Abstract

The MSC are to give priority to tackling literacy and numeracy problems among adults, which are thought to affect an estimated one in seven of the labour force — some three million people. The extent of the problem began to emerge with the introduction of the “Restart” initiative, which involves giving long‐term unemployed people individual counselling inteviews. MSC set up a working group to produce recommendations, and have submitted their final report to the Commissioners. It was agreed that MSC Should:
