Abstract

Purpose

In recent years, several high‐profile cross‐border acquisitions made by Chinese enterprises have attracted the world's attention. However, none of these acquisitions were related to Chinese construction enterprises despite their expanding role in the international construction market. The purpose of this paper is to evaluate the objectives and impediments faced by Chinese construction enterprises in cross‐border acquisitions based on existing theories and research studies.

Design/methodology/approach

Based on a literature review and the analysis of the current status of cross‐border acquisitions in China, an industry‐wide questionnaire survey was conducted to investigate the objectives and impediments of cross‐border acquisitions faced by Chinese construction enterprises.

Findings

The main objective of Chinese construction enterprises towards cross‐border acquisitions is to create new markets and to optimize the industrial structure. Although a majority of the construction enterprises demonstrated an intention for cross‐border acquisitions which is driven by their past and current overseas activities, their preparation for cross‐border acquisitions is impeded by concerns over post‐acquisition issues and a lack of knowledge and experience.

Originality/value

The paper originally contributes to a better understanding of the current status of cross‐border acquisitions by Chinese construction enterprises based on an analysis of their objectives and impediments, which will be useful for researchers and practitioners.

Recently, there have been significant corporate changes within the major contracting organizations in the UK. Mergers and acquisitions are creating large, pan‐European contractors. Such changes have a fundamental impact on the way these contractors operate. The reasons behind the increased mergers and acquisitions activities, and how these corporate changes affect information systems and information technology (IS/IT) are examined. The present paper illustrates these IS/IT changes using the acquisition of two British contractors as case studies. The results show that issues such as leadership, communications and culture have a significant impact on how organizational changes are implemented.

Abstract

One of the primary motives behind any strategic corporate decision is to maximise shareholder value. Strategic decisions for UK construction firms are made with the objective of maximising the wealth of the company's shareholders. This paper investigates the financial performance of UK construction companies, which have been involved in construction related mergers and acquisitions and examines the impact of merger announcements on acquiring firms' and target firms' stock performance in the UK construction industry. It also examines abnormal share returns throughout a period surrounding the announcement of both successful and unsuccessful acquisition and merger bids. The overall results indicate that related construction mergers create wealth for shareholders of the target firms.

Abstract

Purpose

In today’s digital era, talent recruitment can help address the growing shortage of skilled labor in the construction industry and promote sustainable growth. While existing research has explored the association between talent acquisition and local labor productivity or economic progress, the impact on construction growth deserves further study. This study aims to (1) explore the influence of talent recruitment on the growth of the construction industry and (2) analyze whether different regional characteristics shape the differential impact of talent acquisition on construction growth.

Design/methodology/approach

This research employs a quantitative approach, focusing on 35 major cities in China. A panel data regression model is utilized to analyze annual data from 2013 to 2018, considering variables like the construction talent recruitment index, value added in construction, gross regional product per capita and others. The study also examines regional heterogeneity and conducts robustness tests to validate the findings.

Findings

The results reveal a positive and significant correlation between talent recruitment and construction industry growth. This correlation is more pronounced in economically advanced and infrastructure-rich regions. The study also finds that factors like capital investment, educational attainment and housing prices significantly contribute to industry growth. Talent recruitment not only transforms local labor market dynamics but also drives demand for construction services, promoting industry growth through economies of scale.

Originality/value

This research constructs a new measurement for talent recruitment and provides new insights into the pivotal role of talent recruitment in the sustainable growth of the construction industry. It underscores the need for construction firms to tailor talent acquisition policies to their specific circumstances and regional developmental conditions. The findings offer practical guidance for driving regional growth within the sector, emphasizing the importance of talent recruitment as a key yet previously underappreciated factor in industry development.

Abstract

Purpose

The purpose of this paper is to identify and analyze the interdependence of project complexity factors (PCFs) in metro rail projects using the Decision-Making Trial and Evaluation Laboratory (DEMATEL). The study provides qualitative and quantitative analysis of project complexities factors and their relationships. The results of the study facilitate effective project planning, proactive risk management and informed decision-making by stakeholders.

Design/methodology/approach

This study employs a case-based method for identifying PCFs and a DEMATEL method for analyzing the interdependence of complexity factors in metro rail projects. Initially, PCFs were identified through an extensive literature review. To validate and refine these factors, semi-structured interviews were conducted with thirty experienced professionals, each having 5–20 years of experience in roles such as project management, engineering, and planning. Further, elevated and underground metro rail projects were purposefully selected as cases, for identifying the similarities and differences in PCFs. A questionnaire survey was conducted with various technical experts in metro rail projects. These experts rated the impact of PCFs on a five-point Likert scale, for the evaluation of the interdependence of PCFs. The DEMATEL technique was used to analyze the interdependencies of the PCFs.

Findings

Metro rail projects are influenced by project complexity, which significantly impacts their performance. The analysis reveals that “design problems with existing structures,” “change in design or constructionand “land acquisition” are the key factors contributing to project complexity.

Originality/value

The study of project complexity in metro rail projects is limited because most of the studies have studies on examining complexity in mega projects. The existing literature lacks adequate attention in identifying project complexity and its effects on metro rail project performance. This research aims to bridge this gap by examining project complexity and interdependencies in metro rail projects.

Abstract

Purpose

The compulsory purchase of land forms the subject of much legal and urban regeneration research. However, there has been little examination of the contractual arrangements between local authorities and private sector property developers that often underpin the compulsory purchase process. This paper aims to examine local authority/private developer contractual behaviour in this context.

Design/methodology/approach

An empirical examination of property development contracts made for the “Silver Hill” project in Winchester, a small city in southern England, and the Brent Cross shopping centre extension in north London. Drawing on Macneil’s (1983) relational contract theory, the paper analyses key contract terms and reviews local authority documentation related to the implementation of those terms.

Findings

The contracts had two purposes as follows: to provide a development and investment opportunity through the compulsory purchase and redistribution of private land; and to grant the private developers participating in the projects freedom to choose if they wished to take up that opportunity. While the contracts look highly “relational”, the scope for flexibility and reciprocity is both carefully planned and tightly controlled. This exposes an asymmetric power imbalance that emerges in and is rearticulated by this type of contractual arrangement.

Originality/value

The empirical analysis of contract terms and contractual behaviour provides a rare opportunity to scrutinise the local authority-private developer relationship underpinning both property development practice and compulsory purchase.

The US General Services Administration (GSA) sought to identify innovative and best practices in real property management at the state level, with the intent that sharing these practices may lead to creative new approaches throughout all levels of government. The resulting study focused on four aspects of real property management and identified the following states as exemplars: (1) Acquisition and construction (Maryland, Minnesota, Utah) (2) Operations and maintenance (Michigan, Missouri, Utah) (3) Web‐enabled software (Texas, Washington) (4) Public‐private partnerships (Arizona, Washington) Many of these best practices have resulted in streamlined operations, cost savings, and innovative solutions to complex problems. They offer new ideas for real property management. In order to perform the study, GSA contracted with George Washington (GW) University. The GSA study team included the following members: Marjorie Lomax, Director of the Evaluation and Outreach Division, Andrea Wohlfeld Kuhn, Project Team Leader, and team members Dennis Goldstein, Sheldon Greenberg,Robert Harding, Jonathan Herz and Rebekah Pearson. Abstract

Purpose

This paper aims to propose a novel model that addresses the limitations of current practices, through considering quantitative and qualitative criteria in the decision-making process for equipment replacement.

Design/methodology/approach

Literature review and consultation with professionals in the heavy construction industry was conducted to identify the criteria influencing the replacement of construction machines. A questionnaire survey using analytic hierarchy process and multi-attribute utility theory was used to rank these criteria and establish their utility scores. Sensitivity analysis was performed to assess how adjustments in the weights of main criteria would impact equipment replacement decisions.

Findings

The identified criteria were classified into three categories: economic, technical and socioenvironmental, encompassing a total of 15 criteria. The findings indicated that salvage value/meeting payback period/maximizing profitability held the highest importance in the replacement process, followed by considerations like high repair and maintenance cost; working condition and economic conditions. Safety and social benefits scored the least among all criteria and categories.

Research limitations/implications

This study focuses on earth-moving equipment and involves experts from the Eastern Province of Saudi Arabia. The model introduces a novel methodology to aid decision-makers, particularly contractors and project managers, in determining when to replace heavy construction equipment, which results in resource efficiency and time saving.

Originality/value

The model integrates expertise and knowledge from experts to establish criteria for replacing construction equipment. This research aims to improve the functionality of the decision-making process regarding the acquisition or replacement of equipment throughout its lifespan.

Abstract

Purpose

The purpose of this paper is to identify the problems faced by banks, lenders, financial institutions, public authority, developers and concessionaires in course of financing of public–private partnership (PPP) road projects. Subsequently, the reasons that contribute to these problems were analyzed to come up with recommendations for mitigation of these problems.

Design/methodology/approach

The methodology adopted is based on identification of financing problems and the reasons thereof, from a systematic and critical review of literature. Financing details including problems faced and reasons behind were extracted from details of one port, one airport and one road project. Data pertaining to financing of PPP road projects have been collected for completed (five projects) as well as projects under implementation (five projects) during a time interval of four months, starting from December 2018 to March 2019. The chosen three projects for case studies were executed in airport project at Kolkata in four years, offshore container terminal at Mumbai port in six years and Tuni Ankapali road project in three years. This period attains importance, as simultaneous progressive development and innovation in the PPP mode of project execution was taking place rapidly.

Findings

The commercial banks in India dominate in providing debt to the PPP infrastructure projects, especially in the road sector. The non-banking financial companies and other intermediaries were still in their infancy then, and a corporate bond market was growing steadily, though slowly. Financing problems faced by the developers resulted in unwarranted time and cost overruns emanating from delay in land acquisition and grant of approvals, with these being the two major barriers to private sector participation. Even schedule overrun finally resulted in increased construction and financing cost.

Originality/value

Demand for upgradation, building and expansion of transportation infrastructure (roads) exists to keep pace with economic development. Problems like lack of a developed market for financing, inadequate institutional capacity, lack of personnel having domain expertise and absence of exclusive legislation to govern the implementation of PPP road projects are encountered by the sponsors and developers. Delay in land acquisition and environment clearance inhibits any decisive action by the lenders and investors, as these two are integrally linked to the decisions to be taken with respect to the financing of projects. Investors and bankers are generally apprehensive of their investment getting locked in or ending up as non-performing assets. Identification and proposed mitigation of these problems may likely smoothen the rough edges for the financing of projects, resulting in smoother implementation.

Abstract

Purpose

The purpose of this paper is to investigate interorganizational knowledge exchange from the perspective of the individual manager/professional. The paper aims to study the kinds of relationships managers/professionals in SMEs are involved in and the way in which they construct boundaries within and around these interorganizational relationships enabling and hindering knowledge acquisition.

Design/methodology/approach

The paper is based on 31 interviews with managers and professionals in seven SMEs. Interviews focused on the interorganizational relationships they viewed as important sources of knowledge for themselves and their organizations.

Findings

The study shows that managers/professionals gain vital knowledge from far more interorganizational relationships than those formally designed for knowledge acquisition. The most important sources of knowledge were relationships with suppliers and customers. The study also identifies five boundary dimensions – interests, interpretive frameworks, trust, private/organizational and priority – which respondents use in constructing boundaries within and around the relationships. These boundary dimensions represent important conditions for knowledge acquisition through the relationship.

Research limitations/implications

The five boundary dimensions are generated based on a sample of SMEs in Sweden. They must thus be regarded as provisional and need to be validated in further research including larger organizations in different cultural contexts. Future studies should also focus on the dynamics of the boundaries and their interrelations as relationships evolve.

Originality/value

This paper adds to research on interorganizational knowledge acquisition by taking an individual level perspective and identifying boundary dimensions through which the relationships and their knowledge flows are shaped.
