Abstract

The emergence of large urban communities associated with modern industrialised societies has imposed enormous demands on supplies of essential foodstuffs. It is clearly quite impractical to provide major conurbations with wholly fresh food. Household expenditure on foods in this country exceeds £10,000 million per annum, and we are obliged to import more than half of our essential food supplies. Even minor changes in our climate, geographically or politically, can precipitate crises as far as supplies of fresh foods are concerned, and apart from the necessity to import food, arrangements must now exist for its long distance transportation and prolonged storage with minimum loss of nutritional value. There has also been an increased demand for high quality foods entailing the minimum of preparation and waste at economical prices.

Abstract

Since the incident at Westminster Abbey last Christmas, Scottish nationalistic pride, or self‐consciousness, has been widely advertised. In many respects the existence of that attitude of mind does no harm to His Majesty's subjects in England and Wales. But now a genuine grievance against the Scots—which has existed for some years, though few people have been aware of it—has at last received publicity. It arises from the fact that several of the provisions of the Food and Drugs Act, 1938, do not apply to Scotland—doubtless because the Scots had represented that they would be unacceptable. Among those provisions was Section 101, which incorporated with the Act the whole body of regulations, including those relating to preservatives in food, which had been made in pursuance of the Public Health Acts. Similar Regulations, it is true, do apply in Scotland, but a breach of them is an offence, not under the Act of 1938, but under the Food and Drugs (Adulteration) Act of 1928, which is wholly repealed so far as England and Wales are concerned. Recently the Corporation of Blackburn persuaded the local justices to convict a company, registered and trading in Scotland, of an offence against the Act of 1938 on the ground that boric acid had been found in biscuits manufactured by the company in Scotland and sold to a Blackburn retailer. The Scottish company was not prosecuted by the Blackburn Corporation but was brought in under s. 83(1) by a previous defendant. Counsel for the defence took the points that a Scottish firm cannot be haled before an English Court in respect of an alleged offence which, if it was committed at all (which was disputed), was committed in Scotland, where the Food and Drugs Act, 1938, is not in force. Incidentally it may be observed that the presence of boric acid in the biscuits was due to the use of margarine containing not more than the permitted percentage of the preservative. The magistrates chose to convict the Scottish company as the person to whose act or default a contravention of the provisions of the English Act was due. On appeal to the Divisional Court, the conviction has now been annulled, primarily on the ground that the Blackburn bench had no jurisdiction to hear a summons against the Scottish company. Section 83, like many other sections of the Act of 1938, does not apply to Scotland, except with respect to prosecutions under the Orders made by the Minister of Food under. Defence Regulations—for example, the various Food Standards Orders and the Labelling of Food Order. (See particularly Regulation 7(3) of the Defence (Sale of Food) Regulations, 1943, and Article 15(c) of the Labelling of Food Order, 1946.) Still, if Scotsmen insist on not being subject to the English food laws as a whole, it would be unreasonable for them to expect that those who sell food in England and Wales should be willing to be deprived of the safeguards which the Act of 1938 confers on innocent dealers who have been let down by their suppliers. The Scots may find that English retailers of food will boycott Scottish products. Provided always that nothing in this Article shall be deemed to apply to the sale or purchase for human consumption in England or Wales of the article of food distilled in Scotland and commonly known as Scotch or Scottish Whisky, if the food is so described in an invoice or on a label bearing the name and address of the distiller. The point of which proviso is to show that I am not such a nitwit as to think that anything that I write will deter or discourage any Englishman from acquiring a bottle of Scotch if he knows where and how he can get it.

Abstract

The effect of the Merchandise Marks Act, 1953, on habits and customs in the food and drug trades may prove greater than is immediately obvious. The scope of the earlier Merchandise Marks Acts (1887 to 1938) is greatly widened, first by their extension to trade descriptions which are “misleading”, and, secondly, by roping in trade descriptions of quality and descriptions of “fitness for purpose, strength, performance or behaviour ”. The standard of “quality” is to be based on “a classification commonly used or recognised in the trade”. These extensions are to come into effect on January 31st, 1954. Meanwhile, manufacturers of food and drugs may well need to reconsider the wording of their advertisements and labels—for there is no exemption in favour of what has hitherto passed as legitimate, if somewhat exaggerated, puffing. Manufacturers of proprietary medicines, in particular, and of special brands of infants' and invalids' foods may need to exercise more restraint if they are to keep on the right side of the law—though it is, of course, a fact that peaceful persuasion by the Labelling Division of the Ministry of Food during the past ten years has accomplished much by securing the modification of extravagant claims which might be held by a court of law to be misleading.

Abstract

Viruses, worms, Trojan horses, spywares have been effective for quite sometime in the domain of digital computers. These malicious software cause millions of dollars of loss in assets, revenue, opportunity, cleanup cost, and lost productivity. To stop virus attacks, organizations frame up different security policies. These policies work only within the limited domain of the organization’s network. However, the emergence of wireless technologies, and the seamless mobility features of the wireless devices from one network to the other have created a challenge to uphold the security policies of a particular network. Hence, in this digital society, while mobile devices roam in foreign networks, they get infected through viruses in the foreign network. Anti‐virus software is not so effective for novel viruses. There have been no reports of mobile‐phone viruses in the wild as yet. However, with the emergence of execution environments on mobile phones, it will be possible to write viruses and worms for mobile devices in cellular networks. We should be prepared to fight against viruses in the cellular networks. All the technologies available to fight against viruses are specific to virus signatures. We propose that this fight needs to be multilayered. In this paper the authors have proposed a novel philosophy in cellular network called Artificial Hygiene (AH), which is virus neutral and will work at the class level. With this process a device and the network will take the necessary steps to keep the digital environment safe.

Abstract

Agriculture—pasturage—dairy herds—milk supply are links in a chain connecting the milk consumers, that is everybody in the kingdom, with the most indispensable and widespread industry. By a liberal extension of the term pasturage we may include such items as oats, peas, beans, roots, cattle cake and oil seeds. Milk is the chief of the protective foods, and during the last forty years or so the country has become increasingly milk conscious, if we may so express the recognition of its value embodied in such terms as “an exceptionally valuable food during the whole period of growth”; “a (nearly) perfect food”; “the surest protection from nutritional deficiencies”; “the A.1 priority food of the nation”; “a keystone to national nutrition.” These expressions have been used not for rhetorical effect. They are sober statements of fact by people well qualified by interest and by experience to speak authoritatively on matters concerning the milk supply of the nation. These and the like expressions may be noted in the almost endless series of pamphlets, addresses, reports, deputations, rules, and regulations embodying the opinions of public analysts, members of the medical and veterinary professions, livestock breeders, and Government Departments. The activities of all these bodies, it need hardly be said, is to guard public health and to comply with the public need for an adequate supply of milk. By “milk,” we submit, is meant fresh, clean cow's milk drawn from a healthy animal, free from pathogenic organisms, and containing the well‐known statutory minima for fat and for solids as laid down in the Sale of Milk Regulations. These minima are somewhat higher than the old Somerset House standard which they replace, but in the opinion of many, if not most, properly informed and unprejudiced persons are lower than the figures disclosed by the many thousands of analyses made over a long series of years by public analysts in the course of their official investigations. The official standard is much in favour of the vendor whether he be dairy farmer or ordinary shop retailer. Moreover, if a prosecution be instituted for failure to comply with these very moderate standards, the evidence is only presumptive, and if the defendant in the action can satisfy the court that the milk sold was of the same quality as was that yielded by the cow the action fails. Actions for this alleged offence are brought, as everyone knows, every day in all parts of the country. Added water is the usual basis of complaint. The gravity of the offence varies from slight negligence to gross carelessness, and in too many cases to deliberate fraud. The act is simple, demanding no great intelligence on the part of the actors. Anyone perusing the accounts of police court actions relating to milk will be struck by the dreary sameness of the proceedings, which is only slightly relieved by the variety of the explanations put forward to account for the presence of the extraneous water. The explanations are not in general accepted as excuses by the bench. The results of the usual analytical procedure are strongly confirmed by the freezing point (Hortvet) test, a test whose value does not seem in some cases to be appreciated to the extent it deserves. With regard to the explanations—apart from the leaky cooler, the new boy, and so forth—there is, we understand, an increasing tendency on the part of offenders in some parts of the country to throw the blame for poor milk on insufficient quantities or qualities of rationed concentrates and other foods. It will, we suppose, be generally admitted that the times are difficult and farmers have experienced to the full the special difficulties that affect their calling. Cattle cake and oil seeds are only to be obtained it is stated in some cases in insufficient quantities. The County Agricultural authorities have been urging farmers to sow peas, beans and oats to meet, as far as that may be possible, this shortage. The small man is, as is usually the case, the hardest hit. To plough up relatively small areas for the purpose just mentioned is uneconomic, and seeds are, like everything else, much more cosily than they used to be. The Ministry of Agriculture, in a recently issued leaflet, slate that “rations in general are on a lower scale” during the 1946–47 winter than during the winter before. “Rations will be subject to adjustment consequent upon any change in the supply position.” Rations depend on milk sales. The value of a unit of ration remains at one cwt. At present one unit of protein and three units of cereal will be granted for each 105 gallons of milk in excess of 15 gallons per cow per month subject to a deduction of 60 lb. of cereal per cow per month. Supplementary allowances —that is, a ration allowance in excess of the normal ration allowance for the time being—will have to be met from a limited discretionary reserve placed at the disposal of the county committees. “It will no longer be possible” says the Ministry “to meet the farmers' needs in full.” So that in general assistance of this kind will be restricted to growers of essential crops and to cases of exceptional difficulty. As the amount of rations is limited the grounds of the applicant's request for additional rations for his stock is subjected to enquiry before such excess rations are issued. There appears to be little need for comment. The whole business is straightforward and indicates the difficulties confronting stock breeders and agricultural authorities alike, at the present time. As far as we can judge, the small dairy farmer is the chief sufferer. Out of half‐a‐dozen cows yielding milk, if one should be off colour for the time being the average yield is likely to be injuriously affected. That, of course, will not happen should the herd be a large one. One cow out of a hundred will make no difference. A complaint has been sometimes made that excess rations could not be obtained from the County agricultural authority's reserve stock. If so, the circumstances must be very exceptional. The authority is in close touch with the dairy farmers in its district, and we understand that enquiry is made quickly with a pretty full personal knowledge of the applicant. The explanations that are sometimes given by the defendant in an action to account for poor quality milk being due to insufficient or improper feed does not seem to be generally accepted by those who try the case, and with good reason.

Abstract

In this paper, a new semi analytic technique namely the Homotopy Analysis Method (HAM) is applied for SEIR Epidemic model. HAM is different from already existing perturbation methods, and is most suitable for strongly non linear simultaneous differential equations arising in this model. The advantage of this method is that it provides a direct scheme for solving the problem, i.e. without the need for linearization, perturbation, massive computation and any transformation. MATHEMATICA 8.0 is used to carry out computations. Results were discussed graphically, for four childhood diseases.

Abstract

Purpose

Since 1966, the Severn crossing has been connecting England and Wales. In January 2018, its ownership returned to the UK Government, and this marked the start of a toll-free journey across the two countries and made commuting between the regions more affordable. In this paper, we examine the impact of the toll removal on the property market.

Design/methodology/approach

We employ property-level data from the Land Registry and a difference-in-differences (DiD) empirical model for the periods 2016–2018 and 2019–2021 to capture the pre- and post-toll removal dynamics. The DiD estimation allows us to examine the causal relationship between policy changes and property prices.

Findings

Our findings suggest that property prices in Newport and Monmouthshire (South East Wales) are positively affected by the policy, which results in a statistically significant increase of 5.8% more than those located in the South West England (Bristol and South Gloucestershire) region in the period 2019–2021. The impact can reach up to 13.1% for properties located in a 10 km radius of the bridge. The results indicate that the toll removal enables the ripple effect across the two markets by reducing commuting costs.

Originality/value

This is the first paper that examines the Severn Crossing case study. Its contribution is significant since we provide empirical evidence on how reduced transportation costs increase property prices in the lowest income region and have the opposite effect on the area with higher incomes and economic activity levels.

Abstract

It tends to be called the corner shop, mainly because it occupied a corner building for extra window space, but also due to the impetus given to the name by television series seeking to portray life as it used to be. The village grew from the land, a permanent stopping place for the wandering tribes of early Britain, the Saxons, Welsh, Angles; it furnished the needs of those forming it and eventually a village store or shop was one of those needs. Where the needs have remained unchanged, the village is much as it has always been, a historical portrait. The town grew out of the village, sometimes a conglomerate of several adjacent villages. In the days before cheap transport, the corner shop, in euphoric business terms, would be described as “a little gold mine”, able to hold its own against the first introduction of multiple chain stores, but after 1914 everything changed. Edwardian England was blasted out of existence by the holocaust of 1914–18, destroyed beyond all hope of recovery. The patterns of retail trading changed and have been continuously changing ever since. A highly developed system of cheap bus transport took village housewives and also those in the outlying parts of town into busy central shopping streets. The jaunt of the week for the village wife who saw little during the working days; the corner shop remained mainly for things they had “run out of”. Every village had its “uppety” madames however who affected disdain of the corner shop and its proprietors, preferring to swish their skirts in more fashionable emporia, basking in the obsequious reception by the proprietor and his equally servile staff.

Abstract

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.
