPP power projects.

Findings

The evaluation of the case study projects identifies the key determining linkages between the project structure, financial and commercial arrangements, and technical solutions with the ultimate project outcomes. It has been established that project outcomes can be improved through the inclusion of VfM considerations, energy security, and environmental sustainability. On the basis of this investigation, a conceptual governmental decision framework for future investment in PPP power projects is proposed.

Originality/value

Advocating a VfM framework for assessment of PPP power project proposals in Asian emerging economies is a new approach and offers enhanced benefits both to the public and private sector.
