Abstract

Rural welfare is more than addressing problems of ‘poverty’. As we argue here, social policy initiatives are also conceived by governments as solutions to geographical problems about uneven regional development and population distribution. What these problems were, and how welfare provision could solve them, has varied from generation to generation and takes shape in place-specific ways. That welfare provision has operated as de facto geographical development and population policy is particularly the case in Australia, in its context of massive continental size and heterogeneous rural places. In Australia, the ‘rural’ means much more than just the ‘countryside’ surrounding or between networks of cities and towns (in the traditional European sense; see Gorman-Murray, Darian-Smith, & Gibson, 2008). ‘Rural Australia’ is inserted into national politics as a slippery geographical category, coming to encompass all of non-metropolitan Australia (each of Australia's states only having one major city), within which there is great diversity: broadacre farming regions involving the production of cash crops at scales of thousands of squared kilometres; regions producing rice and cotton with state-sponsored irrigation; coastal agricultural zones with smaller and usually older land holdings (often the places of traditional ‘family farming’ communities); single industry regions focused around minerals extraction or defence (many of Australia's major defence bases being located outside state capitals either in sparsely populated regions in Australia's north or in smaller ‘country towns’ in the south, where they dominate local demography); semi-arid rangelands regions dominated by enormous pastoral stations leased on Crown land (single examples of which rival the United Kingdom in size); and remote savannah and desert regions many thousands of kilometres from capital cities, supporting Aboriginal communities living on traditional country mixing subsistence hunting and gathering with government-supported employment and food programmes. In this context, rural welfare performs a social policy function, but also becomes a means for government to comprehend, problematise and manage geographical space.

Abstract

Purpose

Describes how in‐house training has reduced employee turnover and improved employee effectiveness in the sales and purchase and remortgaging sections of a UK law firm.

Design/methodology/design

Details what gave rise to the training need at Barnetts, of Southport, how the training need was met and the results that have been achieved.

Findings

Reports that the award‐winning training has helped to the company to “grow its own” employees and concentrate on recruiting new assistants and training and developing existing trainees and assistants. It has also helped to cement a link between skill levels and remuneration.

Practical implications

Reveals that the company has secured two major contracts directly from high‐street lenders, which already account for 14 percent of its remortgage turnover. Claims that this could not have been achieved without having the staff and training in place.

Originality/value

Shows that an unforeseen benefit is that assistants now move between sections and teams when necessary with minimum disruption, as they have all received exactly the same training and, where appropriate, have passed tests to assess their competence.

Abstract

Major demographic trends are affecting the work schedules of U.S. employees with likely consequences for health and quality-of-life outcomes. These trends include long work hours, at least for some groups of employees, and an increasing proportion of employees in the U.S. and other countries who are working nonstandard work schedules. This chapter contains a review of the empirical literature linking the number of hours worked and the distribution of those hours at the individual and couple level to a variety of outcomes, cross-sectionally and longitudinally. In addition, because the majority of U.S. workers live in dyads (Jacobs & Gerson (2004). The time divide: Work, family and gender inequality. Cambridge, MA: Harvard University Press), major attention is given to the impact of work hours on the employee's spouse as well as on the employee. It is also noted that the relationship between work hours and outcomes might be different among employed single women with children. Data are presented from two new studies conducted by my research team to fill some of the critical knowledge gaps. Finally, I suggest some directions for future research.

Abstract

Purpose

This paper presents an historical reconstruction of the radicalisation of Alan Fox, the industrial sociologist and a detailed analysis of his early historical and sociological writing in the classical pluralist phase.

Design/methodology/approach

An intellectual history, including detailed discussion of key Fox texts, supported by interviews with Fox and other Biographical sources.

Findings

Fox’s radicalisation was incomplete, as he carried over from his industrial relations (IR) pluralist mentors, Allan Flanders and Hugh Clegg, a suspicion of political Marxism, a sense of historical contingency and an awareness of the fragmented nature of industrial conflict.

Originality/value

Recent academic attention has centred on Fox’s later radical pluralism with its “structural” approach to the employment relationship. This paper revisits his early, neglected classical pluralist writing. It also illuminates his transition from institutional IR to a broader sociology of work, influenced by AH Halsey, John Goldthorpe and others and the complex nature of his radicalisation.

Community Care is a major policy initiative in Scotland, involving an annual expenditure of nearly £750m by local authority social work departments and substantial investment by health and housing agencies. The principles of the policy that people should be cared for at home or in homely settings are broadly supported, but unease about implementation remains. Scotland has retained a greater ratio of long‐stay hospital provision, and dependence on residential solutions to community care needs remain high. The inception of the new Scottish Parliament in 1999 will bring new challenges and opportunities for the development of this key policy.

Abstract

This chapter argues that if Austrian economics is to attain the influence, impact, and esteem enjoyed by comparable traditions, it cannot continue to produce research that only and always reaches free market conclusions. While the foundational principles of Austrian economics are incompatible with socialism, this does not settle every policy question in favor of laissez-faire. Factors such as historical circumstances and the particularities of local contexts should lead Austrians to take seriously some arguments in favor of government intervention. Freed from its ideological shackles, Austrian economics can provide a powerful toolkit for positive, scientific research addressing the most important questions in contemporary political economy.

Abstract

At the turn of the twenty-first century, a “new orthodoxy” in explaining homelessness had emerged in the field of homeless research. Combining structural and individual factors, the consensus is that people with personal problems are more vulnerable than others to the structural conditions of becoming homeless.

Drawing on a three-year ethnographic study of older homeless people (aged 50 years and above) in Singapore, this chapter highlights three issues with this new orthodoxy. The first is the continued reliance on a strict dichotomy of structural and individual factors. This strict dichotomy does not reflect the realities in people’s lives. The “individual vulnerabilities” of older people in the study had structural dimensions that must be considered as well. The second is the framing of individual vulnerabilities as individual pathologies. This way of framing homelessness results in the assumption that there is something deficient with all people who are homeless that requires correction. Such a view is encapsulated in the compulsory institutionalisation and rehabilitation of rough sleepers in Singapore. The final and most fundamental issue is the problematic association of individual vulnerabilities with one’s heightened risk of becoming homeless. Older people in the study did not become homeless solely because they had more personal problems or issues than others. Rather, multiple pathways (or life events) that encompass both structural and individual factors weakened their ability to draw resources from work, family and friends and government assistance. Homelessness occurred when older people in the study ran out of all these three options.

Nuffield College was founded in 1937 by Viscount Nuffield, ‘to encourage research especially but not exclusively in the field of social studies, and especially by making easier the co‐operation of academic and non‐academic persons’. Its principal aim is to provide facilities for the research work of its Fellows, and for the training of graduate research students, and it differs from most Oxford colleges in having no undergraduates. The building of permanent premises was delayed by the war, but since 1949 work has progressed rapidly and last year the college occupied one wing of its permanent home.
