Abstract

Purpose

The purpose of this paper is to discuss the economic and legal rationale for the use of the competitive dialogue in complex procurement. The authors use the data set of public contracts awarded by European Union (EU) member states between 2010 and 2017 to analyse its usage patterns. In particular, the authors identify the types of contracting authorities that mainly use the procedure, the sectors and contract characteristics and the role of institutional factors related to the country’s perceived corruption and level of innovativeness.

Design/methodology/approach

The authors discuss economic and legal issues in the use of the competitive dialogue. The authors use a data set of public contracts awarded by EU member states, published on the EU’s public procurement portal Tenders Electronic Daily (TED) to analyse usage patterns and explore the types of contracting authorities that use the procedure, the sectors and type of tenders. The data covers a sample of 1.242.090 observations, which relates to all the contract award notices published on TED in the period 2010-2017 for all the 28 European member states. A probit model is used as a methodology.

Findings

The empirical analysis reveals that the use of competitive value is greater for larger value contracts, for national rather than local authorities, for the supply of other manufactured products and machinery; for research and development and business, as well as information technology services; and for construction works. The level of perceived corruption and the gross domestic product/capita do not have explanatory power in the use of the procedure, whilst a country’s degree of innovativeness, as measured by the global innovation index, positively affects the probability of adopting the procedure. A decreasing trend in the use of competitive dialogue over time is observed.

Research limitations/implications

In conclusion, the countries examined benefited from a long tradition of public–private partnerships (PPPs) and from a transposition of the 2004 directive, able to provide an inclusive interpretation of complexity, and therefore, stimulate the adoption of the competitive dialogue in different sectors. Conversely, the countries, which postponed a concrete transposition and the overcoming of the confusing concept of complexity, limited the scope for the application of competitive dialogue, relying on the easier alternative: the negotiated procedure. Those circumstances lead to visible difficulties in stimulating the adoption of the procedure even in the traditional sectors; indeed, only with the new directive’s provisions a slight change in the trend can be seen.

Practical implications

To foster the use of the competitive dialogue in countries that have so far used it to a limited extent is important to improve upon the definition of complexity and learn from the experience of the top usage countries, as identified in the analysis.

Social implications

Helping the use of the procedure may facilitate the procurement of complex contracts such as PPPs, and thus, ease the building and management of public infrastructures for the provision of public services.

Originality/value

The authors are not aware of previous studies that have used the TED data set and studied the law in a number of European countries so as to understand the usage patterns for the competitive dialogue.

Abstract

Purpose

Coopetition, namely, the interplay between cooperation and competition, has received a good deal of interest in the business-to-business marketing literature. Academics have operationalised the coopetition construct and have used these measures to test the antecedents and consequences of firms collaborating with their competitors. However, business-to-business marketing scholars have not developed and validated an agreed operationalisation that reflects the dimensionality of the coopetition construct. Thus, the purpose of this study is to develop and validate a multi-dimensional measure of coopetition for marketing scholars to use in future research.

Design/methodology/approach

To use a highly cooperative and highly competitive empirical context, sporting organisations in New Zealand were sampled, as the key informants within these entities engaged in different forms of coopetition. Checks were made to ensure that the sampled entities produced generalisable results. That is, it is anticipated that the results apply to other industries with firms engaging in similar business-to-business behaviours. Various sources of qualitative and quantitative data were acquired to develop and validate a multi-dimensional measure of coopetition (the COOP scale), which passed all major assessments of reliability and validity (including common method variance).

Findings

The results indicated that coopetition is a multi-dimensional construct, comprising three distinct dimensions. First, local-level coopetition is collaboration among competing entities within a close geographic proximity. Second, national-level coopetition is cooperation with rivals within the same country but across different geographic regions. Third, organisation-level coopetition is cooperation with competitors across different firms (including with indirect rivals), regardless of their geographic location and product markets served. Indeed, organisation-level coopetition extends to how companies engage in coopetition in domestic and international capacities, depending on the extent to which they compete in similar product markets in comparison to industry rivals. Also, multiple indicators were used to measure each facet of the coopetition construct after the scale purification stage.

Originality/value

Prior coopetition-based investigations have predominately been conceptual or qualitative in nature. The scarce number of existing scales have significant problems, such as not appreciating that coopetition is a multi-dimensional variable, as well as using single indicators. In spite of a recent call for research on the multiple levels of coopetition, there has not been an agreed measure of the construct that accounts for its multi-dimensionality. Hence, this investigation responds to such a call for research by developing and validating the COOP scale. Local-, national- and organisation-level coopetition are anticipated to be the main facets of the coopetition construct, which offer several avenues for future research.

Abstract

Purpose

This paper aims to develop methods for generating disassembly tasks for selective disassembly. The disassembly task contains the disassembly information, namely, disassembly direction, disassembly tool and selective disassembly sequence.

Design/methodology/approach

Ontology is adopted to represent the product, and ontology rules are used to represent the disassembly knowledge. A product ontology model (POM) is introduced on the basis of material, connection matrix and interference matrix. Two types of disassembly knowledge are taken into account, one is the disassembly knowledge of disassembly tool selection and the other is the disassembly knowledge of special connections. Based on the POM and the disassembly knowledge, decision support methods are designed to generate disassembly tasks.

Findings

A centrifugal pump is used to demonstrate the proposed methods, and the result shows that the methods work well.

Research limitations/implications

The methods developed in this study are fundamental approaches. The ontology and the ontology rules can be extended with more disassembly knowledge.

Originality/value

The main contribution of this research is the development of methods for representing disassembly knowledge based on ontology rules and the decision support methods for generating disassembly tasks.

Abstract

Purpose

The purpose of this paper is to develop an automated disassembly cell that is flexible and robust to the physical variations of a product. In this way it is capable of dealing with any model of product, regardless of the level of detail in the supplied information.

Design/methodology/approach

The concept of cognitive robotics is used to replicate human level expertise in terms of perception and decision making. As a result, difficulties with respect to the uncertainties and variations of the product in the disassembly process are resolved.

Findings

Cognitive functions, namely reasoning and execution monitoring, can be used in basic behaviour control to address problems in variations of the disassembly process due to variations in the product's structure particularly across different models of the product.

Research limitations/implications

The paper provides a practical approach to formulating the disassembly domain and behaviour control of the cognitive robotic agent via a high‐level logical programming language that combines domain‐specific heuristic knowledge with search to deal with variations in products and uncertainties that arise during the disassembly process.

Practical implications

Full disassembly automation that is flexible and robust to the uncertainties that may arise potentially replaces human labour in a difficult and hazardous task. Consequently, the disassembly process will be more economically feasible, especially in developed countries.

Originality/value

The paper provides a practical approach to the basic cognitive functions that replicate the human expert's behaviour to the disassembly cell.
