Abstract

There is growing concern that some groups without access to high‐speed broadband networks, e.g. those residing in rural and remote areas, will be unable to benefit from online education, health and government services, etc. Such concerns have led to arguments that universal service obligations (USOs) should be upgraded to include access to broadband. This paper reviews the arguments and concludes that, at this stage of broadband development and diffusion, there is no convincing case for USO‐type mandates. Since the case for broadband USOs should be intermittently revisited, the paper proceeds, nevertheless, to explore what would be involved in a systematic review of this issue.

Abstract

Purpose

This paper aims to study the results of the public aid programmes, through supply-side subsidies, for ultra-fast next generation access (NGA) broadband deployment that have been developed in The Canary Islands since 2013. These findings will, in turn, hopefully help the policymakers of archipelagos define their own ultra-fast broadband development plans.

Design/methodology/approach

An empirical approach has been used, based on the observation of the historical results obtained in the archipelago and the way broadband was diffused throughout the territory.

Findings

Results show that the broadband has developed asymmetrically in the archipelago, which, in turn, has caused the onset of a triple spatial digital divide. It was also observed that some aspects of the current way that such programmes are created and, consequently, the way that public funds are allocated, that could be improved and might help prevent geographical discrimination. Lastly, several insights have been presented for further investigation.

Originality/value

A large amount of scientific research has been carried out studying ultra-fast broadband NGA networks deployment. Less literature can be found on this topic when considering the specificities of fragmented territories like archipelagos. This paper tries to contribute with some empirical insights about such specific scenarios.

Abstract

Purpose

This paper aims to compare the costs of deploying different wireless terrestrial broadband technologies in the Andes and Amazon Regions of Peru. These areas are representatives of different and challenging geographic regions throughout the globe that currently are severely underserved or unserved for vital broadband services necessary to bridge the “Digital Divide”.

Design/methodology/approach

The broadband technologies studied include Wi-Fi, Worldwide Interoperability for Microwave Access (WiMAX), long term evolution (LTE), TVWS and new stratospheric platforms (super-pressure balloons). This study conducts a technical analysis (design and simulation) of wireless broadband networks, and a bottom-up engineering cost analysis to estimate and compare the deployment and operating costs of the networks over a 10-year period. The analysis also identifies potential regulatory barriers to deployment associated with spectrum allocation licenses and overbooking requirements intended to improve quality of service.

Findings

Comparison of the capital and operating expenses of these options over a 10-year period finds that LTE and Wi-Fi can be the lowest cost alternatives, though significantly, stratospheric balloons have the lowest initial costs for the first few years and can factor as a low-cost broadband catalyst early in deployment. Finally, the lowest cost technology broadband roadmap for the 10-year period is presented, which includes using stratospheric balloons (carrying micro-LTE base stations) for the first years and deploying complementary terrestrial LTE networks for the rest of the 10-year period.

Originality/value

This study presents detailed technical and engineering cost analysis results of wireless access network deployments, including advanced wireless technologies and new unmanned aerial systems, to expand broadband services to rural areas in mountainous (Andes Region) and rainforest (Amazon Region) geographies to reduce the digital divide in emerging countries. Results aim to aid governments, regulators, internet service providers (incumbents and competitive) and content providers to assess current alternatives to expand broadband service in these rural areas.

Abstract

Purpose

The primary purpose of this study is to examine the implications of consolidation in the US cable industry in terms of deployment of advanced broadband services in local markets.

Design/methodology/approach

This study estimates a cable operator's deployment of advanced broadband services using a binary probit model of profits from advance broadband services.

Findings

This study finds that larger and more powerful multiple system operators are limited in the transfer of efficiency deployment of advanced broadband services in local markets; therefore, the implications of the efficiency of horizontal integration do not have significant meaning.

Originality/value

Previous literature examined the relationship between horizontal integration, rates and the quality of traditional video services. By examining the relationship between horizontal integration and deployment of advanced cable services in local markets and making a policy suggestion for further consolidations in the US cable industry, this study fills a gap in extant cable industry research.

Abstract

This article examines the changing pattern for strategic deployment of broadband by BT. BT’s initial attempts to deploy the technology through its ISP failed due to key commercial and technological weaknesses. Thereafter BT shifted to a more strategically defensive strategy based on securing its position of dominance on the UK local access market. This strategy proved considerably more successful. This strategy to deploy a mass market broadband created an evident industrial/corporate strategy interface as BT’s corporate objectives aligned with public policy objectives of creating a universally accessible broadband product. The result of this interface has been to place BT at the heart of the “Broadband Britain” programme – a position that contravenes the original intentions of the UK Government.

Abstract

Purpose

The paper aims to analyze the key structural changes required for an effective competitive new media market via digital transmission. It also aims to explain the institutional obstacles to achievement of broadband deployment in Western nations by reference to East Asia's success.

Design/methodology/approach

The paper identifies major trends and demonstrates evolving competition principles in the European Union media sector by discussing cases and literature in the deployment of broadband content and carriage.

Findings

The paper finds primarily that institutional barriers to reform of competition in both broadband and copyright fields create bottlenecks in any policy reform process. It goes on to consider models that have succeeded, in peer‐to‐peer content, cable and satellite television content, mobile telecommunications and East Asia, concluding that reform in fixed broadband is unlikely in the near‐term.

Originality/value

Policy discussion in copyright and telecommunications needs to be broadened to consider structural flaws in the institutions that govern these regimes. The paper takes a broad Northian view of institutions to encompass governance via markets, state and society in order to provide this view.

Abstract

Access to high-speed Internet is essential for full and consequential participation in the civic, economic, and education systems of modern life. Yet 30% of Californians continue to lack “meaningful Internet access” at home. This digital divide is worse among already disadvantaged communities and prevents rural, lower-income, and disabled individuals from fully participating in the civic, economic, and education systems of life in 2018. This chapter establishes the magnitude of the digital divide, examines the factors that contribute to the Divide, and looks at which groups are most affected. Successful government programs that invested in utility infrastructure and adoption, such as the Rural Electrification Act, the American Reinvestment and Recovery Act and the California Advanced Services Fund, are examined to provide a foundation for broadband specific policy recommendations. The chapter sets up a framework for policy recommendations by segmenting the population based upon the concepts of material and motivational access and establishing meaningful Internet access as the goal for policy-makers. The chapter puts forth a number of specific policy recommendations to address the technological disparity and prevent it from furthering the economic and educational divides.

Abstract

Broadband networks, enabling high‐speed and always‐on Internet connections, are now seen by many to be critical for economic growth and development, both at the national and global level. Much energy has been invested in the deployment of broadband infrastructure around the world, and governments and industry have now begun addressing the demand side of the broadband challenge, i.e. ways in which to encourage take‐up among users. The present article zooms in on one of the leading countries in broadband, Iceland. It examines the main strategies, policies and regulations in place for promoting broadband in a country that has the world’s highest number of Internet users per capita, and posits on the main opportunities and challenges that lie ahead.

Purpose

The purpose of the paper is to address the issue of demand for broadband access and the specific role that bandwidth plays in this context. The aim is to assess available empirical evidence regarding the dynamics of bandwidth consumption in different countries and to discuss implications for public policy regarding the deployment of ultra-fast broadband infrastructures, in particular vis-à-vis the Digital Agenda for Europe (DAE).

Design/methodology/approach

The approach adopted uses publicly available empirical data in order to derive patterns of the development of broadband demand in previous years as well as regarding current demand in specific countries. The authors contrast these findings with information on the deployment of broadband infrastructures in these countries.

Findings

The relationship between availability of fast broadband and the use of bandwidth by consumers appears to be richer and more complex than many have assumed. Availability of fast broadband does not alone appear to determine the level of use. This suggests that a more balanced approach between supply side and demand side measures is likely to be warranted.

Originality/value

The paper provides new evidence on the relationship between the speed of fast broadband infrastructure and its use by consumers.
