Abstract

This chapter addresses the following questions: To what extent do the socio-economic characteristics of circular/repeat migrants differ from the migrants who return permanently to the home country after their first trip (i.e. return migrants)? And, what determines each of these distinctive temporary migration forms? Using Albanian household survey data and both a multinomial logit model and a maximum simulated likelihood (MSL) probit with two sequential selection equations, we find that education, gender, age, geographical location and the return reasons from the first migration trip significantly affect the choice of migration form. Compared to return migrants, circular migrants are more likely to be male, have primary education and originate from rural, less developed areas. Moreover, return migration seems to be determined by family reasons, a failed migration attempt but also by the fulfilment of a savings target.

Abstract

Over the last few years, impacts of environmental variability on population migration have been an increasing concern over the world. Estimates have suggested that between 25 million and 1 billion people could be displaced by climate change over the next 40 years. Though it is very difficult to delineate the specific drivers behind human migration, an attempt has been made in this chapter to discuss various reported cases across the world and more specifically, India where environment has played a major role in population movement. The chapter begins by outlining important definitions of migration and environmentally induced migration. It focuses on how environmental change and environmental hazards, especially water scarcity, contribute to human migration by exploring the mechanisms through which vulnerability and migration are linked. The process of movement and migration is usually subject to a complex set of push and pull forces, where push forces relate to the source area while pull factors relate to the destination. Emphasizing water scarcity as one of the prime push factors behind migration, various instances of population movement have been discussed from various parts of India. Understanding the importance of migration in development of a sustainable society, the chapter identifies various gaps that need to be addressed, which, in turn, will help in incorporating environment-induced migration into the decision-making process.

Abstract

Germany has become one of the major destination countries for labour migration within the European Union. The German government introduced temporary restrictions on labour migration after the eastern enlargement rounds of 2004 and 2007. These barriers had little impact on the overall volume of labour mobility. Rather they were accompanied by new “atypical” forms of mobility through the posting of workers, self-employment and seasonal workers, which according to EU rules are covered only by a minimum of host country regulations. The combination of temporary restrictions on regular migration and the opportunities through atypical mobility created strong incentives for companies to engage in ‘regime shopping’ strategies. This contributed to a considerable growth in outsourcing, subcontracting and flexible use of external labour added to pre-existing dynamics of low-wage competition, segmentation and fragmentation in the German labour market. Using data on the different forms of intra-EU migration to Germany, the article analyses the different paths that labour migration has frequently used since the fall of the Iron Curtain. First, it maps the changes in magnitude, character and direction of intra-EU labour mobility to Germany and the relative weight of the different channels through which such movements occurred from 2000 to 2015. Second, the article discusses the various responses by the government by the extension of collective agreements and the statutory minimum wage.

Abstract

At a time when migration policy has moved to the centre of national and European policy agendas, the three Baltic states are taking their first steps towards building a cohesive policy response to emigration. This is especially important in the wake of the global financial crisis, which generated an increased outflow from the Baltic states.

The Baltic states are facing variety of challenges in part caused by this movement of mainly working-age men and women: demographic issues related to an ageing society, labour market challenges and social security system sustainability. Within this context, the discussion of human resource losses is growing in the public sphere in the Baltic states.

Based on interviews with experts in labour and migration in Estonia, Latvia and Lithuania and a review of key national policy documents, this article analyses the commonalities among and differences between these three countries’ national responses.

Despite some variations in the characteristics and extent of emigration from the three countries, the interviewed experts agree that the European Union’s policy of free mobility is socially and economically problematic. As the interviews indicate, there have been strong calls in Latvia and Lithuania for a more cohesive intra-European migration management policy to address current imbalances between EU member states and ensure that the loss of human resources in sending countries is accounted for in the recruitment policies of receiving countries. On another hand, Estonia experiences more circular movement patterns and demonstrates a rather liberal view towards migration issues, seeing a virtue in the (regional) open market.

Abstract

Meng-Hsuan Chou starts the anthology with Chapter 2, ‘EU Mobility Partnerships and Gender: Origin and Implications’. Here she shows how current EU regulations regarding migration came to be formed they way they are and how this development was motivated. She not only explores the circumstances under which European Union (EU) mobility partnerships were established, but also examines the effects in terms of migration flows. She raises the question of how the migration policies of the receiving states gender migratory flows, and also wonder whether instrument formulations are intentional or unintentional. While previous research has mostly examined these issues from the perspective of national migration policies, Chou finds that a supranational viewpoint still is missing, a gap in the literature she here aims to fill in. The EU migration instruments known as the ‘mobility partnerships’ are established by participating EU member states and certain third-world countries with the aim of facilitating circular migration. Chou approaches her questions through empirical analysis of three different data sets: (1) existing studies on the migration-development nexus, European migration policy co-operation and EU mobility partnerships; (2) publicly available reports and official EU documents and (3) position papers circulated amongst national delegates who prepared for, and defended their domestic positions at, the Tampere European Council summit. She suggests that the European governments rarely had ‘gender balance’ as priority when it came to border control. However, by definition and design, EU policies are meant to affect migratory flows. To discern how, it is necessary to look more closely at what happens in practice when member states implement the measures (e.g. from the EU level to the national/bilateral level).

What is the role of the state in gendering transnational migration? Although a central question to studies of the migration–gender nexus, Pessar and Mahler (2003) maintain that our existing knowledge concerning this relationship is still rudimentary (cf. Hondagneu-Sotelo, 2003). In the few studies that have sought to uncover this dynamic, the investigative focus has been on the role of sending countries. For instance, in Goldring's (2001) classic study, we learned that Mexican state policies/programmes have contributed to biasing political representation of the two sexes in favour of men in transnational spaces. Similarly, Tyner (1999) uncovered the importance of national policies in gendering migration from the Philippines. He reported that the government's decision to pursue an economic strategy premised on export of labour has effectively ensured that its citizens fulfilled the gendered roles specified by foreign demands (i.e. men for construction in the Middle East, and women for domestic work in Asia) (Tyner, 1999, pp. 683–684).1

Abstract

Temporary and circular migration programs have been devised by many destination countries and supported by the European Commission as a policy to reduce welfare and social costs of immigration in destination countries. In this chapter, we present an additional reason for proposing temporary migration policies based on the characteristics of the foreign labor-effort supply. The level of effort exerted by migrants, which decreases over their duration in the host country, positively affects production, real wages, and capital owners' profits. We show that the acceptance of job offers by migrants results in the displacement in employment of national workers. However, it increases the workers' exertion, decreases prices, and thus can counter anti-immigrant voter sentiment. Therefore, the favorable sentiment of the capital owners and the local population toward migrants may rise when temporary migration policies are adopted.

Abstract

The main purpose of the chapter is to explain the impact of labour market security on migration-related decisions, especially in terms of push-pull factors theory. There are different ways to understand work-related security; the chapter discusses the importance of job security, employment security and income security from labour migration perspective. The article presents the existing body of literature on theoretical concepts as well as on some methodological facets of the measurements of the level of particular aspects of work-related security. Special attention is paid to labour migrants in terms of their working conditions in both sending and receiving countries. An overview of previous migration studies proves that the issue of migrants’ labour market security was not the subject of any in-depth analyses. There are, however, many examples of research showing that, under certain conditions, migration decisions are influenced by, among others, the generosity of a welfare state, stability of job and the desire to achieve the so-called normal life. In the case of migrants from third countries (e.g. from Ukraine), income security is of particular importance alongside remuneration.

Abstract

Culture is not new to the study of migration. It has lurked beneath the surface for some time, occasionally protruding openly into the discussion, usually under some pseudonym. The authors bring culture into the open. They are concerned with how culture manifests itself in the migration process for three groups of actors: the migrants, those remaining in the sending areas, and people already living in the recipient locations. The topics vary widely. What unites the authors is an understanding that though actors behave differently, within a group there are economically important shared beliefs (customs, values, attitudes, etc.), which we commonly refer to as culture. Culture and identity play a central role in our understanding of migration as an economic phenomenon; but what about them matters? Properly, we should be looking at the determinants of identity and the determinants of culture (prices and incomes, broadly defined). But this is not what is done. Usually identity and culture appear in economics articles as a black box. Here we try to begin to break open the black box.

Abstract

This study reveals that despite the negative effects of migration, the Tanzanian government has not done enough to address migration-related health issues. This is owing to inadequate data or information about effects of migration in the country. Dodoma region, the focus of this study, is selected for its migration-inducing factors as they relate to the declining health status of its inhabitants. Harsh climatic conditions causing irregular and inadequate rainfall and prolonged drought have led to a severe decline of the health of the poor. The region is entirely dependent on subsistence agriculture and livestock production. The small-scale production is locally practiced at household level. Extreme poverty motivates rural people to migrate to cities with the main migrant groups being middle school (about 13 to 15 years old) and high school dropouts (15 to 18 years old), and youth including young parents (18 to 35 years old). The rural-urban migration conjoined with harsh climatic conditions significantly downsizes local population, available agricultural labor force, and further endangers food security. More importantly, however, due to exposure to HIV in the cities, most migrants who are unable to find city jobs return home terminally ill with HIV/AIDS, which further adds to impoverishment of rural families and to downsizing of rural population.
