Abstract

Purpose

The purpose of this paper is to investigate the implementation of initiative e-procurement in decentralized system on Indonesia’s local government system.

Design/methodology/approach

The authors combine quantitative and qualitative methods. The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. This research focusses on three local governments in Indonesia – Yogyakarta City, Tangerang City, and Kutaikartanegara Regency.

Findings

The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. However, Tangerang City is going institutionalization phase in e-procurement initiative to ensure its sound local regulation.

Research limitations/implications

There are several limitations to this study including the recent nature of decentralized procurement in Indonesia, limited standardized and disaggregated data on local government procurement expenditures and performance.

Practical implications

The study recommends that human resources management in procurement needs to be addressed by both local and central government.

Originality/value

e-Procurement is an important instrument for preventing corruption in goods and services procurement. Indonesia has been implementing an e-procurement policy since 2008 based on a Presidential Decree. The president has issued annual orders (presidential instructions), and all central ministries and local governments have been required to comply with them to obtain their budget through the e-procurement system. However, as of 2012 fiscal year, only around 10.26 percent of the central government institution procurement budget and 10 percent of the local government procurement budget in Indonesia went through the e-procurement system, with wide variations among cities.

Abstract

Purpose

Past research on luxury is fragmented resulting in challenges to define what the construct of luxury means. Based on a need for conceptual clarity, this study aims to map how research conceptualises luxury and its creation.

Design/methodology/approach

This study presents a scoping review of luxury articles published in peer-reviewed journals. Of the initial 270 articles discovered by using the database of Scopus, and after control searching in Web of Science and reference scanning, 54 high-quality studies published before the end of 2020 were found to meet the inclusion criteria and comprised the final analytical corpus.

Findings

The findings demonstrate that research approaches luxury and its creation from three different perspectives: the provider-, consumer- and co-creation perspectives. In addition, the findings pinpoint how the perspectives differ from each other due to fundamental and distinguishing features and reveal particularities that underlie the perspectives.

Research limitations/implications

The suggested framework offers implications to researchers who are interested in evaluating and developing luxury studies. Based on the identified luxury perspectives, the study identifies future research avenues.

Originality/value

The study contributes to the luxury research stream by advancing an understanding of an existing pluralistic perspective and by adding conceptual clarity to luxury literature. It also contributes to marketing and branding research by showing how the luxury literature connects to the evolution of value creation research in marketing literature.

Abstract

Purpose

The purpose of this paper is to investigate the impact of customer-focus on small medium enterprise (SME) performance from the perspective of a resource-based view (RBV).

Design/methodology/approach

This research study implemented a survey strategy to gather data from 255 respondents on the registered list of Ghana Enterprise Agency (GEA) in the eastern region of Ghana. Scales used to gather data were operationalized from previous research studies. A structural equation modeling (SEM) path analysis was used to estimate the impact of customer-focus on the performance of SMEs.

Findings

The outcomes of this study indicate that customer-focus has a significant positive impact on SME performance, hence backing the current demand for investigating the distinct influence of customer-focus on SME performance. The results show that customer-focus has a positive and significant relationship with financial performance, customer performance, internal business process performance and learning and growth performance, thus supporting the literature on the positive impact of customer-focus on SME performance. Therefore, customer-focus determinants used in this study, including co-creation, networking ties, customer insight and artificial intelligence marketing (AIM), are critical to the optimization of SME performance.

Research limitations/implications

Notwithstanding the importance of this research study mentioned earlier, the study has limitations. Notably, the sample size of this study can be increased to capture SME respondents in other geographical zones that were not included in this study. Future research studies may address how business environment conditions moderate the relationship between customer focus and performance, and also the cause-effect of the relationship between customer focus and business environment conditions on SME performance.

Practical implications

The practical implications consist of two main items. First, this study empowers SME owners and managers to develop a customer focus technique as a central strategic goal in their quest for SME performance optimization. Second, SME owners and managers should progressively exploit the four determinants of customer focus which include co-creation, networking ties, customer insight and (AIM in order to accrue important resources for effective utilization of their customer focus competences as a way to enhance their performance.

Social implications

This study is targeted at the sound development of SMEs to bring about poverty alleviation and employment. Poverty, unemployment and poor living standards are recognized as vital social challenges in most emerging economies. The establishment of customer focus as an important strategic capability provides opportunities for SME survival, profitability and growth.

Originality/value

Generally, the findings of this research study provide a strong backing to RBV perspective and the proposition that customer-focus and its determinants (i.e. co-creation, networking ties, customer insight and AIM) should be acknowledged as a vital strategic resource for optimizing the performance of SMEs. This research study also provides new knowledge contribution to the present body of knowledge on customer-focus orientation and management literature, particularly in the context of an emerging economy.

Abstract

Purpose

The objective of this paper is to analyze the relationship between innovation and the development of artificial intelligence (AI) and digital technologies in Europe. The use of digital technologies among European companies is studied through a composite index, while the relationship between innovation and AI is studied through a log-linear regression model. The results of the model have made possible to develop interesting indications for economic and industrial policy.

Design/methodology/approach

The use of digital technologies among European companies is studied through a composite index of AI and information technology (ICT) (using the Fair and Sustainable Welfare methodology) with the aim of measuring territorial gaps and to know which European countries are more or less inclined to its use, while the relationship between innovation and AI is studied through a log-linear regression model.

Findings

In the paper, two different methodologies were used to analyze the relationship between innovation and the development of digital technologies in Europe. The synthetic indicator made possible to develop a taxonomy between the different countries, the log-linear model made possible to identify and explain the determinants of innovation.

Originality/value

The description of the biunivocal relationship between innovation and AI is a topical and relevant issue that is treated in the paper in an original way using a synthetic indicator and a log-linear model.

本文使用了兩個不同的方法、去探討在歐洲、創新與數字技術發展之間的關係。有關的合成指標, 使研究人員可製定一個不同國家間的分類法;而有關的對數線性模型, 則讓研究人員可確立並說明創新的決定因素。

Abstract

Purpose

The purpose of this paper is to deliver a structured literature review of existing literature on agri-fresh food supply chain quality (AFSCQ) over a period of 23 years (1994 to mid-2016) and provide a platform for practitioners and researchers trying to identify the existing state of work, gaps in current research, and future directions in the field of AFSCQ.

Design/methodology/approach

The existing literature is classified on the basis of several classes like number of publications per year, journal-wise publications, studies across various countries, growth of empirical research, data analysis methods or tool used, issues related to supply chain quality as well as performance measurement (with respect to entity of analysis, level of analysis and element of exchange).

Findings

Most of the research publications discuss issues in developed countries, while relatively lesser publications are available on issues in developing countries. Hence, larger opportunities in the field of AFSCQ are available in developing countries. Empirical research is also growing in the field of AFSCQ. Largely research publications make use of “case study” research approach and “statistical analysis” as a quantitative tool of research. The literature is also categorized under the various issues of supply chain quality such as sustainability management, information management, logistic management, collaboration and coordination management, strategic management, demand management, inventory management, food safety, performance management, supply chain integration, supplier management, quality management, etc. It was found that in the majority of articles, information management, sustainability management, and logistics management are very critical issues as far as AFSCQ is concerned. Performance measurement of agri-fresh food supply chain is also on a growing stage. It is also an integral part of AFSCQ.

Originality/value

Most of the prior reviews are concentrated on a particular issue as production and distribution planning for agri-foods, temperature monitoring, corporate and consumer social responsibility, traceability system and ignore the wider perception. There exists a necessity of having a detailed review to cover up all the issues in AFSCQ. This review fills this gap in the extant AFSCQ literature.

Abstract

Purpose

The purpose of this paper is to explore the increased research attention gained by sustainability in food supply chain management. Although previous review studies have focused on aspects such as traceability, food safety, and performance measurement, sustainability has rarely been considered as a means of integrating these issues.

Design/methodology/approach

The paper presents a comprehensive review of the literature on food sustainable supply chain management (FSSCM). Using systematic review methods, relevant studies published from 1997 to early 2021 are explored to reveal the research landscape and the gaps and trends.

Findings

The paper shows the building blocks and the main research directions in FSSCM, particularly considering the opportunities in “neglected” emerging countries. Insights are provided into the various elements of the sustainability supply chain in the food industry, which have previously been analysed separately.

Originality/value

Only a few researchers have systematically reviewed the literature or taken a bibliometric approach in their analyses to provide an overview of the current trends and links between sustainability and food supply chain management.

Abstract

Purpose

The effectiveness of independent directors in making autonomous decisions for better corporate governance in organizations has often been questioned. This paper aims to investigate their role in company’s decision making in India and the reasons behind their ineffectiveness.

Design/methodology/approach

This paper examines the regulatory environment and ongoing reforms in which independent directors operate. It identifies crucial factors such as ownership patterns, the appointment and selection process that affect their autonomy. The analysis draws from newspaper articles, blogs, India’s regulatory requirements, The Companies Act and relevant related literature.

Findings

The findings reveal that the independence of directors remains largely in form but not in function. This paper recommends a fair and more robust selection through an independent authority, and disclosure of the resignations of independent directors. Independent directors should be given more powers and their risk-reward scheme should be analyzed.

Originality/value

The paper emphasizes the need for independent directors to be truly independent from the senior management, promoters, and other existing directors. It calls for tighter and more transparent appointment procedures to ensure that independent directors are not influenced by senior management and can bring objectivity to the company board.
