This issue contains selected papers from the 15th International Symposium on Theoretical Electrical Engineering (ISTET’2009) which was held in the Hanseatic City of Lübeck, Germany, 22-24 June 2009.

The unique feature of this symposium series is to bring together all theoretical aspects of Electrical Engineering, particularly fields and networks, as well as related applications. High-frequency networks, electromagnetic compatibility issues, new materials, and interconnection design are a few topical examples for the need of expertise in the entire field of theoretical Electrical Engineering.

From more than 100 papers, which were presented at the symposium by participants from 26 countries, 23 papers have been selected for this issue. We would like to thank all authors and anonymous Reviewers for their contributions, work, and comments. Finally, we are grateful to Professor Jan Sykulski, Editor-in-Chief of COMPEL, for agreeing to publish this special issue.
