Abstract

A number of approaches might be taken to the relationship between economic crises and white-collar crimes. One is to review the role that white-collar crimes played in causing economic crisis, but this is legally problematic. This chapter begins with a discussion of social reaction to different forms of white-collar crime, and then goes on to examine briefly the evidence for the impact of the economic crisis on levels of frauds. The core argument is that the economic crisis did affect social and official reaction to some frauds – though the impact of this may be temporary – but that unlike most “law and order” issues, politicians around the world have typically downplayed fears of elite criminality and serious misconduct. Most reactions to white-collar crime reflect longer-term populist sentiments that prioritize offenses such as identity theft and fraud. Furthermore, there is little evidence that the Global Financial Crisis did much to increase the risk of fraud, though it is easy to misattribute the revelation of longer-running frauds to the crisis instead of to the fact that the recession smoked them out of the woodwork.

Writing shortly after the economic turmoil that began in earnest since the fall of 2008, it is clear to any reader what is meant when reference is made to “the” crisis. The financial crisis that developed out of the implosion of the United States housing bubble that reached its peek around 2006–2007 no doubt can be told, in its origins and consequences, in terms of a complex economic tale. But even and especially for nonexperts, the crisis need not to be argued to be of special significance in any more detail than to consider the reality that, on a near worldwide scale, millions of people have lost their jobs and/or their homes, while governments have been scrambling to develop appropriate policies to rectify conditions which they had helped to create.

Abstract

This chapter is an attempt to review the New START Treaty and put forward the perspectives and prospects. The chapter outlines certain assumptions that should be kept in mind for the success of arms control based upon the findings therein. This point about arms race should be obvious, but is often ignored although the need for arms control can never be undermined.

The prime issue in Russo–American relations – apart from economic and political reforms – remains arms' control (or nuclear security). Both nuclear superpowers wish to reduce and/or redeploy forces for reasons of cost and effectiveness, and the signing of the new Strategic Arms Reduction Treaty that builds on a previous agreement is an important step. Both sides have deep incentives to cooperate as they share common concerns on one hand and yet their interests differ owing to different force postures and perceived threats giving rise to an inequality of interest on the other.

The New START Treaty is not just about Washington and Moscow. It is about the entire world community. While the treaty is bilateral, it has big implications for global security. The United States and Russia control more than 90% of the world’s nuclear arsenal, and the world looks to these two countries for leadership in securing nuclear materials globally and preventing the spread of nuclear weapons. Thus, the new Treaty sets the stage for engaging other powers in fulfilling the goals of the Nuclear Non Proliferation Treaty (NPT) and the chapter examines the issues concerning the fallout of the New START Treaty.

Abstract

Theorists and theory have lost their way, and Brown offers some guidelines for reviewing and finding new ways of writing. Brown seeks the social that which is left out and is implicit. My concern here is with the role of the tantalizing “actor” in theorizing: perhaps a puppet on a structural string, a bundle of emotions, a strategic actor employing tactics of assertion or a rational chooser. Brown correctly argues in my view that the actor is a momentary social creation. Thus, what is said about the actor implies what is not said and the dubious value of “words.” Although the body, first captured by Mauss (1968), remains a shadow figure in current thinking and not cited by Brown, I argue it acts without words. I cite studies of Manning and Fabrega summarized in Psathas (1973) to display the crosscultural relevance of the self-body connection as evidence of the situated nature of the actor and the meaning of the body in time and space.
