Abstract
With the purpose of creating a forum for discussion on the scope and nature of building performance evaluation. This paper provides a definition of performance measurement from an organisational perspective, and a review of three leading industry tools for post‐occupancy evaluation that examines the gap between evaluation and measurement. The paper concludes by asking what role facilities managers might play in building performance appraisal, what barriers cost imposes on measurement of the built infrastructure, and what are the limitations regarding the methods included in the review.

Abstract
Purpose
Modular construction is an innovative method that enhances the performance of building construction projects. However, the performance of steel modular construction has not been systematically understood, and the existing measurement methods exhibit limitations in effectively addressing the features of steel modular building construction. Therefore, this study aims to develop a new performance measurement framework for systematically examining the performance of steel modular construction in building projects.
Design/methodology/approach
This study was conducted through a mixed-method research design that combines a comprehensive review of the state-of-the-art practices of construction performance measurement and a case study with a 17-story steel modular apartment building project in Hong Kong. The case project was measured with data collected from the project teams and other reliable channels, and the measurement practices and findings were referenced to establish a systematic performance measurement framework for steel modular construction.
Findings
Considering steel modular construction as a complex socio-technical system, a systematic performance measurement framework was developed, which considers the features of steel modular construction, focuses on the construction stage, incorporates the views of various stakeholders, integrates generic and specific key performance indicators and provides a benchmarking process. Multifaceted benefits of adopting steel modular construction were demonstrated with case study, including improved economic efficiency (e.g. nearly 10% cost savings), improved environmental friendliness (e.g. approximately 90% waste reduction) and enhanced social welfare (e.g. over 60% delivery trips reduction).
Originality/value
This paper extends the existing performance measurement methods with a new framework proposed and offers experience for future steel modular construction. The measured performance of the case project also contributes in-depth understanding on steel modular construction with benefits demonstrated. The study is expected to accelerate an effective uptake of steel modular construction in building projects.

Abstract
Purpose
This paper aims to address a dilemma raised in the accounting literature on how managers of creative practices can produce and use accounting measurements that support employees’ self-determination to create whilst also building trust in them to work for the interests of the organisation.
Design/methodology/approach
Using pragmatic constructivism as a paradigmatic setting, the paper develops a learning method of trust building as a way for organisations to produce and use accounting measurements. Empirical analysis of the European Capital of Culture Aarhus 2017 demonstrates the method in action.
Findings
The study displays a learning method of trust building as an effective way for organisations to account for their creative practices without intruding on the creative process of the people involved. The method involves proactive judgement and pragmatic observation of the trustworthiness of the actors’ language games, construction of quality in the conceptual structures of management narratives and measurement models, and learning that narrows the gap between the actors’ proactive judgement and the pragmatic observation of trustworthiness. Through such processes, including principles of truth, dialogical interactions, ongoing reflections and co-authorship, trust can be built in self-determining, creative actors to drive intentional results.
Research limitations/implications
The learning method of trust building extends the literature on trust building and on knowledge processes of performance measurement of actors in creative practices.
Originality/value
This is the first attempt in the accounting literature to develop a learning method of trust building.

Abstract
Purpose
The purpose of this paper is to identify key performance indicators (KPIs) and categorize them based on specific aspects of facility performance measurement in order to facilitate a holistic performance assessment.
Design/methodology/approach
A qualitative approach, based on the literature, is adopted. This approach relies on an extensive literature search of extant research papers, assessment reports, surveys and presentations to identify KPIs. The KPIs are arranged in appropriate categories based on their purpose and content.
Findings
The paper identifies indicators for performance measurement and classifies them into four major categories: financial, physical, functional, and survey‐based. Indicators are arranged from general to the most specific indicators. The list presents indicators with their description, units of measurement, and literature sources.
Research limitations/implications
Future research could focus on further analysis of the list of KPIs in order to generate a more concise list of easily measurable indicators that exhibit wide applicability and valid categorization.
Practical implications
The lack of proper categorization hampers frequent and widespread use of performance metrics by the industry. This study proposes a list of KPIs and presents it in appropriate categories so it can be used more practically by facility management practitioners.
Originality/value
The list of KPIs generated covers aspects of facility performance assessment and shows wider applicability; thus, it could be utilized by practitioners for a holistic assessment of a wide range of facilities.
