Abstract
Purpose
This study evaluates a multidimensional hierarchical scale of smart policing service quality.
Design/methodology/approach
Qualitative and quantitative analysis tools were used to develop a smart policing service quality scale based on the integrative psychometric scale development methodology. A multidimensional hierarchical structure was proposed for smart policing service quality; a group of preliminary items selected from literature was used for the qualitative analysis. For data collection, users of smart policing services were selected through the United Arab Emirates (UAE) research centre. Several statistical methods were employed to verify reliability and validity of the construct and nomological validity of the proposed scale.
Findings
A smart policing service quality scale of 23 items was developed based on a hierarchical factor model structure. Nomological testing indicated that overall smart policing service quality is positive and significant, thus contributing to user satisfaction, intention to continue using the system and enhanced quality of life.
Practical implications
This study enables managers to evaluate types of policing quality and effectively implement strategies to address security and sustainability issues that exist currently in smart services.
Originality/value
Previous studies on policing service quality have not sufficiently addressed the role of smart policing service quality; the nature of discussion in this area is primarily based around concepts. The development of the smart policing service quality scale provides a measurement tool for researchers to use to enhance the understanding of smart policing service quality.

Abstract
Purpose
As the education of new police constables moves to degree level, this paper explores the introduction of Evidence-Based Policing (EBP) as a pillar of the evolution of the police service as a profession.
Design/methodology/approach
Combining a review of key literature and explorations of practice, the current situation, challenges, and benefits of the adoption of EBP as philosophy are explored.
Findings
The benefits to the police service and individuals of wholeheartedly adopting EBP are huge; however, such adoption does not come without challenges.
Originality/value
This paper provides a contemporary snapshot in relation to the process of embedding EBP across the new educational routes to joining the police service. The opportunities provided by adopting EBP as philosophy across the service will assist in supporting and strengthening the sustainability of policing locally, nationally, and internationally.

Abstract
Purpose
As the police service across England and Wales moves towards degree-level study for new recruits as a component of recognising the profession of policing, this paper describes and discusses the introduction of the Police Constable Degree Apprenticeship (PCDA) and the core skills of evidence-based policing (EBP) as an educational theme for solving work-based problems.
Design/methodology/approach
Authored by both policing practitioners and researchers, this paper refers to key literature whilst exploring the implementation of the PCDA as a component of a Policing Education Qualifications Framework (PEQF). It highlights some of the challenges faced with its implementation along with the benefits of the adopting this degree-level education and work-based programme where EBP is embedded in to both study and professional practice.
Findings
There are significant benefits to the police service of adopting the PCDA as one of the entry routes for new police constables and embracing the educational development and professional application of EBP. However, this does not come without a number of challenges for the service and the professional body for policing.
Originality/value
This paper, co-authored by both policing practitioners and researchers, provides a contemporary view on the introduction of the PCDA as an initial entry route for new police constables and the embedding of EBP within both their learning and professional practice. As the first graduates complete their studies, the paper discusses the opportunities the adoption presents and the challenges it faces both locally and nationally.

Abstract
Purpose
This study will provide a preliminary, general overview of Canadian police officers' perception of stigma toward mental illness in their workplace culture and its impacts.
Design/methodology/approach
This study uses a mixed methods approach with two nationwide datasets: a self-report survey (N = 727) and 116 semi-structured interviews with police officers from 31 police services. Results are grounded in theories of stigma, masculinities and organizational culture.
Findings
Results indicate that most officers believe stigma toward mental illness in their workplace remains, despite senior management messaging and program implementation. Reporting mental illness was often seen as high risk, both personally and professionally. Policewomen, constables and those on leave reported statistically significant higher levels of perceived stigma and risk. Features of traditional masculinity were commonly reported, influencing the way individuals viewed themselves (self-stigma) and organizational response (structural stigma). Those with lived experience reported the highest levels of self and structural stigmatization, which often negatively impacted their recovery.
Originality/value
This study strengthens our understanding of how organizational culture and structure combine to contribute to the persistent presence of stigma in some Canadian police services (with implications for male-dominated occupations generally). Gender, rank, years of service and lived experience are additional areas of limited scholarship addressed by this study. The findings have important implications for effective program and policy evaluation and development.

Abstract
Purpose
Black Canadians have a historically tenuous relationship with the police. Negative perceptions of the police held by Black people have traditionally resulted from high levels of police contact and perceived negative treatment during these encounters. Well-publicized instances of police violence involving Black civilians have also fostered hostility and mistrust of the police, often resulting in social unrest. Recently, in the wake of George Floyd's death at the hands of American police, people across Canada rallied in support of the Black Lives Matter social movement and calls to defund the police entered mainstream political consciousness. At the same time, police leaders have vehemently argued that racial bias within Canadian policing has been greatly reduced as the result of various reform efforts.
Design/methodology/approach
This paper explores the police racism debate in Canada through an analysis of three waves of survey data collected between 1994 and 2019.
Findings
Despite well-publicized reform efforts, the authors' findings demonstrate that little has changed over the past 25 years. Black people still report much higher rates of police stop and search activity than people from other racial backgrounds. Furthermore, racial disparities in negative police contact remain strongly significant after controlling for other theoretically relevant factors, including self-reported deviance and community crime levels. Finally, reflecting their negative experiences, most Black people still perceive Canadian law enforcement as racially biased. Nonetheless, the data do reveal one significant change: the proportion of white people who perceive police discrimination against Black people has increased dramatically over this same time period. The paper concludes by discussing the prospects of meaningful reform in light of the current findings.
Originality/value
This paper contributes to the literature on race and policing through an examination of 25 years of survey data across three waves of collection.
