Abstract
The ‘Outlands Pilot’ was a joint project set up in 1992 by Devon Social Services Department and the Health Authority. It offered an intermediate setting between hospital and home. Elderly people who had been assessed as needing residential care after discharge from hospital were admitted instead to the Outlands Unit for a six‐week period of rehabilitation. The explicit aim was to rebuild people's confidence and physical independence, so that they could manage at home again. This paper reports on the success of the model and barriers to its wider use.

Abstract
This introductory article describes the Better Government for Older People initiative and its links with community care. The author argues that, unless the Warwick Consortium analysis is properly understood, community care planning for older people will be deficient. Some challenges remaining to be addressed by government in support of the Better Government agenda are suggested.

Abstract
This is the third in a series of articles about trying to develop better evidence for a service on the health/social care interface. All are based on our experiences of carrying out a comparative study of residential rehabilitation for older people. The first two dealt with methodology and implementation. Now we reflect on the completion of the project and the first stages of dissemination.
