Abstract
Purpose
The Gippsland Mental Health Vacation School program has been shown to positively change student participants’ interest and attitudes to living and working in a rural area. A range of factors are impacting on the future viability of the initiative including: limitations on the number of student participants, the reusability of content, staffing, time pressures, a dwindling funding base, and a drop-off in interest in living and working in a rural setting. The paper aims to discuss these issues.
Design/methodology/approach
A three-phase Delphi Study was employed to engage with expert knowledge of the program’s key stakeholder groups (student participants and service provider staff) in order to inform the initial steps of shifting the program toward a blended model, distributed across space and time.
Findings
The results suggest that: first, the current mode of delivery, a week-long intensive face-to-face format, should be transitioned to a more sustainable blended learning approach that includes both on-line content and an in situ component; and second, trailing the use of social media as a mechanism to maintain student interest in rural mental health work following the vacation school.
Originality/value
This study highlights how the transition to a sustainable approach to the delivery of a novel rural mental health workforce recruitment strategy was informed through a three-phase Delphi Study that involved the key stakeholders (groups of student participants and service provider staff). The study has important implications for addressing the shortage of mental health practitioners in rural areas. It will and be of interest to educators, administrators, researchers and bureaucrats.

Abstract
Purpose
This paper aims to review the rescaling of integrated planning policies for the built environment by the transposition of European directives on air quality in The Netherlands.
Design/methodology/approach
This is a case study examining European and Dutch policies, legislation, case law and reports by various Dutch Courts of Auditors and assessment agencies.
Findings
The paper reveals how a combination of measures that prohibit practices and measures constituting new ways of working has facilitated environmental protection and integrated planning. The case shows that transposition matters. At first, the aim of transposing European environmental directives into an integrated national legal system resulted in an erosion of integrated planning as courts nullified new development decisions. In later instances, it resulted in the National Cooperation Programme on Air Quality (NSL), an integrated system, allowing the weighing and monitoring of all policies that affect air quality.
Research limitations/implications
The findings of this study of Dutch air quality regulation may contribute to other studies into the rescaling of environmental governance in relation to interactions between central norm-setting and integrated local policies.
Practical implications
The case study shows a real working institutional system that relies on an interactive web tool that facilitates integrated planning decisions which respect environmental limit values. The problems faced and opportunities the system afforded are also discussed.
Originality/value
This paper increases understanding of the process of the transposition of European directives in relation to integrated policies for the built environment, with a specific emphasis on ambient air quality.

Abstract
Purpose
The purpose of this paper is to examine the design of state school buildings in Australia from the 1880s to the 1980s to establish common threads or similar concerns evident in their architecture at a national level.
Design/methodology/approach
The researcher compiled a significant data set of hundreds of state schools, derived from government, professional and other publications, archival searches and site visits. Standard analytical methods in architectural research are employed, including stylistic and morphological analysis, to read the designs for meaning and intent.
Findings
The data set was interrogated to draw out major themes in school design, the identification of which form the basis of the paper's argument. Four major themes, identifiable at a national level, are identified: school as house; school as civic; school as factory; and school as town. Each theme reflects a different chronological period, being approximately 1900-1920, 1920-1940, 1940-1960 and 1960-1980. The themes reflect the changing representation of aspiration for the school child and their engagement with wider society through the architecture of the school.
Originality/value
The paper considers, for the first time, the concerns of educational architecture over time in Australia on a consciously national, rather than state, level.

Abstract
Purpose
The contradiction between the purpose of the water-splashing tradition, the use of water in a water-stressed destination and overconsumption during a time of water shortage led the researchers to question the spirit of the Songkran Festival. It is important to keep the spirit of the festival alive without interrupting the livelihoods of the community and to critically engage with opportunities and challenges related to water-saving practices during the festival. Thus, this study aims to investigate the opportunities and challenges to responsible practices of water-saving at a cultural festival, using a case study of the water-splashing practice at the Songkran Festival in Thailand.
Design/methodology/approach
This study used the cultural practice, namely, the water-splashing tradition at the Songkran Festival in Thailand, as a case study. The researchers conducted document analysis on local newspapers, the Bangkok Post specifically and participant observation at the Songkran Festival in the Khao San Road area in Bangkok, to gain first-hand insights to develop comprehensive results which answers the study’s objectives.
Findings
The key findings show three significant themes representing the opportunities for implementing sustainable water-saving practices; a call for a water-saving campaign, education on water saving and water-splashing restrictions. In terms of challenges to implementing water-saving practices, two key themes emerged; a lack of water stress and drought awareness and the hedonistic characteristic of water splashing. The study findings provide important implications to theory and practice for sustainable event management and provide considerations for event stakeholders to minimise water overuse in festivals.
Originality/value
Environmental degradation is a key global issue that the United Nations addresses in the Sustainable Development Goals (SDGs) scheme (United Nations Development Program, 2016). According to Pereira et al. (2009), water scarcity can be caused by both human activities and natural causes. Factors such as unlimited water consumption, population growth and climate change are some of the contributing factors that not only affects resident's access to water but also on events hosted within communities. It is crucial that event managers critically re-think the way festivals are designed in water-stressed destinations.

Abstract
Purpose
The purpose of this paper is to gain a better understanding of the difficulties encountered in the hybrid roles of physician−managers (P−Ms), examine the impact of organizational constraints on the role conflicts experienced by P−Ms and explore the different ways their two roles are integrated.
Design/methodology/approach
A qualitative approach was adopted, using six focus groups made up of clinical co-managers, medical directors and P−Ms. In all, 43 different people were interviewed to obtain their perceptions of the day-to-day realities of the role of the P−M. The data collected were subsequently validated.
Findings
Although the expectations of the different groups involved regarding the role of P−Ms are well understood and shared, there are significant organizational constraints affecting what P−Ms are able to do in their day-to-day activities, and these constraints can result in role conflicts for the people involved. Such constraints also affect the ways P−Ms integrate the two roles. The authors identify three role hybridization profiles.
Practical implications
The results afford a better understanding of how organizational constraints might be used as levers of organizational change to achieve a better hybridization of the dual roles of P−Ms.
Originality/value
This paper seeks to reach beyond a simple identification of constraints affecting the dual roles of P−Ms by analyzing how such constraints impact on these professionals’ day-to-day activities. Results also enable us to further refine Katz and Kahn’s (1966) role model, in addition to identifying hybridization profiles.

Considers the issue that Chinese people are more confident than Americans when answering general knowledge questions. Suggests that this over‐confidence may be indicative of other biases, such as over‐confidence in the ability to retrieve information accurately from memory. Presents empirical results demonstrating that the Chinese subjects were not over‐confident in their estimate of retrieval accuracy. Suggests the accuracy‐confidence correlation for Chinese subjects was significantly higher than the correlation for Western subjects. Discusses implications for current theories of judgement research and consequences for marketing.

Abstract
This study aims at providing exploratory insights into the initiative and capabilities of Chinese SMEs to develop and utilize diverse networks to support internationalization. Such network development and utilization efforts are fundamental to the analysis and explanation of Chinese firms’ internationalization patterns and outcomes. Extending from the existing network studies in the Chinese context that generally put emphasis on strong‐tie and ethnic‐oriented networks, this paper investigates and explains explicitly the use and effects of both strong‐ and weak‐tie networks in the international development of Chinese SMEs. Indepth case studies on four rapidly internationalized Chinese SMEs are conducted. The case findings demonstrate that weak‐tie networks are essential to the firms’ business development in foreign markets; and were proactively developed and utilized in the course of the firms’ development. The cases also provide alternative perspectives to the beliefs and values underpinning strong‐tie networks presumed in existing literature. The findings draw attention to the changing business values and approaches of the Chinese firms aiming at developing internationally. Managerial implications concerning the significant influence of effective networking on internationalization are pinpointed.

Cost management is essential in every organisation, especially in an increasingly competitive environment (Jain & Yadav 2006:352). The management of distribution costs has become increasingly important because of the rising fuel costs in recent years (Gaffney 2008:40). Delivery routes should be optimised in order to reduce distribution costs. This article presents a comprehensive segment margin approach model for determining the financial viability of delivery routes. A specific bakery (henceforth referred to as Bakery A) was selected as a case study, and the use of general management accounting principles in determining the financial viability of delivery routes was specifically investigated.
