Abstract

This chapter focuses on the use of outcome-based performance management systems within public administration. It reports two qualitative case studies from respectively the Danish Tax and Customs Administration and the Swedish Tax Agency. Both of these administrations use outcome-based performance management systems to steer subsets of their administrative work. The chapter shows that the systems respond to broader demands for accounting for outcomes, yet, the systems also operate in very different ways. The Danish case shows a quantitative system which measures on a daily basis, the Swedish case shows a qualitative system which measures on a four to five-year basis. What is striking about both cases is that they balance meeting the demands for accounting for diffuse outcomes, with developing measurements that ‘fit’ local contingent concerns. While much of the current research on performance management systems in public administration is critical and stresses the downsides of such systems, this chapter shows that these systems should not always be assumed to be connected to gaming, strategic behaviour and/or reductionism. Instead, the performance management systems can be seen as attempts to reconcile and make ends meet in ‘post-bureaucratic’ organisations that are increasingly expected to account for rather diffuse and abstract outcomes and expected at the same time to steer and prioritise daily administrative work.

Abstract

Purpose

Factors for successful workplace health promotion (WHP) are well described in the literature, but often sourced from evaluations of wellness programmes. Less well understood are the features of an organisation that contribute to employee health which are not part of a health promotion programme. The purpose of this paper is to inform policy on best practice principles and provide real life examples of health promotion in regional Victorian workplaces.

Design/methodology/approach

Individual case studies were conducted on three organisations, each with a health and wellbeing programme in place. In total, 42 employers and employees participated in a face to face interview. Interviews were transcribed verbatim and the qualitative data were thematically coded.

Findings

Employers and senior management had a greater focus on occupational health and safety than employees, who felt that mental/emotional health and happiness were the areas most benefited by a health promoting workplace. An organisational culture which supported the psychosocial needs of the employees emerged as a significant factor in employee's overall wellbeing. Respectful personal relationships, flexible work, supportive management and good communication were some of the key factors identified as creating a health promoting working environment.

Practical implications

Currently in Australia, the main focus of WHP programmes is physical health. Government workplace health policy and funding must expand to include psychosocial factors. Employers will require assistance to understand the benefits to their business of creating environments which support employee's mental and emotional health.

Originality/value

This study took a qualitative approach to an area dominated by quantitative biomedical programme evaluations. It revealed new information about what employees really feel is impacting their health at work.

Abstract

Purpose

The purpose of the paper is to assess the state of performance management within the public sector and suggest areas for further research.

Design

This is a theoretical paper based on a literature review.

Findings

The expected improvements in performance, accountability, transparency, quality of service and value for money have not yet materialised in the public sector. There are three classes of problems with performance management in the public sector – technical, systems and involvement. Externally imposed restructurings and reorganisations restrict the successful implementation of performance management.

Research limitations/implications

The paper is theoretical, and empirical research to test the results is required.

Practical implications

The findings can be used to enhance performance management systems within both the public and private sectors.

Originality/value

The paper provides an overview of the state of performance management and measurement within public sector organisations and explains the possible unwelcome effects of performance management. It divides the problems into three categories and offers suggestions for improvement.

Abstract

This study seeks to further an understanding of taxpayer characteristics. The study presents a multidimensional tax locus of control (LOC) instrument developed from the starting point of a validated LOC instrument from the health-care field. Data collected using the instrument indicate that older taxpayers are more likely to have an external LOC in tax situations, indicated by a greater propensity to defer decision-making to a tax professional, defined as a “powerful other.” As the U.S. population is aging, this information may be helpful to tax practitioners when advising older clients on tax issues and researchers exploring issues related to aging. An additional finding is that taxpayers with more business exposure are less likely to defer to a tax professional. Gender and education play roles in an individual's internal tax LOC (TaxLOC) beliefs.

Abstract

Purpose

The purpose of this article is to explore factors influencing career deciding amongst pharmacy students and graduates in the UK.

Design/methodology/approach

Group interviews were used to devise a topic guide for five subsequent focus groups with pharmacy students and graduates. Focus groups were tape‐recorded, recordings transcribed, and transcripts analysed. Key themes and interlinking factors relating to pharmacy career deciding were identified in the transcripts, following a constructivist approach.

Findings

Participants' described making a “good fit” between themselves, their experiences, social networks etc. and pharmacy. Central to a coherent career deciding narrative were: having a job on graduation; and the instrumental advantage of studying a vocational course.

Research limitations/implications

Focusing on career deciding of UK pharmacy students and graduates may limit the study's generalisability to other countries. However, our findings are relevant to those interested in understanding students' motivations for healthcare careers, since our results suggest that making a “good fit” describes a general process of matching between a healthcare career and personal experience.

Practical implications

As we have found that pharmacy career deciding was not, usually, a planned activity, career advisors and those involved in higher education recruitment should take into account the roles played by personal preferences and values in choosing a degree course.

Originality/value

A qualitative study like this can illustrate how career deciding occurs and provide insight into the process from a student's perspective. This can help inform guidance processes, selection to healthcare professions courses within the higher education sector, and stimulate debate amongst those involved with recruitment of healthcare workers about desirable motivators for healthcare careers.

Abstract

Purpose

The purpose of this article is to compare the consumer decision‐making behavior between married and cohabiting couples.

Design/methodology/approach

Data were collected from 40 cohabiting couples and 53 married couples in a western state via a self‐administered questionnaire. The structure and the instrument used replicated the Gadis et al. study in exploring consumer decision‐making processes of married couples.

Findings

Married couples tended to be more syncratic than cohabiting couples in their decision to purchase forms of savings in this phase, but more autonomic when purchasing alcoholic beverages. Cohabiting couples were found to be more syncratic in their decision making for these products at this phase than married couples. The results, when compared to those of 18 years ago found that men and women of married couples make purchasing decisions separately, while men and women of cohabiting couples made most of theirs together. Implications of the findings were then discussed.

Practical implications

Marketers, when attempting to reach married couples today, should focus media and advertising communication efforts on two audiences rather than one since either the husband or wife may be making the decision. The communication strategy used should focus on the joint nature of both processes since cohabiters showed a propensity toward syncratic strategies in all three phases. Advertising and message strategies should focus on how single people of the opposite sex decide on product purchases together since cohabiters are more like single people in their decision‐making behavior.

Originality/value

This study compares consumer decision making among married and cohabiting couples.
