Networks of companies, schools, universities and research centres need to be created to develop a European strategy for lifelong learning, says Maurizio Angelo, European Confederation of Executives and Managerial Staff president. He told French president Jacques Chirac that the networks should be backed by the European Commission and national governments, and that training should not be the sole responsibility of business and workers. Mr Angelo expressed concern that 1.7 million information and communication-technology jobs are expected to be unfilled in Europe in 2002 because of lack of skilled staff. He pointed out that the elderly represent a large untapped resource. Only 37 per cent of Europeans aged 55-65 are in work, compared with 65 per cent in the USA.
