Abstract

Purpose

Anti-epidemic Emergency Projects (AEEPs) have unique characteristics such as a short construction period, high-quality requirements, complex construction environment, many construction participants and many uncertain affecting factors. The purpose of this paper was to propose the establishment method for the Construction Community (CC) of AEEPs (CC-AEEPs) by analyzing the management features of AEEPs, to establish the method of the Social Network Analysis (SNA) for CC-AEEPs, and to apply this method and the framework to Wuhan Huoshenshan Hospital for their verification.

Design/methodology/approach

According to the CC theory, this paper explored the member composition and the establishment method for CC-AEEPs. The optimal management factors of CC-AEEPs were proposed by combining the management features of AEEPs and the SNA method for CC-AEEPs was further established. Finally, the applicability of the method was verified through a case study, and some countermeasures for the CC-AEEP social networks were proposed.

Findings

The establishment of CC-AEEPs is an important guarantee to complete AEEPs with top speed and high quality. Ten types of CC-AEEP members all played different but irreplaceable roles in cooperative construction, among which the Government, the Contractor, and the Supervisor had outstanding performances. The SNA method could effectively analyze the complexity and cooperative relationship among the members in four aspects. The case study of Huoshenshan Hospital validated the important role of CC-AEEP and its social network in the AEEP research providing beneficial enlightenment for the cooperative optimization path of the AEEP construction participants.

Originality/value

The new establishment method for CC-AEEPs was proposed from the perspective of “cooperation among human, society, and engineering” according to the theories of the engineering sociology and the CC. In this paper, the SNA method was applied to the research on the AEEP construction for the first time and the SNA method for CC-AEEPs was purposed. The optimal management factors of CC-AEEPs and the expansion path of the CC-AEEP social networks were proposed according to the whole-process tracking of AEEPs in Wuhan.

Abstract

Purpose

This policy review paper is an analysis of the Double Reduction Policy (DRP) of China that was promulgated in July 2021. It looks into its rationale as well as different stakeholders' early reactions to the policy.

Design/methodology/approach

Critical policy analysis (CPA) method was used to identify (1) the artefacts, such as language, objects and acts, that were significant carriers of the DRP; (2) communities of meaning, interpretation, speech and practice that are relevant to the DRP and its implementation; (3) the local discourses relevant to the DRP; and (4) the tension points and their conceptual sources (affective, cognitive and/or moral) by different DRP stakeholders. As per the comparative education field, this paper compares the pre-DRP and post-DRP periods to tease out how the policy affects different stakeholders of education.

Findings

The DRP in China could be attributed to diverse factors such as demography, socialist economic and developmental visions and manpower structure. The implementation of the DRP has generated uneven reactions among different stakeholders and geographical regions both in speed and scale. While education stakeholders have no choice but to adopt the policy, they face challenges derived from a sudden halt of private educational resources and subsequent increased duties of parents and schools.

Originality/value

The significance of this early policy analysis lies in offering an insight into education development in China by analysing and deliberating the DRP from different perspectives.

Abstract

Purpose

Detecting the orientation of cracks is a major challenge in the development of eddy current nondestructive testing probes. Eddy current-based techniques are limited in their ability to detect cracks that are not perpendicular to induced current flows. This study aims to investigate the application of the rotating electromagnetic field method to detect arbitrary orientation defects in conductive nonferrous parts. This method significantly improves the detection of cracks of any orientation.

Design/methodology/approach

A new rotating uniform eddy current (RUEC) probe is presented. Two exciting pairs consisting of similar square-shaped coils are arranged orthogonally at the same lifting point, thus avoiding further adjustment of the excitation system to generate a rotating electromagnetic field, eliminating any need for mechanical rotation and focusing this field with high density. A circular detection coil serving as a receiver is mounted in the middle of the excitation system.

Findings

A simulation model of the rotating electromagnetic field system is performed to determine the rules and characteristics of the electromagnetic signal distribution in the defect area. Referring to the experimental results aimed to detect artificial cracks at arbitrary angles in underwater structures using the rotating alternating current field measurement (RACFM) system in Li et al. (2016), the model proposed in this paper is validated.

Originality/value

CEDRAT FLUX 3D simulation results showed that the proposed probe can detect cracks with any orientation, maintaining the same sensitivity, which demonstrates its effectiveness. Furthermore, the proposed RUEC probe, associated with the exploitation procedure, allows us to provide a full characterization of the crack, namely, its length, depth and orientation in a one-pass scan, by analyzing the magnetic induction signal.
