Abstract

Purpose

African regional integration and market-building processes have not lived up to their expectations in terms of the development of intra-regional international business and the contribution to reaching broader socioeconomic development goals. The purpose of this paper is to critically reflect on the indicator-based monitoring tools that have been designed and used to assess these processes.

Design/methodology/approach

The assessment is based on a comparative analysis of all relevant cases for which information is publicly available. Complementary expert opinion has also been taken into account.

Findings

This study finds that there is room for improvement of the existing monitoring systems, both with respect to their governance and technical aspects, so that they can have more impact on the respective integration processes and can better guide the business strategies.

Originality/value

This is the first systematic comparative assessment of indicator-based monitoring systems for African regional integration.

Abstract

Purpose

Since the handling of environmentally sensitive products requires close monitoring under prescribed conditions throughout the supply chain, it is essential to manage specific supply chain risks, i.e. maintaining good environmental conditions, and ensuring occupational safety in the cold environment. The purpose of this paper is to propose an Internet of Things (IoT)-based risk monitoring system (IoTRMS) for controlling product quality and occupational safety risks in cold chains. Real-time product monitoring and risk assessment in personal occupational safety can be then effectively established throughout the entire cold chain.

Design/methodology/approach

In the design of IoTRMS, there are three major components for risk monitoring in cold chains, namely: wireless sensor network; cloud database services; and fuzzy logic approach. The wireless sensor network is deployed to collect ambient environmental conditions automatically, and the collected information is then managed and applied to a product quality degradation model in the cloud database. The fuzzy logic approach is applied in evaluating the cold-associated occupational safety risk of the different cold chain parties considering specific personal health status. To examine the performance of the proposed system, a cold chain service provider is selected for conducting a comparative analysis before and after applying the IoTRMS.

Findings

The real-time environmental monitoring ensures that the products handled within the desired conditions, namely temperature, humidity and lighting intensity so that any violation of the handling requirements is visible among all cold chain parties. In addition, for cold warehouses and rooms in different cold chain facilities, the personal occupational safety risk assessment is established by considering the surrounding environment and the operators’ personal health status. The frequency of occupational safety risks occurring, including cold-related accidents and injuries, can be greatly reduced. In addition, worker satisfaction and operational efficiency are improved. Therefore, it provides a solid foundation for assessing and identifying product quality and occupational safety risks in cold chain activities.

Originality/value

The cold chain is developed for managing environmentally sensitive products in the right conditions. Most studies found that the risks in cold chain are related to the fluctuation of environmental conditions, resulting in poor product quality and negative influences on consumer health. In addition, there is a lack of occupational safety risk consideration for those who work in cold environments. Therefore, this paper proposes IoTRMS to contribute the area of risk monitoring by means of the IoT application and artificial intelligence techniques. The risk assessment and identification can be effectively established, resulting in secure product quality and appropriate occupational safety management.

Abstract

Assessment is at the core of high-quality education. When educators purposefully engage in assessment, the learning experiences and outcomes of all students, especially of students diagnosed with specific learning disabilities (SLDs), are improved. In this chapter, we discuss assessment as unfolding within a framework that includes purposes, processes, and tools of assessment existing in the educational context. We open the chapter with an explanation of this framework. Then, in Part 1, we review the construct of SLD and detail how assessment is used within prominent approaches to diagnosis. In Part 2, we discuss how assessment is used to inform instruction before and after diagnosis. We ground our discussion in a vignette that follows Tess, a student who, at the beginning of third grade, has undiagnosed SLD in the area of reading. We show how educators at Tess's school collaborate in the purposeful use of assessment to inform instruction before and after Tess's diagnosis of SLD, highlighting traditional and innovative assessment techniques along the way.

Abstract

Purpose

The purpose of this paper is to illustrate the assets of a preventive conservation approach for historical timber roof structures, as a means to improve the quality and durability of maintenance and repair interventions.

Design/methodology/approach

The advantages of a preventive approach for historical structures were identified based on two analyses: a study of the structures’ behaviour and an investigation of existing approaches in current practice. The two main identified advantages of the approach, the cyclic process-approach and the potential of knowledge enhancement, were hereafter conceptually implemented in existing approaches.

Findings

Current practices focus on single curative interventions, and monitoring is often considered redundant. The importance of monitoring and knowledge enhancement is demonstrated based on the theory of complex adaptive systems (CAS). A preventive conservation approach for historic timber roof structures allows integrating these insights.

Research limitations/implications

The analysis of current practice is a sample survey, and the proposed preventive conservation approach is presented at a conceptual level. Future research foresees a more elaborated study of current practice and detailed validation of the developed approach.

Originality/value

Three new contributions to the existing research on preventive conservation are: arguments for the implementation of a preventive approach, based on an analysis of the structures’ behaviour; the identification of limitations of current approaches that can be tackled in a preventive conservation approach; and the integration of the existing international guidelines and the principles of preventive conservation into a conceptual approach for the monitoring and management of these structures. Furthermore, the research paper demonstrates how timber structures can be understood as CAS, which is a novel viewpoint.

Abstract

Purpose

The purpose of this paper is to investigate how training or exercises are assessed in local government emergency management organisations.

Design/methodology/approach

An investigative review of the resources available to emergency managers across North America and within New Zealand, for the evaluation and monitoring of emergency management training and exercises was conducted. This was then compared with results from a questionnaire based survey of 48 local government organisations in Canada, USA, and New Zealand. A combination of closed and open ended questions was used, enabling qualitative and quantitative analysis.

Findings

Each organisation's training program, and their assessment of this training is unique. The monitoring and evaluation aspect of training has been overlooked in some organisations. In addition, those that are using assessment methods are operating in blind faith that these methods are giving an accurate assessment of their training. This study demonstrates that it is largely unknown how effective the training efforts of local government organisations are.

Research limitations/implications

Further study inspired by this paper will provide a clearer picture of the evaluation of and monitoring of emergency management training programs. These results highlight that organisations need to move away from an ad hoc approach to training design and evaluation, towards a more sophisticated and evidence‐based approach to training needs analysis, design, and evaluation if they are to maximise the benefits of this training.

Originality/value

This study is the first investigation to the authors’ knowledge into the current use of diverse emergency management training for a range of local government emergency offices, and how this training impacts the functioning of the organisation's emergency operations centre during a crisis.

Abstract

Purpose

This paper aims to investigate the compliance of Saudi shareholding companies with the requirements of internal control as set by the Saudi standard on internal control and its impact on the profitability of these companies.

Design/methodology/approach

A questionnaire was used to collect data about the compliance with internal control requirements, and four measures of profitability including earnings per share (EPS), return on assets (ROA), return on equity (ROE) and profit margin (PM) for profitability were calculated using data from the financial statements of these companies. Then, Multiple Regression and t-test were used to analyze the data and test the hypotheses.

Findings

The results of the study revealed that the degree of compliance with all components of internal control is very high. It also appears from the analysis that the effect of internal control and its components on ROA and ROE is significant and positive, while the effect on EPS and PM is positive but statistically insignificant.

Practical implications

Corporate managements should review the effectiveness of the implementation of internal control requirements, especially those related to control environment, information and communication and monitoring.

Social implications

The findings of the study shed light on the relevance of internal control systems of the Saudi shareholding companies in improving the financial performance of the these companies, which is expected to help in safeguarding the interests of all interest groups and improve the society’s well-being.

Originality/value

The paper provides new evidence about the relationship between internal control and profitability in the Saudi Arabian environment. The findings of the study add good contribution to the literature because they direct our attention to the expected effect of the environment on the relationship between internal control and performance. The results may suggest that there is a need to expand this study using other methodologies to delve into the depths and understand this phenomenon within its context.
