Abstract

Purpose

This study examines the intricate interplay of blockchain, public governance and the circular economy (CE), aiming to assess the potential of blockchain technology (BT) in addressing challenges associated with the adoption of CE principles, particularly in the public sector.

Design/methodology/approach

Focused on public governance, the research employs in-depth interviews with Finnish policymakers actively engaged in CE initiatives. Qualitative analysis is applied to derive insights and patterns from the gathered data, providing a nuanced understanding of blockchain’s transformative role.

Findings

The study uncovers key dimensions for leveraging blockchain in the CE within the public sector. Notable findings include the significance of contextual transparency, the use of incentivization as a regulatory tool, the role of standardization through strategic autonomy and the importance of public engagement and participation.

Originality/value

This research contributes a unique framework that illuminates the transformative potential of blockchain within the CE, emphasizing its relevance to public governance. The identified dimensions offer practical insights for policymakers and practitioners seeking to navigate the complexities of circular transitions in the public sector.

Abstract

Purpose

In recent years, the public sector has faced the challenge of digitalisation. This has significantly impacted the relationships between citizens and public organisations and, thus, it widely affects participatory processes, such as participatory budgeting (PB); in fact, digital tools (DTs) have emerged as a solution, increasing citizen engagement whilst improving efficiency, reducing costs and saving time. This contribution analyses PB in Rome, which is also implemented with DTs, seeking to understand how DTs impact citizens’ role in creating public value.

Design/methodology/approach

The study is based on a qualitative approach, precisely by analysing a descriptive and exploratory single case study of PB’s first adoption in Rome in 2019. The information is obtained from multiple sources and examined through document analysis.

Findings

In the Roman context, DTs in PB primarily facilitated cost-effective information sharing, offering citizens basic participation. Unfortunately, the potential for more interactive DTs was overlooked, failing to enhance citizen engagement in critical phases like deliberation, evaluation or monitoring. Therefore, the tools did not fully support citizens becoming co-creators of public value instead of just users in governance.

Originality/value

The novelty of this study lies in exploring the difference between the use of DTs that assist citizens/users in improving service quality and those that support citizens in creating a public and shared value. It ventures further to assess various tiers of participation, meditating on the digital elements that stimulate active engagement and value creation instead of simply expanding the participant pool or process efficiency.

Abstract

Purpose

The research aims to provide a longitudinal case study to understand how digital transformation can be embedded in municipal reporting frameworks. The central role of such technology becomes increasingly evident as citizens demand greater transparency and engagement between them and governing institutions.

Design/methodology/approach

Utilising a longitudinal case study methodology, the research focusses on Turin’s Integrated Popular Financial Report (IPFR) as a lens through which to evaluate the broader implications of digital transformation on governmental transparency and operational efficiency.

Findings

Digital tools, notably sentiment analysis, offer promising avenues for enhancing governmental efficacy and citizenry participation. However, persistent challenges highlight the inadequacy of traditional, inflexible reporting structures to cater to dynamic informational demands.

Practical implications

Embracing digital tools is an imperative for contemporary public administrators, promoting streamlined communication and dismantling bureaucratic obstructions, all while catering to the evolving demands of an informed citizenry.

Originality/value

Different from previous studies that primarily emphasised technology’s role within budgeting, this research uniquely positions itself by spotlighting the transformative implications of digital tools during the reporting phase. It champions the profound value of fostering bottom-up dialogues, heralding a paradigmatic shift towards co-creative public management dynamics.

Abstract

Purpose

This research examines how responsible deployment of ChatGPT in the UAE’s government sector, guided by New Public Management principles, can enhance customer journeys by integrating services across government bodies. Through semi-structured interviews with UAE government officers, the study investigates this approach’s benefits, challenges, and applications for achieving efficient and integrated public service delivery.

Design/methodology/approach

This research adopts a qualitative approach, purposive sampling strategy, and semi-structured interviews to explore the subjective viewpoints of 20 high-level UAE government authorities. The thematic analysis uncovers ChatGPT’s benefits, challenges, and applications, aligning with New Public Management principles.

Findings

Thematic analysis reveals four themes: Benefits and Applications of ChatGPT, Challenges, Strategies to Overcome Challenges, and Steps for Customer Journey Enhancement through ChatGPT.

Research limitations/implications

The analysis is based on participant responses provided during the interviews, which may be subject to biases or incomplete information. Secondly, the study focuses solely on the provided applications and participant responses, limiting the generalizability of the conclusions to other contexts.

Practical implications

The implementation of ChatGPT in the government sector has practical implications for transforming its operations and enhancing communication, efficiency, decision-making, and service offerings: citizen engagement, streamlined processes, and informed governance.

Originality/value

This study uniquely examines ChatGPT’s role in government, offering insights into communication, efficiency, decision-making, and service offerings. Identifying hurdles enriches understanding of ChatGPT’s practical integration in government.

Abstract

Purpose

Drawing on work from home (WFH), job demand-control and street-level bureaucracy literature streams, this paper specifically focuses on the emerging trend of WFH for public sector employees in a developing country context of Egypt.

Design/methodology/approach

The empirical sample comprises focus group discussions with a total of 40 public sector employees in Egypt. Thematic analysis was subsequently used on focus group discussion transcripts to bring out main themes linked to this topic.

Findings

Our findings show that employee (marginal discretion power, pharaonism, corruption), citizen (unfamiliarity with digital services) and country (lack of proper info-structure, overstaffing in the public sector)- level challenges hinder and/or slow down the potential for WFH in Egyptian public sector.

Practical implications

A major implication of our paper relates to highlighting the criticality of e-governance and WFH for public sector employees, as well as highlighting multilevel challenges associated with those. At the same time, socio-economic and political consequences of offering such options need to be considered in a country like Egypt where most public organisations are overstaffed, and those employees lack modern day employability skills. Hence, there needs to be an open debate in countries such as Egypt on the consequences of e-governance and WFH and whether it may facilitate delivering citizen services digitally. Also, high power distance culture plays a role in this context, and any change cannot be successful unless that specific aspect is confronted.

Originality/value

This study contributes to the emerging WFH literature by being one of the pioneering studies to offer a multilevel (micro, meso and macro) assessment of this phenomenon in the under-researched fragile developing country’s context.

Abstract

Purpose

The study examines the impact of socio-economic governance on economic growth in Nigeria. It measures socio-economic governance from the perspective of fiscal policy, using indicators such as investment in education, research and development (R&D) and health.

Design/methodology/approach

This study employs the Autoregressive Distributive Lag (ARDL) Bound Testing method to achieve its objective.

Findings

The study finds that socio-economic policies aimed at increasing investment in education are crucial for Nigeria’s long-term economic growth. Additionally, investment in R&D positively impacts economic growth. However, the study reveals that investment in health negatively affects economic growth in Nigeria in the long run. This suggests that if a country overinvests in health, it may divert resources from other vital sectors such as education, infrastructure and R&D, which can hinder overall economic growth. The short-run parameter is, however, not statistically significant in this study.

Originality/value

The study’s originality lies in its exploration of the relationship between socio-economic governance and economic growth in Nigeria, specifically from a fiscal policy perspective. It highlights the importance of investing in education and R&D for long-term economic growth. Additionally, the finding that overinvestment in health may have a negative impact on long-term economic growth provides valuable insight for policymakers in Nigeria and other developing countries. Overall, this study’s findings can be beneficial for policymakers and researchers interested in the intersection between socio-economic governance and economic growth in developing countries.

Purpose

Drawing motivation from the greater exposure to uncertainty and condition changes that affect large projects due to their long lifecycle, this paper aims to investigate how the time factor affects the use of governance mechanisms to pursue the success of these projects.

Design/methodology/approach

To pursue its aim, the article applies the dichotomization between the hard and soft mechanisms of project governance to the analysis of a historical case study, whose findings are organized over the short, medium and long periods. The case selected is referred to the peculiar water system, made up of tunnels named “bottini,” that was in use in Siena (Italy) as the old aqueduct. Specifically, the study focuses on the project of expansion of this water system that was realized during the 14th century for the construction of the “Bottino maestro di Fontegaia.”

Findings

This article highlights the different relevance that, during the lifecycle of large projects, is assumed by hard and soft governance mechanisms, with the former having main relevance in a short and medium period, and the latter usually emerging in the medium period and, subsequently, playing a growing role for the project success in the long period.

Originality/value

The article contributes to the literature on large projects by providing novel insights about how the time factor impacts the governance of these projects. Furthermore, the case study, with its unique history, highlights the relevance of combining effectively the hard and the soft dimensions of project governance to pursue success.

Abstract

Purpose

The purpose of the study is to explore the integration of facets of information technology (IT) governance at a professional council in South Africa with the view to develop a framework.

Design/methodology/approach

This critical emancipatory study used the Information Governance Initiative pinwheel to explore the architecture facet of information governance at the professional council, with a view to developing a framework for entrenching a culture of good corporate governance. Qualitative data was collected through interviews and document analysis. The study was a participatory action research project that involved collaboration between the researcher and study participants in defining and solving the problem through a needs assessment exercise.

Findings

The key findings report on the processes taken by a professional council in identifying and implementing the facets of information governance, that is, records management, IT, content management, data governance, information security, data privacy, risk management, regulatory compliance, long-term digital preservation and, even, business intelligence.

Research limitations/implications

The study was a participatory action research project that involved collaboration between the researcher and study participants in defining and solving the problem through a needs assessment exercise.

Practical implications

The study’s findings suggest that, with the right information governance policy in place, adopting the facets of information governance can be used to address concerns related to information integrity in the short and medium terms. As a long-term option for retaining data and information, it would have various drawbacks and would not, however, ensure the initial dependability of the information.

Originality/value

A framework for information governance to ensure that the professional organisation and board members adopt a tailored governance system is suggested.

Abstract

Purpose

The paper studies types and mechanisms of vertical and horizontal multilevel institutional governance (IG) (multilevel governance [MLG]). The relation with exports is reviewed and quantified to attempt prioritizing institutional reforms fostering merchandise exports in Egypt.

Design/methodology/approach

The paper studies data (from 1996 till 2020) to estimate impact of IG on Egyptian merchandise exports using two autoregressive distributed lag (ARDL) models: to test the World Governance Index (WGI) composite index, followed by its main indicators; and to determine governance priorities in Egypt. “Institutional” approach is adopted to assess mechanisms boosting Egyptian exports. Design comprises three sections – (1) conceptual and literature review, (2) main MLG mechanisms and (3) key findings of empirical results – to find out which institutional reforms enhance exports competitiveness in Egypt.

Findings

Among MLG different levels of governance, the macro level is highly related to boosting exports competitiveness. Institutional differentials between countries and regions affect competitive edge. In Egypt, results show that IG priorities that could foster exports are the rule of law, regulatory quality, government effectiveness and political stability and absence of violence.

Practical implications

By adopting IG mechanisms, i.e. legislative, organizational and digital; and instruments, e.g. National Single Window, Time Release Standards and others, Egyptian exports could reach new heights.

Originality/value

Exports competitiveness does not rely solely on monetary and fiscal factors; IG dynamics could be more important in Egypt. ARDL model for Egyptian merchandise exports using WGI 2021 dataset.

Abstract

Purpose

This article examines the strategy formation in the Finnish government’s pandemic management during the COVID-19 pandemic, addressing a research gap by exploring the possibilities for strategy formation in guiding government policy formation.

Design/methodology/approach

Utilizing perspective of strategic planning and emergent strategies influenced by the authorizing environment, the article emphasizes the importance of strategy development in government. The management of COVID-19 pandemic serves as a case study for investigating public strategies in policy formation, underscoring the significance of the authorizing environment in integrating predefined strategic plans with emergent strategic avenues.

Findings

The management of pandemics has led to changes in legislation and modes of government decision-making, resulting in learnings for coordinating subnational governments and allocation of resources. The government actions evolved from extracting components from predefined strategic plans and drawing on the experiences of other countries. The emergent properties emerged from amalgamating these elements into an umbrella strategy with a variety of new responses.

Research limitations/implications

The examination focuses on the view from the nexus of government. Although, informed by the subnational developments and stakeholder responses, the study adopts a bird’s eye view on the COVID-19 management.

Practical implications

The examination raises needs for legislative changes, improvement of cross-sectoral coordination within central government and improvement for the decision-making capability within subnational government.

Originality/value

By focusing on the Finnish government’s measures in pandemic management, this article contributes to the discourse on pandemic management. The findings provide insights for strategic crisis management in the public sector.
