FUNDING LIBRARY LITERACY
Abstract
Literacy is a hot topic. One of the top items on the agendas of both First Lady Barbara Bush and Illinois Senator Paul Simon, to name two influential advocates, it is finally getting the national attention it deserves. Under the Library Services and Construction Act (LSCA), there are two mechanisms by which libraries can gather added funds from the United States Department of Education to get into the fight for a literate America. The first is through Title I, where monies are dispensed through the country's State Library Agencies. The second is through Title VI, where funds are granted directly to state and local libraries.
