Abstract

During the past decade we have witnessed renewed interest in the study and analysis of both social policy and social structure. Journalists, administrators, politicians, welfare personnel and social scientists have extensively been engaged in the interpretation and assessment of the impact of social policy on social structure and vice versa. It would appear that the return of liberal governments in the United States, the United Kingdom and Australia had much to do with this time‐honoured revival. In the United States this activity can be largely attributed to the promise of the “Great Society” ‐ an attempt by the Johnson administration (1963–1968) to eliminate poverty, create employment, improve medical care and education and revitalise cities and rural areas. In the United Kingdom the Labour Governments of Wilson (1964–1970; 1974–1976) and Callaghan (1976–1979) held out similar promises for a more equitable society. Predictably the literature on social policy and social structure increased accordingly.

Abstract

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.

Abstract

The librarian and researcher have to be able to uncover specific articles in their areas of interest. This Bibliography is designed to help. Volume IV, like Volume III, contains features to help the reader to retrieve relevant literature from MCB University Press' considerable output. Each entry within has been indexed according to author(s) and the Fifth Edition of the SCIMP/SCAMP Thesaurus. The latter thus provides a full subject index to facilitate rapid retrieval. Each article or book is assigned its own unique number and this is used in both the subject and author index. This Volume indexes 29 journals indicating the depth, coverage and expansion of MCB's portfolio.

Abstract

Purpose

This paper aims to unpack the sets of policy ideas underpinning the use of social innovation, thus permeating the allegedly politically neutral language of the concept.

Design/methodology/approach

Drawing on Daigneualt (2014), this paper adapts a four-dimensional approach to investigate the sets of ideas underpinning different conceptualisations of social innovation, particularly in relation to who the actors driving social change are, the nature of the problems addressed, the objectives pursued and the means used to achieve these objectives.

Findings

Applying the four-dimensional approach to a corpus of literature, this paper found evidence of two different perspectives along each dimension, namely, a radical empowerment approach and an incremental market-oriented one.

Research limitations/implications

A limitation of the study is the focus on academic literature, whereas a broader focus on policy discourse may give further insights. However, this paper argues that this study can be the ground for future research to investigate whether and how the two approaches identified have been adopted in different institutional and policy contexts.

Originality/value

The paper contributes to the development of social innovation research by boosting and encouraging further investigation on how different sets of ideas underpin social innovation discourse and its use as a policy concept.

The cardinal point to note here is that the development (and unfortunately the likely potential) of area policy is intimately related to the actual character of British social policy. Whilst area policy has been strongly influenced by Pigou's welfare economics, by the rise of scientific management in the delivery of social services (cf Jaques 1976; Whittington and Bellamy 1979), by the accompanying development of operational analyses and by the creation of social economics (see Pigou 1938; Sandford 1977), social policy continues to be enmeshed with the flavours of Benthamite utilitatianism and Social Darwinism (see, above all, the Beveridge Report 1942; Booth 1889; Rowntree 1922, 1946; Webb 1926). Consequently, for their entire history area policies have been coloured by the principles of a national minimum for the many and giving poorer areas a hand up, rather than a hand out. The preceived need to save money (C.S.E. State Apparatus and Expenditure Group 1979; Klein 1974) and the (supposed) ennobling effects of self help have been the twin marching orders for area policy for decades. Private industry is inadvertently called upon to plug the resulting gaps in public provision. The conjunction of a reluctant state and a meandering private sector has fashioned the decaying urban areas of today. Whilst a large degree of party politics and commitment has characterised the general debate over the removal of poverty (Holman 1973; MacGregor 1981), this has for the most part bypassed the ‘marginal’ poorer areas (cf Green forthcoming). Their inhabitants are not usually numerically significant enough to sway general, party policies (cf Boulding 1967) and the problems of most notably the inner cities has been underplayed.

Abstract

It was not until the late 1960s that housing attracted much attention from academic social scientists. Since that time the literature has expanded widely and diversified, establishing housing with a specialised status in economics, sociology, politics, and in related subjects. As we would expect, the new literature covers a technical, statistical, theoretical, ideological, and historical range. Housing studies have not been conceived and interpreted in a monolithic way, with generally accepted concepts and principles, or with uniformly fixed and precise methodological approaches. Instead, some studies have been derived selectively from diverse bases in conventional theories in economics or sociology, or politics. Others have their origins in less conventional social theory, including neo‐Marxist theory which has had a wider intellectual following in the modern democracies since the mid‐1970s. With all this diversity, and in a context where ideological positions compete, housing studies have consequently left in their wake some significant controversies and some gaps in evaluative perspective. In short, the new housing intellectuals have written from personal commitments to particular cognitive, theoretical, ideological, and national positions and experiences. This present piece of writing takes up the two main themes which have emerged in the recent literature. These themes are first, questions relating to building and developing housing theory, and, second, the issue of how we are to conceptualise housing and relate it to policy studies. We shall be arguing that the two themes are closely related: in order to create a useful housing theory we must have awareness and understanding of housing practice and the nature of housing.

Abstract

Charitable Choice Policy, the heart of President Bush’s Faith‐Based Initiative, is the direct government funding of religious organizations for the purpose of carrying out government programs. The Bush presidential administration has called for the application of Charitable Choice Policy to all kinds of social services. Advocates for child‐abuse victims contend that the Bush Charitable Choice Policy would further dismantle essential social services provided to abused children. Others have argued Charitable Choice Policy is unconstitutional because it crosses the boundary separating church and state. Rather than drastically altering the US socialpolicy landscape, this paper demonstrates that the Bush Charitable Choice Policy already is in place for childabuse services across many of the fifty states. One reason this phenomenon is ignored is due to the reliance on the public‐private dichotomy for studying social policies and services. This paper contends that relying on the public‐private dichotomy leads researchers to overlook important configurations of actors and institutions that provide services to abused children. It offers an alternate framework to the public‐private dichotomy useful for the analysis of social policy in general and, in particular, Charitable Choice Policy affecting services to abused children. Employing a new methodological approach, fuzzy‐sets analysis, demonstrates the degree to which social services for abused children match ideal types. It suggests relationships between religious organizations and governments are essential to the provision of services to abused children in the United States. Given the direction in which the Bush Charitable Choice Policy will push socialpolicy programs, scholars should ask whether abused children will be placed in circumstances that other social groups will not and why.

Abstract

Indicators of economic and social phenomena can be useful descriptive and analytical inputs for public policy. The “social indicators movement” has emerged in the last decade and is devoted to the measurement of widely‐ranging dimensions of human welfare. For the most part, questions of systematic measurement for public policy are explored here. Drawing initially on some traditions of measurement in economics, the principal aim is to provide a broad theoretical frame of reference for policy indicator design. Questions of indicator development necessarily involve ideas of suitability or validity of indicators designed for a purpose. Approaches to indicator design for the purpose of enhancing collective decision‐making—including formal model building approaches—are subsumed as special cases once a more general theory is espoused in sections II and III.

Abstract

Improving quality of life for older people calls for public policy initiatives that have a positive impact on the determinants of quality of life. This paper presents a review of current social welfare, housing and health policy in the Republic of Ireland relevant to older people and policy areas that are of particular relevance to the determinants of quality of life identified in the literature. The state pension, on which older people are heavily reliant, constitutes the main focus of social welfare cash payments. However, a general practice of marginal increments that fail to take adequate account of inflation and costs of living can leave older people living on the margins of society. In relation to housing policy, there is a need for improved policy implementation regarding housing maintenance and facilitating home comfort in the older population. Overall, greater consideration for the housing needs of older people in general and social housing needs in particular are required. Since 1988 a preference for community over institutional care has persisted throughout Ireland's health policy documents, although gaps between policy aspiration and implementation measures continue to be highlighted. Future policy needs to focus on the creation of enabling environments for social participation and in the optimising of opportunities for physical, social and mental well‐being. The review underscored the absence of a rights‐based approach in policy‐making to date and the need for substantial capacity building to be undertaken among older people themselves.

Abstract

In the internet era, the boundaries between public and private lives of government employees are often blurred, resulting in enhanced concerns about administrative accountability and effectiveness. By adopting a multi-step qualitative methodology involving internet survey and analysis of illustrative examples, this research explores and examines how social media policies could assist in keeping the public and private lives of civil servants distinct. We find that very few public sector agencies have adopted social media policies in an attempt to regulate employee behavior. We conclude that social media sites, both private and official, could be an effective administrative tool if harnessed properly. We offer certain recommendations and strategies based on our findings that could assist in accomplishing the principles of ethical administration.
