Abstract

Since the government published Putting People First, there has been a raft of circulars, pilots, policies, reports and strategies bringing the personalisation agenda ever closer. In this article, Oliver Mills puts a finger on the pulse of local authorities and describes the complex challenges and barriers they face as they piece the jigsaw together that will transform the adult social care system for good.

Abstract

Purpose

Increasing the temperature of gas flows passing through hot tubes is one of the industrial interests. Operations in the gas phase with high temperature variations involve engineers with the compressible fluids problems. The paper aims to discuss this issue.

Design/methodology/approach

In this study, a mathematical three-dimensional turbulent model is applied for investigating the heat transfer and laminar gas flow inside the thermal developing zone of a hot tube. The Favre Averaged Navier–Stokes and energy equations and also the Reynolds Stress Model are numerically solved to obtain the fluid velocity and temperature profiles inside this the tube. This model is validated using the experimental data and also well-known formulas in this science.

Findings

Finally, effects of inlet volumetric flow rate, heating conditions of the tube wall and tube angle on the temperature and velocity distributions of the gaseous phase inside this zone are investigated.

Originality/value

The compressible laminar gas flow and also heat transfer in the thermal developing zone of a hot tube is studied using a three-dimensional turbulent model.

Abstract

Numerous commentators have suggested that Barack Obama represents a new “post-racial” politics in the United States, distinct from a pre-existing contentious form that originated with the civil rights era. Drawing on secondary historical data, Mr. Obama's presidential campaign speeches, and county-level electoral returns from Indiana and North Carolina, I argue in contrast to such claims that post-racial politics comprise the latest in a line of successive attempts by the Democratic Party to articulate the New Deal voting bloc, in which the white suburban middle class is the primary constituency while African Americans are of secondary importance. By addressing the question of “Obama and the Politics of Race” in this way, this chapter seeks to integrate political parties into the study of racial ideologies. Specifically, it suggests that the latter may originate and subsequently develop in the context of partisan struggle.

Abstract

The growing importance of the service sector in almost every economy in the world has created a significant amount of interest in service operations. In practice, many service sectors have sought and made use of various enhancement programs to improve their operations and performance in an attempt to hold competitive success. As most researchers recognize, service operations link with customers. The customers as participants act in the service operations system driven by the goal of sufficing his/her added values. This is one of the distinctive features of service production and consumption. In the paper, first, we propose the idea of service operations improvement by mapping objectively the service experience of customers from the view of customer journey. Second, a portraying scheme of service experience of customers based on the IDEF3 technique is proposed, and last, some implications on service operations improvement are given.

Abstract

Man has the propensity to seek, design, impose and maintain unities. These unities are at the interstice where man and his environment intersect. These unities are information. Hence, information (I) is defined as the goal‐directed (V−1) communicational intersect between a person (P) and his environment (E). That is: I = fV−1(P ∩ E). There are four generic information systems: (1) Symbolic Records; (2) Languages; (3) Disciplines; (4) Societal Knowledges. In the context of generic information systems, both general systems theory and cybernetic function as meta‐science (V−1). In effect these can produce equifinally identical science, thus inferring that general systems theory and cybernetics are unitary.
