Abstract
Recent changes in the funding and governance of academic research in many OECD countries have altered established authority relationships governing research priorities and judgements. These shifts in the influence of a variety of groups and organisations over scientific choices and careers can be expected to affect the development of different kinds of intellectual innovations by changing the level of protected space they provide researchers and the flexibility of dominant intellectual standards governing the allocation of resources and evaluation of research outcomes. Variations in these features of public science systems influence scientists’ willingness to pursue unusual and risky projects over many years and help to explain cross-national differences in the rate and mode of development of four innovations in the physical, biological and human sciences.

Abstract
Purpose
This paper aims to examine how new educational approaches to the presentation of electronic information resources can influence interest in their use among first-year undergraduates. Despite the variety of technological facilities available in universities, the learning process sometimes fails to keep pace with their advantages. Universities are investing in high-technology classrooms and an extensive multidisciplinary subscription to e-resources in the belief that students will make use of these opportunities. However, students often ignore the availability of relevant and verified content and prefer to retrieve information from Google’s search results. The absence of students’ initial motivation to work with a complex product is perhaps the greatest challenge faced by the teacher-librarian. Limited time available for training (a lecture and a seminar) and lack of preparedness among information specialists aggravates the situation.
Design/methodology/approach
The efficacy of new educational approaches to the presentation of e-resources was examined in a pilot study involving 940 first-year undergraduates at the North-West Institute of Management of the Presidential Academy (RANEPA). The authors replaced academic lectures with flexible and interesting techniques based on student’s interests, used attention triggers for each e-resource in lecture materials and focused the seminar on multiple specific searches to attract and keep students engaged. New educational approaches were implemented in four-hour sessions for first-year students in all disciplines.
Findings
The results suggest that the new educational approaches and teaching techniques can raise the level of students’ involvement and interest in the use of subscribed e-resources. To assess the developed approach, the authors analyzed the dynamics of the students’ visits to subscribed resources and observed a significant increase in the number of visits. The authors found such a trend for all the types of requests and resources. Overall, the number of visits and full-text requests increased from 88 to 284 per cent for the 2017-2018 academic year compared to the 2016-2017 one.
Practical implications
The findings of the study demonstrate the necessity of applying new educational approaches to teaching students who lack the motivation to use high-quality electronic resources. The teacher-librarian can be an important link between scientific information and consumers. The newly developed techniques have great potential for a wide range of educational applications including the development of teaching materials and training programs.
Social implications
The approach combines teaching methodology with rich informational environment, enhancing students’ motivation to information literacy through mastering their digital skills. Students’ interest in subscribed resources initiates their professional work with scientific information. Students need to constantly use subscribed resources. Otherwise, the skills of using information e-resources will disappear and motivation for their use will decrease. The development of techniques that can help to maintain students’ interest in information e-resources is continuing, and new findings will be presented in future papers.
Originality/value
In the scientific literature, to the best of the authors’ knowledge, no information is available on the use of similar techniques at Russian universities. It is hoped that developed techniques helps students with low digital literacy from other universities or colleges overcome their bias against high technology.

Purpose
Based on the knowledge-based view (KBV), the purpose of this study is to explore the impact of scientific knowledge resources on innovative performance, as well as the mechanisms, in the science-based innovation practice of biotechnological industry. How scientific knowledge influences the firms’ innovative performance and how external scientific knowledge flows into the firms efficiently are important issues every high-tech firms must consider.
Design/methodology/approach
The authors chose biopharmaceutical firms in China as the sample of this study to empirically test the hypotheses.
Findings
The study introduces a framework combining scientific knowledge resources, technological capabilities and innovative performance and, then, follows with an empirical investigation on firms in Chinese biotechnological industry. Survey data from biopharmaceutical firms in China prove the significantly positive impact of both stocks and flows of scientific knowledge on firms’ innovative performance, as well as the significant mediation effect, of technological capability.
Practical implications
From the results of this study, the authors derive the important managerial implications that talent exchange, purchasing external knowledge directly and establishing R&D alliances are three effective ways leading external scientific knowledge to flow into the firms.
Originality/value
The study finds that technological capability plays an intermediary role between scientific knowledge resource and innovative performance; tacit scientific knowledge stock and R&D alliance influence innovative performance through technological capability totally among them.

Purpose
The purpose of this paper is to conduct performance evaluation of eight main scientific data sharing platforms in China and find existing problems, thus providing reference for maximizing the value of scientific data and enhancing scientific research efficiency.
Design/methodology/approach
First, the authors built an evaluation indicator system for the performance of scientific data sharing platforms. Next, the analytic hierarchy process was employed to set indicator weights. Then, the authors use experts grading method to give scored for each indicator and calculated the scoring results of the scientific data sharing platform performance evaluation. Finally, an analysis of the results was conducted.
Findings
The performance evaluation of eight platforms is arranged by descending order by the value of F: the Data Sharing Infrastructure of Earth System Science (76.962), the Basic Science Data Sharing Center (76.595), the National Scientific Data Sharing Platform for Population and Health (71.577), the China Earthquake Data Center (66.296), the China Meteorological Data Sharing Service System (65.159), the National Agricultural Scientific Data Sharing Center (55.068), the Chinese Forestry Science Data Center (56.894) and the National Scientific Data Sharing & Service Network on Material Environmental Corrosion (Aging) (52.528). And some existing shortcomings such as the relevant policies and regulation, standards of data description and organization, data availability and the services should be improved.
Originality/value
This paper is mainly discussing about the performance evaluation system covering operation management, data resource, platform function, service efficiency and influence of eight scientific data sharing centers and made comparative analysis. It reflected the reality development of scientific data sharing in China.

Abstract
Purpose
The study aims to survey information-seeking behavior of the Iranian medical faculty members and to identify the reasons and obstacles of their usage via the internet, scientific databases and online social networks.
Design/methodology/approach
In this cross-sectional study, a structured questionnaire used to collect data. The research population includes faculty members of four faculties of Hamadan University of Medical Sciences in Iran, including health, nursing – midwifery, paramedicine and rehabilitation. SPSS software was used to analyze data in descriptive and analytical levels.
Findings
Low internet speed, network traffic and lack of time were the main barriers and difficulties. Gender was significantly related with familiarity with databases, problems and barriers to accessing information, barriers to using social network, as well as purpose and motivation of using social network. Search for educational and research resources and use of social network to increase their general information were the main goals of participants to using the internet and databases. A negative significant relationship was observed between usage of social network with age (r = −0.204, P = 0.047) and experience (r = −0.239, P = 0.019).
Originality/value
The usage of faculty members of various digital resources is growing ever more. This study examines the use of faculty members of the internet, scientific databases and online social networks simultaneously.

Abstract
Purpose
The coronavirus-19 (COVID-19) pandemic mobilized the international scientific community in the search for its cure and containment. The purpose of this paper is to examine the nature of the rapid response to the COVID-19 of the scientific community in selected Latin American countries (Argentina, Brazil, Chile, Colombia and Mexico) in the period running from January to August 2020. Rapid response is reconceptualized from its original meaning in health policy, as the swift mobilization of existing scientific resources to address an emergency (DeVita et al., 2017).
Design/methodology/approach
The paper explores the rapid response of the Argentinian, Brazilian, Chilean, Colombian and Mexican scientific communities from the perspective of bibliometric and altmetric data. The authors will examine scientific publications indexed to the Web of Science (WoS) dealing with COVID-19. Besides patterns of scientific output and impact as measured by citations, the authors complement the analysis with altmetric analysis. The aim is to verify whether or not factors that explain the extent of scientific impact can also be identified with respect to the wider impact made evident by altmetric indicators (Haustein, 2016).
Findings
The authors identified a somewhat limited response of the Argentinian, Brazilian, Chilean, Colombian and Mexican scientific communities to COVID-19 in terms of quantity of publications. The authorship of publications in the topic of COVID-19 was associated with authorship of publications dealing with locally relevant diseases. Some factors appear to contribute to visibility of scientific outputs. Papers that involved wider international collaborations and authors with previous publications in arboviruses were associated with higher levels of citations. Previous work on arbovirus was also associated with higher altmetric attention. The country of origin of authors exerted a positive effect on altmetric indicators.
Research limitations/implications
A limitation in the analysis is that, due to the nature of the data source (WoS), the authors were unable to verify the career status and the productivity of the authors in the sample. Nonetheless, the results appear to suggest that there is some overlapping in authors conducting research in Arboviruses and COVID-19. Career status and productivity should be the focus of future research.
Practical implications
In the context of countries with limited scientific resources, like the ones investigated in our Latin American sample, previous efforts in the study of locally relevant diseases may contribute to the creation of an expertise that can be applied when a health emergency brings about a novel disease.
Originality/value
The originality of the paper rests on the fact that the authors identified that previous work on arbovirus contributed to the scientific visibility of publications on COVID-19.

Purpose
Human capital has been traditionally viewed in terms of how an individual’s investment in knowledge, skills and abilities can lead to higher pay or promotions. More recently, human capital has been regarded as a unit-level resource using the term “human capital resources” to consider the aggregate effects of human capital. The purpose of this paper is to examine the collective human capital present in a firm’s board of directors as a valuable resource leading to superior firm outcomes.
Design/methodology/approach
The study examined the effects on firm innovation of the scientific expertise of corporate directors, average board tenure and the presence of a firm’s founder on the board. Data from a sample of pharmaceutical firms were analyzed with the dependent variable, innovation, measured as patent applications and both individual and unit-level human capital measures of the predictor variables.
Findings
The results show that the presence of a founder-director is positively related to innovation and more pronounced when combined with the board’s scientific expertise. Board tenure shows a relationship to innovation and is more evident in combination with the board’s aggregate level of scientific expertise. The effect of directors’ scientific expertise is also greater when measured at the board level of scientific expertise.
Research limitations/implications
Future studies should examine these relationships within a broader context extending the research to other industries thereby incorporating wider variation in both the antecedents and measures of innovation. In addition, future studies might investigate a likely non-monotonic relationship of board tenure with strategic outcomes, recognizing the non-linear nature of effects of board tenure.
Practical implications
In addition to the theoretical and empirical implications, this research may also inform practicing managers charged with constituting their boards of directors and provide some guidance for the recruitment and retention of board members. The research may also assist top managers and investors in knowing when the presence of a founder on the board is useful and supportive of the firm’s strategic direction.
Originality/value
The study extends scholarly understanding of human capital theory beyond the top management team to boards of directors demonstrating the importance not only of directors’ individual capital but also how it combines with that of other directors. Moreover, it enhances understanding of board characteristics beyond the bounds of demographic characteristics to show that additional qualities affect firm strategy. This research also informs managers, boards and investors how boards might be more effectively constituted to impact firm strategy.

Purpose
The purpose of this paper is to present findings from the research of aspects of journal publishing in the field of social sciences in Croatia in changing working conditions caused by the rapid development of information and communication technology.
Design/methodology/approach
This paper is based on an online survey of 79 journals in the field of social sciences in Croatia.
Findings
Findings indicate a dual publishing nature of the scientific journals as they exist both in the traditional paper based and in the electronic environment. In addition to slow shift towards publishing exclusively in the electronic environment, editorial teams cope with insufficient financial support for the publication of printed versions of their journals, low‐quality of article submissions, badly formatted articles, lack of help to the editor, etc. Researched journals use the internet for the improvement of the interaction with authors, reviewers and readers and digital repositories for long‐term storage of articles. To remain relevant to the scientists in Croatia, researched journals must be led by professional editorial teams whose only job will be management of the journal they work for.
Originality/value
The paper contributes to the growing body of knowledge about current developments in scientific journal publishing under the influence of information and communication technology.

Abstract
Purpose
Study on knowledge-based systems for scientific publications is growing very broadly. However, most of these studies do not explicitly discuss the knowledge management (KM) component as knowledge management system (KMS) implementation. This background causes academic institutions to face challenges in developing KMS to support scholarly publication cycle (SPC). Therefore, this study aims to develop a new KMS conceptual model, Identify critical components and provide research gap opportunities for future KM studies on SPC.
Design/methodology/approach
This study used a systematic literature review (SLR) method with the procedure from Kitchenham et al. Then, the SLR results are compiled into a conceptual model design based on a framework on KM foundations and KM solutions. Finally, the model design was validated through interviews with related field experts.
Findings
The KMS for SPC focuses on the discovery, sharing and application of knowledge. The majority of KMS use recommendation systems technology with content-based filtering and collaborative filtering personalization approaches. The characteristics data used in KMS for SPC are structured and unstructured. Metadata and article abstracts are considered sufficiently representative of the entire article content to be used as a search tool and can provide recommendations. The KMS model for SPC has layers of KM infrastructure, processes, systems, strategies, outputs and outcomes.
Research limitations/implications
This study has limitations in discussing tacit knowledge. In contrast, tacit knowledge for SPC is essential for scientific publication performance. The tacit knowledge includes experience in searching, writing, submitting, publishing and disseminating scientific publications. Tacit knowledge plays a vital role in the development of knowledge sharing system (KSS) and KCS. Therefore, KSS and KCS for SPC are still very challenging to be researched in the future. KMS opportunities that might be developed further are lessons learned databases and interactive forums that capture tacit knowledge about SPC. Future work potential could identify other types of KMS in academia and focus more on SPC.
Originality/value
This study proposes a novel comprehensive KMS model to support scientific publication performance. This model has a critical path as a KMS implementation solution for SPC. This model proposes and recommends appropriate components for SPC requirements (KM processes, technology, methods/techniques and data). This study also proposes novel research gaps as KMS research opportunities for SPC in the future.
