Abstract

Purpose

The focus of this paper is to further improve the implementation safeguard measures of the National Plan for Main Functional Zones of Ocean (NPMFZO) based on the implementation status of the national marine main functional area plan after the promulgation of the existing marine planning implementation safeguard measures, aiming at the problems existing in the implementation of the plan, to help the implementation of the plan more effective.

Design/methodology/approach

This paper reviews the historical process of the preparation and implementation of NPMFZO, analyzes the problems existing in the implementation of this plan, and puts forward some measures and suggestions under the background of the new national territory planning system.

Findings

In the new period, the authors should focus on building the evaluation system of planning implementation, strengthening the coordination with other plans, improving the supporting policies of planning and ensuring the effective implementation of the main functional zoning of oceans under the territorial spatial planning system.

Originality/value

This paper reviews some problems existing in the implementation of the NPMFZO and puts forward policy suggestions to ensure the implementation of the plan in the new period.

Abstract

Iraq with a population of approximately 13 million in 1980 is one of the capital (oil) rich countries of the Arab region, and shares with them the objective of a fast pace of economic development. Such Arab states may be characterised by the existence of a large and expanding government sector, ambitious industrial development programmes and the pursuit of an increasing standard of welfare and income for their inhabitants. Since about 1970 Iraq's economy has been radically transformed and change is continuing. The demand for labour has grown commensurately with the successive national development plans of the decade. Meeting these increased labour requirements presents formidable tasks for policy makers and planners in Iraq as in other Arab countries.

Abstract

Purpose

The concept of National Adaptation Programme of Action (NAPA) is advocated at international, regional and national levels. The concept is thought to foster sustainability of livelihoods against impacts of climate change. This paper analyses the mainstreaming of NAPA into national development plans in Lesotho as accentuated by policies and programmes.

Design/methodology/approach

The analysis is broadly qualitative and reviews policies and projects on agriculture and food security, environment, forestry, water and irrigation aimed at sustaining rural livelihoods. Data from relevant government documents, commissioned studies’ reports, literature and key stakeholders are used.

Findings

Although the mainstreaming entry point for NAPA is identified in the country’s Vision 2020 and National Strategic Development Plan (NSDP) 2012/13-2016/17, financial, technical, human and other resources are inadequate to ensure its effective implementation. There is little evidence of NAPA mainstreaming into development plans by the line ministries of finance and economic development other than donor-funded projects. Absence of climate change policy influence means NAPA is not well-factored into the national development agenda, as mainstreaming is difficult without appropriate policies. Most projects with effect on climate change impact abatement originate from specific sectors and are disconnected from each other.

Originality/value

Based on the findings, ways to leverage NAPA via mainstreaming are discussed. It is concluded that NAPA mainstreaming offers a promising avenue for initiating and promoting sustainable livelihoods in Lesotho. The study demonstrates the applicability of the presented sustainable livelihood framework.

Abstract

Reviews the development of town and country planning and administration in Nigeria from the colonial period to the present. The British colonial administration, with its religious and missionary zeal, created the cultural, social and ideological premisses of modern town and country planning and administration in Nigeria. Different land uses were established without proper planning. These primary initiatives saw the emergence and formalization of physical planning and planning legislation. Planning in the country is still redundant and unable to cope with urban and regional development problems. Inadequate social accounts, local planning theories, models, and professional planning education, and a lack of financial resources and statutory legitimacy are the major planning problems. Conclusions, suggestions and recommendations are made encouraging planners to be more proactive.

Abstract

Purpose

This article aims to describe and discuss four major innovations to improve the quality of teacher education including preparation programs and professional development programs in recent years in China. The four major innovations include establishing the National Curriculum Standards for Teacher Education (NCSTE) and the National Teacher Certification Examination; implementing the “double development plan” to reform clinical practice; launching the “National Training Plan” to develop in‐service teachers; and consolidating the career ladder for teachers.

Design/methodology/approach

The paper takes the form of a review of the government documents and current literature.

Findings

The author argues that the four major innovations reflect the central trends to reform teacher education both in China and the USA – increased standards and accreditation, more clinical experiences in preparation, increased use of technology in teacher professional development, and more accountability and incentive for teachers.

Originality/value

When the world is faced with the globalized economy, cultural exchange and social equity issues, discussions about the recent innovations of China's teacher education will shed light on our understanding of better approaches to improve teacher quality that no doubt connect tradition and local practices with global convergence.

Abstract

Purpose

This paper aims to address to what extent local administration is involved in national planning focusing on drafting and reviewing processes of “Egypt Vision 2030”.

Design/methodology/approach

The paper plan to use focus group discussions and descriptive-analytical approach with representatives of local administration in three governorates.

Findings

Importance of local participation is not any more a question; however, participation concept and methodology are what matters. Participatory approach is not complex-free. It is crucial to consider conflicts of interest groups, ideologies, and political trends, communities’ high expectations, particularly of those who were marginalized and deprived for long time. Definitions should not be unified on national, regional and local levels. Each community needs to agree on its own definitions, needs, dreams and paths toward development. Accordingly, the role of the planner is to expand choices and opportunities for each citizen. Participation in planning for the future must include the coming generation who are opting to live this tomorrow. That requires institutionalization of youth participation in the decision-making processes.

Research limitations/implications

It was difficult to ensure meeting adequate sample; however, the author does believe that the participated sample represents the case.

Practical implications

The impact of public participation in planning on enhancing the planning processes and strategic planning outcomes and implementation is not a matter of questioning anymore, although governments do not pay due attention.

Social implications

Public participation in planning processes named participative planning is crucial for achieving development, social justice, economic development and public trust in governments.

Originality/value

The paper depends on focus-group discussions that were conducted by the author. Analysis and discussions reflect the author’s academic and practical experiences.

Abstract

Purpose

Disabled people have the same information needs as non‐disabled people. Nevertheless, only 5 per cent of the world's publishing output is made accessible in alternative formats for people who cannot access and use printed materials. This paper aims to suggest the strategy for a national development plan, role models for production and distribution of the alternative format materials for the equitable library service for Koreans with print disabilities.

Design/methodology/approach

The paper is based on a series of pre‐research studies and discusses arguments for and principles of an alternative format materials development plan in terms of protecting access to information, eliminating the knowledge and information gap, the role of libraries and their social responsibilities, the inadequacy of materials currently available, production plans at the national level, and the advent of an era of digital distribution.

Findings

This research presents a strategic development plan as well as a role division model concerning the production of alternative format materials based on the mid‐ to long‐term plan and a nation‐wide cooperative network centring on the National Library Support Center for Disabled People in Korea.

Originality/value

The strategic development plan and a role division model concerning the production of alternative format materials presented in this study will improve consciousness about the gap in information.

Abstract

Purpose

Policy coherence is a complex and tough task for many developing nations because their capacity to examine and deliver evidence-based inputs to policymaking is limited, and policy dialogue platforms need to be effectively used. Resolving these difficulties is a critical requirement for policy consistency. As a result, the study focuses on the level of policy coherence for climate change adaptation (CCA), disaster risk reduction (DRR) and sustainable development goals (SDG) in Sri Lanka and suggests routes for policy coherence for Resilience. This study aims to investigate the coherent approach of CCA, DRR and SDG; to identify concerns in policy documents addressing the coherence of CCA, DRR and SDG in local context; and to propose policy coherence suggestions for resilience in Sri Lanka.

Design/methodology/approach

Methodology comprises a review and content analysis of 17 policy and legal documents in Sri Lanka and a qualitative study. The qualitative approach consists of semistructured interviews that obtained deep and broad expertise knowledge with ten government representatives and stakeholders. Both content analysis and interview data were analyzed by using NVivo.

Findings

It was discovered that there are several issues with the coherence of policies in Sri Lanka, including the fragmented approach, lack of integration, inadequate coordination, limited resources and lack of monitoring and evaluation. The policies are inspired by international frameworks, and local implementations are not focused, leading to inadequate implementation of policies. The lack of development cooperation for the use of innovative approaches, such as climate-resilient infrastructure and environmentally friendly solutions for CCA and DRR, further aggravates the situation. Another concern is the lack of land use management and responsibility for the development of physical infrastructure for DRR integration with CCA. It is found that there is a limited community involvement which is vital for the implementation of policies. Local implementations are encouraged to fill the gaps in existing policies/acts. The analytical framework of the study is based on a preliminary examination of policy documents, a review of the literature and discussions with practitioners. The framework reflects the current situation of policy integration which addresses strategic, conceptual, institutional, operational and financial coherence. The research suggests pathways for achieving policy coherence in CCA, DRR and SDG in Sri Lanka, such as enhancing the strategic coherence by improving goals to increase the coherence within CCA, DRR and SDG; improving the credibility of the unified approach for developing DRR and CCA risk assessments; intensifying institutional cooperation and stakeholder management; improving the common monitoring and evaluation; establishing implementation strategies; and increasing the community involvement.

Research limitations/implications

The study on policy coherence in Sri Lanka recommends increasing community and professional involvement, conducting more research, developing a national strategy, increasing capacity building, strengthening international collaboration and fostering multisectoral collaboration. These recommendations can help improve policy coherence between CCA, DRR and SDGs, align policies with national goals and priorities and improve implementation effectiveness. By implementing these recommendations, Sri Lanka can address the challenges of climate change and natural disasters and achieve SDGs.

Practical implications

The study on policy coherence for resilience in Sri Lanka has practical implications, including improved coordination and resource allocation, increased capacity building, improved reputation and sustainability. By integrating CCA, DRR and SDGs, this study can help Sri Lanka become more resilient to climate change and natural disasters, achieve SDGs and become a responsible actor in the international community. These implications can contribute to a more sustainable future and ensure that development goals are achieved in a way that is resilient to climate change and natural disasters.

Social implications

Increased community participation: the study emphasizes the importance of community involvement in the policy development process. This can help build trust between communities and government agencies, improve transparency and ensure that policies are developed in a way that is responsive to local needs and priorities.

Originality/value

Based on the identified existing loopholes in the policies and pathways to policy coherence, the issues in policymaking could be overcome. It could be used to establish strong linkages between policies based on CCA, DRR and SDGs to achieve long-term resilience.
