Abstract

Purpose

The purpose of this article is to describe the quantitative evaluation of an engineering monograph approval plan using circulation analysis.

Design/methodology/approach

The circulation frequency of titles purchased under the approval plan was analyzed, and compared with the circulation frequency of all engineering books during the same time period, purchased both individually and through the plan.

Findings

It was found that 23 percent of the approval plan books circulated, compared with 6 percent of engineering books as a whole. There was considerable variation in circulation frequency between engineering disciplines, but approval plan books circulated much more frequently in all subject areas.

Research limitations/implications

This study assesses circulation only during the most recent complete year, which means that the approval plan books are all new books. However, more than half of the books in the engineering collection are less than ten years old, so age is unlikely to be the only reason for the much higher circulation of approval books.

Practical implications

Since this evaluation concludes that the approval plan does have value for Rowan University's users, such a plan might be worth considering by other academic libraries looking for a better way to obtain new engineering monographs which serve user needs.

Originality/value

While the circulation data described in this study reflect the unique needs of the Rowan University user community, they can serve as a useful benchmark for engineering librarians who want to assess the usage of their monograph collections. The study also has value for academic librarians who are evaluating an approval plan from YBP or another vendor.

Abstract

The libraries of the four CONSORT Colleges (Denison University, Kenyon College, Ohio Wesleyan University, and The College of Wooster) are working together to build a broader collection of library materials with less duplication. One mechanism has been the creation of a shared approval plan, developed in partnership with their approval plan vendor, YBP Library Services. Both the libraries and the vendor faced opportunities and challenges in developing a plan that would be easy to implement, accommodate the various internal selection and acquisitions procedures, maximize the use of vendor services, and support the project goal. The lessons learned and the methodologies developed by this experimental project provide a promising model for monographic cooperative collection projects in a consortial setting.

Abstract

Purpose

In Bangladesh (BD), delays in infrastructure are common. Many previous studies have explored the causes of infrastructure delays. However, this study investigated the causes of delays by taking responses from the stakeholders who are responsible for planning, design, funding, approval and implementation. There are few studies that have related infrastructure project delays to heterogeneity in stakeholders’ perceptions.

Design/methodology/approach

A structural equation (SE) model is developed with 350 normally distributed data points to understand the heterogeneity in stakeholders’ perceptions regarding delays in infrastructure projects in BD. Additionally, the relative importance index (RII) approach is used to assess the responses, validating the SE model.

Findings

The study finds that among the three latent variables, “Project itself related delay” has more influence on delays in infrastructure projects. Among the observed variables under the “project itself related delay” latent variable, “DPP approval process” has the most significance. From the heterogeneity analysis, the study found differences in responses among the stakeholders from “the Engineering Department,” “the Planning Office” and “the Construction Firm/Industry.” An important class of stakeholders believes that their stage is not being delayed and that other stages require attention.

Research limitations/implications

The data sample is 350. More data can improve the accuracy of the findings. Most of the respondents are civil engineers (74%) and represent the owner of the project. Sample data from more stakeholders’ will enhance the accuracy of the result.

Practical implications

This study addresses the requirements of Bangladeshi project stakeholders and how their interactions cause delays in projects. Furthermore, the opinions of other stakeholders are taken into consideration when determining the specific factors of individual stakeholders that are causing delays. Practically, the distance between stakeholders should be reduced. A project manager can play a role in this regard. Initiatives should be taken on how to complete the project quickly by eliminating the requirements discussed among the stakeholders and bureaucratic complications. Instead of placing blame on one another, stakeholders should take the initiative to figure out how to work together to finish the project on schedule. The Planning Commission’s approval of the Development Project Proposal (DPP) and Revised Development Project Proposal (RDPP) should be obtained as soon as possible by owner stakeholders. In order to avoid frequently changing the DPP, owners should also exercise greater caution when choosing contractors. Contractor stakeholders should use efficient and proper manpower and equipment so that unexpected delays are not created during the execution of work. Since the role of the contractor stakeholder is the most important among the three types of stakeholders, the contractor should raise awareness and urge the owners to get the RDPP approved quickly.

Originality/value

The findings from the study can help mitigate delays in infrastructure projects in BD, taking into account the perceptions of various stakeholders.

Abstract

This paper illuminates the distinction between individual and organizational actors in business-to-business markets as well as the coexistence of formal and informal mechanisms of coordination in multinational corporations. The main questions addressed include the following. (1) What factors influence the occurrence of personal contacts of foreign subsidiary managers in industrial multinational corporations? (2) How such personal contacts enable coordination in industrial markets and within multinational firms? The theoretical context of the paper is based on: (1) the interaction approach to industrial markets, (2) the network approach to industrial markets, and (3) the process approach to multinational management. The unit of analysis is the foreign subsidiary manager as the focal actor of a contact network. The paper is empirically focused on Portuguese sales subsidiaries of Finnish multinational corporations, which are managed by either a parent country national (Finnish), a host country national (Portuguese) or a third country national. The paper suggests eight scenarios of individual dependence and uncertainty, which are determined by individual, organizational, and/or market factors. Such scenarios are, in turn, thought to require personal contacts with specific functions. The paper suggests eight interpersonal roles of foreign subsidiary managers, by which the functions of their personal contacts enable inter-firm coordination in industrial markets. In addition, the paper suggests eight propositions on how the functions of their personal contacts enable centralization, formalization, socialization and horizontal communication in multinational corporations.

Abstract

This case study examines how incentive pay programs are designed and changed over time in a financial organization that has typically relied on fixed salary compensation. Once incentive programs are introduced, pay plans change frequently, and this process allows the study of assumptions embedded in various incentive theories. Economic theories tend to explain incentives from an agency perspective, which suggests that incentives satisfy elaborate contractual requirements and vary with the risk preferences and costs of managers versus employees. Power theories, by contrast, argue that the interests and resources of various firm groups determine incentive structures. For this case study, qualitative data describing a firm’s process of changing compensation were gathered from documents, personnel manuals, and interviews with company managers. The findings suggest that instead of following from complicated cost‐benefit analyses, pay plans are often implemented within short time frames and with scant performance/effectiveness information. This evidence highlights the influence of power in efforts to change compensation structures and the importance of a multidisciplinary understanding of rewards.

Abstract

Purpose

The purpose of this paper is to compare the tasks and responsibilities of public and private parties in the building control systems of the 27 European Union (EU) countries.

Design/methodology/approach

To gather the necessary information, a questionnaire on building regulatory systems was distributed to experts in each country, and the major legal documents in each jurisdiction were reviewed. The information was organized into thematic tables that describe all the countries studied. The themes within the tables are: regulatory framework, application, plan approval, site inspection, completion, and supervision.

Findings

The paper finds that there are many similarities between the building control systems of the various EU countries. Public parties in all countries set the regulatory framework, check planning applications, issue building permits, conduct final inspections, grant completion certificates, and supervise the operation of the system. The main difference between them concerns the nature of the involvement of private parties in checking technical requirements, and in site inspections. Three basic types of building control systems are identified: public, mixed, and dual. The majority of the countries have mixed systems. Although several variations are found among the mixed systems, the most common situation is for public parties to check the technical requirements and private parties to be involved in site inspections.

Originality/value

The analysis provides a global picture of the building control systems of all EU countries. The results can be useful for situating the systems of each country within the European panorama, assessing the main trends and developments and guiding strategic choices on possible improvements in each country.

Abstract

Purpose

Although the UK Guarantee Scheme for Infrastructures (UKGSI) was introduced in 2012 to address the huge financing gap for critical infrastructures, PFI sponsors have so far guaranteed only few projects. Many stakeholders in the project finance industry have blamed this situation on lack of general understanding of strategies for harnessing the benefits of the government guarantee scheme. The purpose of this paper is to investigate the perspectives of UK’s PFI/PPP stakeholders on critical factors influencing approval for government guarantees using the UKGSI as a focal point.

Design/methodology/approach

Using a mixed methodology approach, this study identified 26 important criteria used in evaluating government guarantee applications through focus group discussions with PFI stakeholders. The identified criteria were then put in questionnaire survey to 195 respondents within the UK PFI/PPP industry.

Findings

Through factor analysis, five critical factors determining successful government guarantee application were unravelled. These include: compliance with UK National Infrastructure Plan; demonstration of project bankability and risk management; value for money; proof of projects’ dependence on government guarantee; and certainty of planning commission’s approval.

Originality/value

Results of this study will facilitate an in-depth understanding of critical factors necessary for accessing government guarantee scheme for PFI/PPPs, while also improving the bankability of potential PFI projects.

Abstract

Purpose

The purpose of this paper is to examine how planning factors affect urban housing development in the capital city of Kuala Lumpur. The paper encompasses planning approval process, legislative provisions, and planning decisions.

Design/methodology/approach

The paper analyses published literatures on land‐use planning to unveil diverse negative effects on property development, particularly on urban housing supply. Primary data are gathered through questionnaire surveys to 137 private housing developers and in‐depth interviews with seven local planning authorities to obtain feedback on the issues affecting urban housing development.

Findings

The paper establishes that some components of the town planning control can be exploited towards achieving the housing aspiration of a nation.

Research limitations/implications

The findings of this paper are based on planning controls on urban housing development in Kuala Lumpur, Malaysia.

Practical implications

The paper attempts to encourage public policy makers and local authorities to undertake a more active role in providing better quality of urban housing through utilisation of town planning tools such as development plans, development control, and planning decision.

Originality/value

The paper provides information on how the government can utilise town planning controls to achieve urban housing policy in Kuala Lumpur, Malaysia.

Abstract

Purpose

The purpose of this paper is to examine the system of development controls in the Offinso South municipality. It investigates the challenges to the development control regime.

Design/methodology/approach

The paper reviews the land use regulation system in the municipality. The municipality was clustered into four for data collection. Eight neighbourhoods (two from each cluster) were selected from the municipality for the study. In all, 15 properties were sampled via purposive sampling techniques from each of the selected neighbourhoods for data gathering. Self-administered questionnaires were relied on to gather data from the 120 respondents. The property owners were the unit of enquiry.

Findings

The paper finds that socio-cultural factors, delays in the planning approval process, negative public perceptions about the planning process and planning officials, lack of official support to developers in curing identified defects in their proposed developments, and unrealistic building regulations are partly responsible for the large-scale violations of development controls in the municipality.

Practical implications

It is noted that the planning authority should focus more on strategies that will facilitate voluntary compliance and less on enforcement. It also notes the need for a review of the building regulations and the purging of the planning system from negative public perceptions and processing delays.

Originality/value

The paper identifies the constraints on the Ghanaian development controls regime.
