Abstract

Purpose

Supplier selection along with continuous evaluation of their performance is a crucial activity in healthcare supply chain management for effective utilization of scarce resources while providing quality service at an affordable price, and minimizing chances of stock-out, avoiding serious consequences on the illness or fatality of the patients. Presence of both qualitative and quantitative evaluation criteria, set of potential suppliers and participation of different stakeholders with varying interest make healthcare supplier selection a challenging task which can be effectively solved using any of the multi-criteria decision making (MCDM) methods.

Design/methodology/approach

To deal with various qualitative criteria, like cost, quality, delivery performance, reliability, responsiveness and flexibility, this paper proposes integration of grey system theory with a newly developed MCDM tool, i.e. mixed aggregation by comprehensive normalization technique (MACONT) to identify the best performing supplier for pharmaceutical items in a healthcare unit from a pool of six competing alternatives based on the opinions of three healthcare professionals.

Findings

While assessing importance of the six evaluation criteria and performance of the alternative healthcare suppliers against those criteria using grey numbers, and exploring use of three normalization procedures and two aggregation operations of MACONT method, this integrated approach singles out S5 as the most compromised healthcare supplier for the considered problem. A sensitivity analysis of its ranking performance against varying values of both balance parameters and preference parameters also validates its solution accuracy and robustness.

Originality/value

This integrated approach can thus efficiently solve healthcare supplier selection problems based on qualitative evaluation criteria in uncertain group decision making environment. It can also be deployed to deal with other decision making problems in the healthcare sector, like supplier selection for healthcare devices, performance evaluation of healthcare units, ranking of physicians etc.

Abstract

Purpose

This study delves into the transformation of UAE-Israel relations, which transitioned from a long-term rivalry to a formal peace agreement in 2020. It aims to uncover the multifaceted elements that influenced both nations’ pursuit of bilateral negotiations, with a special emphasis on the role of unofficial collaboration.

Design/methodology/approach

Employing a case study approach, the research traces the evolution of the UAE-Israel ties, mapping their progression from covert collaborations to public accords. This exploration is set against a backdrop of political, economic, and societal factors that have historically characterized the broader Israel-Arab conflict. Real-world dynamics and theoretical constructs are analyzed in tandem to derive comprehensive insights.

Findings

Key drivers for the transformation of UAE-Israel relations included the threat from Iran, internal disturbances, economic stresses, and the strategic advantages of discreet diplomacy. Exogenous catalysts like the Covid-19 pandemic and Israel's annexation plans in 2019-2020 played pivotal roles, capitalizing on pre-existing covert collaborations and shared regional interests. Constructive strategies, notably inducements, effectively reshaped their adversarial relationship. The resultant U.S.-mediated agreement conferred strategic, security, economic, and diplomatic benefits to both parties. Importantly, the potency of conengagement conflict management strategy, especially when bolstered by exogenous factors and growing mutual interest, emerged as a game-changer in terminating longstanding rivalries.

Originality/value

This study offers a unique perspective on Israel-UAE relations, emphasizing the significance of covert engagements, inducements, and the innovative conengagement strategy in conflict resolution. By examining a relationship devoid of direct armed conflict, the research underscores the interplay of economic, political, and societal factors in reshaping rivalries. This case study serves as a testament to the potential for transformative change in enduring disputes when the right conditions and strategies align, supplementing conventional perspectives and offering valuable implications for policy and mediation initiatives in the Middle East.

Purpose

This paper aims to disentangle Chinese-English-rich resources linguistic and speaker timbre features, achieving cross-lingual speaker transfer for Cambodian.

Design/methodology/approach

This study introduces a novel approach: the construction of a cross-lingual feature disentangler coupled with the integration of time-frequency attention adaptive normalization to proficiently convert Cambodian speaker timbre into Chinese-English without altering the underlying Cambodian speech content.

Findings

Considering the limited availability of multi-speaker corpora in Cambodia, conventional methods have demonstrated subpar performance in Cambodian speaker voice transfer.

Originality/value

The originality of this study lies in the effectiveness of the disentanglement process and precise control over speaker timbre feature transfer.

Abstract

Purpose

With the rapid development of social media, the occurrence and evolution of emergency events are often accompanied by massive users' expressions. The fine-grained analysis on users' expressions can provide accurate and reliable information for event processing. Hence, 2,003,814 expressions on a major malignant emergency event were mined from multiple dimensions in this paper.

Design/methodology/approach

This paper conducted finer-grained analysis on users' online expressions in an emergency event. Specifically, the authors firstly selected a major emergency event as the research object and collected the event-related user expressions that lasted nearly two years to describe the dynamic evolution trend of the event. Then, users' expression preferences were identified by detecting anomic expressions, classifying sentiment tendencies and extracting topics in expressions. Finally, the authors measured the explicit and implicit impacts of different expression preferences and obtained relations between the differential expression preferences.

Findings

Experimental results showed that users have both short- and long-term attention to emergency events. Their enthusiasm for discussing the event will be quickly dispelled and easily aroused. Meanwhile, most users prefer to make rational and normative expressions of events, and the expression topics are diversified. In addition, compared with anomic negative expressions, anomic expressions in positive sentiments are more common. In conclusion, the integration of multi-dimensional analysis results of users' expression preferences (including discussion heat, preference impacts and preference relations) is an effective means to support emergency event processing.

Originality/value

To the best of the authors' knowledge, it is the first research to conduct in-depth and fine-grained analysis of user expression in emergencies, so as to get in-detail and multi-dimensional characteristics of users' online expressions for supporting event processing.

Abstract

Purpose

The inclusion of heritage dwellings in the UK decarbonization policies can contribute to cut operational carbon emissions from the building stock; this needs to be made a priority if net zero carbon targets are to be achieved. However, the energy and carbon savings potential of suitable retrofit interventions on this part of the stock is extremely variable and strictly intertwined with the range of baseline conditions of such dwellings. This study aims to propose a framework for interventions in traditional listed dwellings (TLDs) to improve their energy performance utilizing dynamic energy simulation (DES) of selected case studies (CSs) in the city of Brighton and Hove (South-East England).

Design/methodology/approach

To achieve this aim, the study established a baseline scenario which provides a basis for the assessment of energy performance and thermo-hygrometric behaviour pre- and post-interventions and allows for comparison between different CSs under comparable conditions.

Findings

Presenting a brief overview of the methodology adopted in this study, the paper describes the approach devised to generate such baseline scenario. The paper then compares the results obtained from simulation of normalized and baseline models with the status-quo energy consumption of the dwellings investigated (based on meter readings).

Originality/value

This analysis finally allows to highlight some key physical determinants of the baseline HEC which, in the following stage of research, proved to have a considerable effect also on the amount of energy and carbon savings achievable post retrofit interventions.

Abstract

Purpose

Evaluating the implementation of environmental management plans (EMPs) in highway construction projects is essential to avoid climate change. Public evaluations can help ensure that the EMP is implemented correctly and efficiently. To allow public evaluation of EMP implementations, this study aims to investigate performance indicators (PIs) for assessing EMP implementation in highway construction projects. To that end, the study objectives are to compare the critical PIs between environment auditors (EAs) and environment officers (EOs) and among the main project stakeholders (i.e. clients, contractors and consultants), create components for the critical PIs and assess the efficiency of the components.

Design/methodology/approach

The paper identified 39 PIs from interviews with environmental professionals and a systematic literature review. Then a questionnaire survey was developed based on the PIs and sent to EAs and EOs. The data were analyzed via mean score ranking, normalization, agreement analysis, factor analysis and fuzzy synthetic evaluation (FSE).

Findings

The analyses revealed 21 critical PIs for assessing EMP implementation in highway construction projects. Also, the critical PIs can be grouped into four components: ecological, pollution, public safety and ecological. Finally, the overall importance of the critical PIs from the FSE is between important and very important.

Originality/value

To the best of the authors’ knowledge, this paper is the first-of-its-kind study on the critical PIs for assessing EMP implementation in highway construction projects.

Abstract

Purpose

Ensuring the early detection of structural issues in aircraft is crucial for preserving human lives. One effective approach involves identifying cracks in composite structures. This paper employs experimental modal analysis and a multi-variable Gaussian process regression method to detect and locate cracks in glass fiber composite beams.

Design/methodology/approach

The present study proposes Gaussian process regression model trained by the first three natural frequencies determined experimentally using a roving impact hammer method with crystal four-channel analyzer, uniaxial accelerometer and experimental modal analysis software. The first three natural frequencies of the cracked composite beams obtained from experimental modal analysis are used to train a multi-variable Gaussian process regression model for crack localization. Radial basis function is used as a kernel function, and hyperparameters are optimized using the negative log marginal likelihood function. Bayesian conditional probability likelihood function is used to estimate the mean and variance for crack localization in composite structures.

Findings

The efficiency of Gaussian process regression is improved in the present work with the normalization of input data. The fitted Gaussian process regression model validates with experimental modal analysis for crack localization in composite structures. The discrepancy between predicted and measured values is 1.8%, indicating strong agreement between the experimental modal analysis and Gaussian process regression methods. Compared to other recent methods in the literature, this approach significantly improves efficiency and reduces error from 18.4% to 1.8%. Gaussian process regression is an efficient machine learning algorithm for crack localization in composite structures.

Originality/value

The experimental modal analysis results are first utilized for crack localization in cracked composite structures. Additionally, the input data are normalized and employed in a machine learning algorithm, such as the multi-variable Gaussian process regression method, to efficiently determine the crack location in these structures.

Abstract

Purpose

This paper aims to straighten out the research progress in the field of maker education, summarize the research hotspots and frontiers of maker education at home and abroad and provide path optimization suggestions for the research and development of this field.

Design/methodology/approach

In total, 751 pieces of domestic and the foreign maker education research literature from 2014 to 2021 are retrieved and screened, and literature analysis methods such as keyword analysis and clustering map analysis are used to quantitatively analyze the quantity distribution, published journals, core authors, research institutions and subject keywords of the maker education literature.

Findings

It is found that research in this field is still in the development stage, but the pandemic has severely inhibited maker education and related research. Frontiers at home and abroad have begun to pay attention to the impact of humanistic care on maker education. Strengthening the dialog between multidisciplinary theories requires cross-disciplinary research. Regional and cross-field cooperation and fully grasping the actual situation and constraints of the development of maker education are the cornerstones of bold innovation in maker education research.

Originality/value

This paper uses bibliometric analysis to reveal the severe challenges to the development of maker education due to the normalization of the epidemic. By excavating the research hotspots and research frontiers in this field, it fills the gap that the current research in the field of maker education has not yet formed a complete theoretical framework and evaluation system.

Purpose

The safety management of construction machines is of primary importance. Considering that traditional construction machine safety monitoring and evaluation methods cannot adapt to the complex construction environment, and the monitoring methods based on sensor equipment cost too much. This paper aims to introduce computer vision and deep learning technologies to propose the YOLOv5-FastPose (YFP) model to realize the pose estimation of construction machines by improving the AlphaPose human pose model.

Design/methodology/approach

This model introduced the object detection module YOLOv5m to improve the recognition accuracy for detecting construction machines. Meanwhile, to better capture the pose characteristics, the FastPose network optimized feature extraction was introduced into the Single-Machine Pose Estimation Module (SMPE) of AlphaPose. This study used Alberta Construction Image Dataset (ACID) and Construction Equipment Poses Dataset (CEPD) to establish the dataset of object detection and pose estimation of construction machines through data augmentation technology and Labelme image annotation software for training and testing the YFP model.

Findings

The experimental results show that the improved model YFP achieves an average normalization error (NE) of 12.94 × 103, an average Percentage of Correct Keypoints (PCK) of 98.48% and an average Area Under the PCK Curve (AUC) of 37.50 × 103. Compared with existing methods, this model has higher accuracy in the pose estimation of the construction machine.

Originality/value

This study extends and optimizes the human pose estimation model AlphaPose to make it suitable for construction machines, improving the performance of pose estimation for construction machines.

Abstract

Purpose

The rapid development of urban areas in Sleman District, Indonesia, has created new challenges for firefighting response services. One of the primary challenges is to identify the optimal locations for new fire stations, to improve service quality and maximize service coverage within the specified time.

Design/methodology/approach

This paper proposes a method for precisely calculating travel time that integrates delay time caused by traffic lights, intersections and congestion. The study highlights the importance of precise calculation of travel time in order to provide a more accurate understanding of the service area covered by the fire stations. The proposed method utilizes network analysis in ArcGIS, the analytical hierarchy process (AHP) and simple additive weighting (SAW) to accurately calculate travel time and to identify the best locations for new fire stations. The identification of new site was based on service safety, service quality, service costs and demographic factors and applied to the Sleman district in Indonesia.

Findings

The results showed that the total area covered by old and new fire stations decreased from 61% to 31.8% of the study area when the adjusted default speed scenario was implemented.

Practical implications

The results indicated that the default speed scenario could provide misleading information about the service area, while the adjusted default speed scenario improved service quality and maximized service coverage.

Originality/value

The proposed method provides decision-makers with an effective tool to make informed decisions on optimal locations for new fire stations and thus enhance emergency response and public safety.
