Abstract

The rich heritage in the Caribbean in a year-round warm weather environment gives the region an advantage over other regions in the rebound of tourism. The coronavirus pandemic has conditioned travelers to seek safe and healthy methods in their recreation. The region has a wealth of cultural activities, such as Junkanoo in The Bahamas, Kadooment in Barbados, and Carnival in several countries, and tourists can enjoy them outdoors throughout the year. This is not possible in many regions around the world during the colder seasons. Additionally, outdoor historical sites, such as Columbus' landfall in San Salvador Island or the Rolle plantations on Great Exuma island, should be restored and serve as means to attract millions of visitors interested in the world's history and culture. Capitalizing on cultural and historical interest in the region would enhance the marketing of a territory's destination, add to the economic value of the destination, and improve the tourist's experience on the island. While this has been discussed for decades, focusing on historical and cultural tourism is now imperative to the region's tourism rebirth. This renovation and restoration of cultural and historical sites should be financed and managed through public–private partnerships.

Abstract

Against a broader global and regional shift toward “quality education for all,” the chapter explores education policy developments and trends related to teacher education and professional development in Latin America and the Caribbean. We examine how multilateral education policy circulation and regional horizontal cooperation has guided these education policy developments. The chapter is organized into three parts. It first provides a discussion of educational multilateralism and new forms of horizontal cooperation, as it relates to educational development efforts. We argue that these new forms of multilateralism and horizontal cooperation guide the development of policies that seek to enhance both educational equity and quality education, particularly through advancing teacher education and professional development. The second section explores several recent education policy trends that relate to teacher education and professional development in Latin America and the Caribbean, and the challenges that Ministries of Education face when designing and implementing programs of teacher education and professional development. Lastly, the chapter examines the role of regional organizations in promoting new forms of regional horizontal cooperation specific to teacher education and professional development, focusing on the example of Organization of American States’ (OAS) Inter-American Teacher Education Network (ITEN).

Abstract

This chapter will discuss the relationship between globalisation and higher education, focussing specifically on the University of the West Indies (UWI) as its case study. This work will examine how closely the present policy objectives of the UWI are linked to the changing structures within higher education systems in the global arena. An argument is being made that currently, there are two overarching conditions which are transforming the structures and practices of higher education, namely globalisation through its policy affiliate, neo-liberalism and the incorporation of new information and communication technologies into the knowledge activities of research, publication and pedagogy. Through globalisation, higher education and knowledge production are thwarted as the neo-liberal positivist discourse champions the market-centric approach and higher education becomes embroiled in mass consumption and commodification. The globalisation of higher education therefore encompasses such issues as life-long learning, web-based delivery and distance education. However, this piece will not speak about the issues of technology and its impact on higher education, but address the impact of neo-liberalism on higher education.

There are several small territories in the Caribbean that have not yet gained their independence and remain under the control of a metropolitan power. These include the territories governed by the United Kingdom (UK) and the Netherlands. This chapter analyses the way in which education policy and reform are enacted in these quite unusual circumstances – with pressures and influences both from the territories and their respective metropoles. The chapter is constructed around two interlinked parts. The first considers the broader political and economic relationships that exist, and the place that education has within them. Both the UK and the Netherlands use language, such as, “partnership,” “prosperity,” and “renewal” to describe their approach to the territories, including in relation to the education sector. However, both governments have used different mechanisms to facilitate change – the British have a slightly more detached approach, while the Dutch are more hands-on. This has important implications for the way in which education is managed in their territories and the consequences that result – and these issues are explored further in the second part of the chapter. By focusing particularly on the Dutch BES (Bonaire, Saint Eustatius, and Saba) islands and Bermuda (a UK Overseas Territory), the chapter traces the contours of recent education reforms, and evaluates the advantages and disadvantages of the particular approaches taken. The more flexible approach of the UK is perhaps preferable, but here too concerns are raised about neocolonialism and the lack of sensitivity when it comes to local norms and practices.
