Abstract

This paper uses Leon Trotsky’s theory of Uneven and Combined Development (UCD) in order to transcend both globalising and methodologically nationalist theories of the global political economy. While uneven development theorists working in economic geography have demonstrated the logical corollary of capitalist development and the completion of the world market in the persistence of geographic unevenness, they fail to specify or problematise the role of states in this process. This leads to an ambiguity about why the states system has persisted under conditions of deep economic integration across states. State theorists, meanwhile, tend to exclude the world market and system of states as conditioning factors in state (trans)formation. For this reason, much state theory offers only a contingent account of the relationship between patterns of capital accumulation and states’ institutional forms. Geopolitical economy, with its focus on the competitive interrelations between states as constitutive of capitalist value relations, is well placed to transcend the pitfalls of these twin perspectives by closely engaging with the theory of UCD. UCD provides a nonreductionist means of integrating global processes of capital accumulation with their distinctive and peculiar national mediations. A research programme is developed to operationalise UCD for purposes of concrete research – something lacking from recent development in the field.

Abstract

Purpose

To demonstrate how generational as well as gendered identities impacted on researcher-researched relationships built during the interview process, engendering specific insights about contemporary British grandfathering.

Methodology/approach

An ‘ad-hoc’ reflection of interview transcripts and researcher field notes generated from 31 qualitative interviews with men who are grandfathers, to reflexively interrogate how various identity markers operated within my encounters with them, as a young female researcher.

Findings

Men positioned me within a grandparent-grandchild relationship during the interviews, which afforded specific insights into contemporary grandfatherhood, including the socio-historical context in which grandfathering takes place. Whilst perceptions and assumptions about gender influence how participants perceive researchers, focusing too rigidly on gender is problematic. It risks re-enforcing potentially stereotypical assumptions about men and women, thus downplaying the contradictions and paradoxes inherent in men’s constructions and performances of their diverse later life identities, as well as obscuring the complex intersectionalities and power relations that operate in the field.

Originality/value

To argue that the concept of ‘betweenness’ aids in developing a more robust understanding of the complex and knowable negotiations of similarity and difference within research encounters.

Abstract

Purpose

I build on a strong foundation of prior studies about expatriate compensation in general to provide an overview of changes in expatriate compensation, from home- to host-based approaches, during the past 10 years.

Methodology/approach

Underpinned by findings from academic and practitioner literature, I review and integrate studies of expatriate compensation and global talent management to outline the challenges and opportunities home- and host-based compensation approaches present to MNEs.

Findings

Home-based compensation is becoming an outdated and overly expensive model that is often ineffective in moving MNEs’ global competitive advantage to where it needs to be, leaving host-based approaches as the only alternative. But the use of host-based “cheaper” compensation approaches can also lead to unintended outcomes for MNEs in terms of unforeseen opportunity costs (such as the loss of critical talent) arising from shortsighted compensation decisions.

Practical implications

I argue that expatriate compensation works best when it is not based on an employees’ home-country status but instead on the role that he or she performs locally. I suggest a host-based compensation approach — global compensation — that is based on the worth of the position rather than where the individual has come from. Such an approach is more equitable because it is performance-based thereby eliminating overpaying and perceived unfairness. It is much simpler to administer than home-based compensation because it represents an extension of most MNEs already existing domestic (home country) pay-for-performance model.

Originality/value

Despite more than 10 years of new compensation practices being implemented and reported by global mobility practitioners, very little has been studied or written by scholars about some of the recent changes in expatriate compensation over the past decade. The chapter addresses this gap in academic literature.

Abstract

This chapter analyses the current situation and perceptions of quality assurance (QA) in adult education (AE) in Latvia. In the Latvian context, QA in AE is a challenge. According to recent studies, QA should have a formative character in order to facilitate targeted benefits for adult learners, whereas in practice AE in Latvia is more focussed on the institutional perspective rather than the individual’s needs and wishes. This is in contrast with the humanistic approach to adult learning and andragogy principles, which emphasise learner-centred education. The aim of the chapter is to research opportunities for improving the QA process in AE in Latvia in order to increase personal benefits for an individual. The systematic review of scholarly papers, monographs, scientific reports on QA in AE conducted in Latvia in the twenty-first century indicated a contradiction between the theoretical concepts applied to AE in Latvia and the implementation of the QA process in practice. This chapter contributes to the overall understanding of the terminology used in AE in the country, analyses the prevailing concepts and elaborates conclusions for QA improvements based on humanistic pedagogy principles.

Abstract

Purpose

To identify the trajectories of occupational mobility among non-EU immigrant workers in Europe and to test empirical data against neoclassical human capital theory that predicts upward occupational mobility and labor market segmentation theories proposing immigrant confinement to secondary segments.

Methodology/approach

Data from survey and semi-structured interviews (2,859 and 357, respectively) with immigrants from Brazil, Ukraine, and Morocco in the Netherlands, the United Kingdom, Portugal, and Norway. Multinomial regression analysis to test the likelihood of moving downward, upward, or stability and identify explanatory factors, complemented with qualitative evidence.

Findings

We found support for the thesis of segmented labor market theories of limited upward occupational mobility following migration. However, immigrants with longer residence in the destination country have higher chances of upward mobility compared to stability and downward mobility, giving also support for the neoclassical human capital theory. Frail legal status impacts negatively on upward mobility chances and men more often experience upward mobility after migration than women.

Research limitations/implications

Findings reflect the specific situation of immigrants from three origin countries in four destination areas and cannot be taken as representative. In the multinomial regression we cannot distinguish between cohort effects and duration of stay.

Social implications

Education obtained in the destination country is very important for migrants’ upward occupational mobility, bearing important policy implications with regards to migrants’ integration.

Originality/value of paper

Its focus on trajectories of mobility through migration looking at two important transitions: (1) from last occupation in the origin country to first occupation at destination and (2) from first occupation to current occupation and offers a wide cross-country comparison both in terms of origin and destination countries in Europe.

Abstract

This critique asks how much allegedly “transnational terrorist threats,” as framed by the events of 9.11.01 and their aftermath, are a displaced struggle for global social justice mediated through cultural, religious, and ethnic conflicts. The loosely articulated transnational networks of anti-Western Islamic fundamentalists, which appear to be behind the attacks of 9.11.01 as well as many previous incidents, have concentrated their efforts on finding vulnerabilities in several major Western nation-states, even though many of their attacks have been directed mostly against high-profile U.S. targets.

A major focus of analysis for this study is asking to what extent Hardt's and Negri's “Empire” vs. “the Multitude” thesis is, or is not, substantiated by the nature of the 9.11.01 terrorist actions. The post-9.11.01 global response to these attacks, the multinational invasion of Afghanistan in October 2001, the new opening of the NATO alliance to Russia with operations outside of Europe, and the anti-terrorism campaigns inside many nation-states are signs of a different approach to national and transnational security that reflects a global struggle between newly found enemies and newly affirmed allies. On balance, there are many indications that these terrorist attacks are aimed at the U.S., but the role of the United States in the workings of what Hardt and Negri call “Empire” does lend support for seeing some Islamic terrorist networks as a counter-globalizing, anti-empire resistance movements that express class, cultural, religious, and ethnic conflicts caused by enduring economic inequalities in today's grids of globalization.

Nonetheless, the battleground of this unusual struggle continues to be found in nation-states, so their crosscurrents of social justice need to be addressed. Here the paper will look very closely at the outsourcing of military services in Iraq and Afghanistan to private contractors, foreign coalitional allies, and foreign national recruits in the U.S. military as another sign of class, gender, ethnic, and racial inequalities.
